India to track down arrivals from Britain to try to stop new Covid strain

MUMBAI: The government plans to track down everyone arriving from Britain over the past month, officials said on Tuesday, hoping to stop a more infectious strain of the coronavirus detected there spreading in a country battling the world’s second highest Covid-19 tally. Eight people arriving from Britain tested positive for Covid-19 this week and more results are awaited, officials from three cities said. So far none of the infections appeared to be the new strain, a senior government advisor said, while a testing coordinator said analysis was still ongoing. Recorded Covid-19 infections in India exceeded 10 million at the weekend, second only to the United States. More than 146,000 people in India are recorded to have died from the disease. The discovery this month of a new more easily transmissible form of the virus in Britain is a particular concern since several hundred people typically arrive at each of India’s major airports from Britain every day. India will suspend flights from Britain from Wednesday until the end of the month and has been testing passengers. “To the best of our knowledge, we have yet to spot such a virus in our country, for which intensive efforts are in the offing,” V.K. Paul, a top Covid-19 adviser to Prime Minister Narendra Modi, told a news briefing. Authorities will track down passengers who arrived from Britain after November 25 and test anyone showing Covid-19 symptoms, according to a government advisory. Paul said the new strain would have no impact on vaccine development. “As of our understanding today, it has no impact on the potential of the emerging vaccines that are being developed in our country,” he said, adding they were awaiting additional data from Pfizer Inc for its vaccine’s emergency use application. Of the nearly 480 passengers and crew who arrived in New Delhi since late on Monday, five had tested positive for the coronavirus and sent into isolation, said government official Awanish Kumar, who is helping coordinate testing. The National Centre for Disease Control would confirm if anyone had the latest strain, he said. Two passengers in the eastern city of Kolkata and one in Chennai in the south who traveled from Britain have also been found positive, local officials said. The government has said it plans to start vaccinating the population next month and Videh Kumar Jaipuriar, CEO of the airport in New Delhi, India’s largest, said on Tuesday it was gearing up to distribute up to 5.4 million vials a day.

Fake News: A virus more dangerous than COVID-19

This article has been written by Fakhra Tanaz Akhter and Ibtesam Rahaman of Amity Law college. The article talks about the harmful effects of fake news during COVID-19.

Introduction

The virus now named COVID-19, first reported in Wuhan city China, in early December 2019 linked to a market there in the city has spread to almost all the countries. As per reports the market has been closed since January 1st 2020.

Declared as global pandemic on 11th March 2020 by the World Health Organization, COVID-19 is being fought by almost 190 nations through different ways including compelling their citizens to remain at their places in order to bend down the curve of the virus resulting in increased usage of the Internet for work, study, entertainment and other activities.

In India, the first reported positive case for COVID-19 was of a student in Kerala, a returnee from Wuhan, China on 30th January 2020. Screening of commuters, only from China, was provisioned in Delhi, Mumbai and Kolkata Airport since 17th January 2020 after issuance of the Health Ministry’s first advisory and extended to seven airports since 21st January. The Health Ministry through a second advisory on 25th January through perceived more cases were recorded outside China advised against all non-essential transportation and concentrated on maintaining strict procedures only for commuters from China and the third Advisory dated 5th February provided for cancellation of all visas to commuters from China as well as travel to that country.

Despite 191 confirmed cases from 24 other countries beside China commuters from Singapore and Thailand were screened from 5th February and commuters from Japan, South Korea, Iran, and Italy were included for screening from 13th – 26th February until on 4th march screening for all started in all airports and seaports.

Though COVID-19 was declared a universal Health emergency on 30th January by WHO and Rahul Gandhi, an opposition leader had warned of the impending impact of the virus on 12th February the Health Ministry Officials on 13th March said “Coronavirus is not a health emergency and that there is no need to panic” albeit there were already 81 cases reported till that day and pandemic declared by WHO two days back.

To tackle the spread of the virus, India first tried the Janata curfew on 22nd March and the Prime Minister of India again declared on 24th March a national Lockdown for 21 days from midnight itself. On request of several Chief Ministers the lockdown was further extended till 3rd May, 2020 and again extended to 17th May 2020.

Deception is the key transmission of rumors. Spread of inaccurate information is wider and speediest in the nation than the virus itself. Believing hoax news is a dangerous disease the nation is suffering currently. Fake News are created to misinform the general public and to hide from them actual facts in order to influence their opinion or political thinking. Most of the mainstream media channels along with the social media platforms such as WhatsApp, Facebook, Twitter etc. and other online portals are playing as a source of spread for fake news.

The 13th March tweet by the Health ministry was followed by several events including gatherings at religious and other places took place which includes congregation at Nizamuddin (13-15th march) visit at SiddhiVinayak temple, Shani Shingnapur, Shirdi Sai Baba Mandir, Vaishnodevi mandir, Kashi Vishwanath Mandir, Buddheshwari mandir (all between 16th – 20th march), swearing in of Shri Shivraj Singh Chauhan on 23rd march as Chief Minister of Madhya Pradesh and shifting of Ram Lalla idol by the Chief Minister of UP Sri Yogi Adityanath at Ayodhya on 25th March, first day of the lockdown but only one event became the fodder for the hate mongering news channels and social media and a few people from a group was presented so as to perceive as the entire muslim community.

The Congregation at Nizamuddin from 13th to 15th March attended by about 4000 delegates including those from Indonesia, Malaysia, other countries and from all over India was planned almost a year back. The Delhi government order prohibiting gathering of more than 200 people was not for religious gathering as the same was specifically declared in its order dated 16th March. After attending the delegates started leaving markaz and by 23rd only about 1500 were still stuck.

For the evacuation of those delegates the office bearer of the markaz approached the nearest police station as well as the SDM for permission to issue passes for vehicles arranged by them but did not receive any response while about 1800 pilgrims of Gujrat stuck in Haridwar were sent back from Rishikesh by 28 luxury buses of Uttarakhand Transport Corporation.

After the spread of COVID-19 a series of hoax news were shown by several acclaimed news channel to spread hatred against a community, some even not related to COVID-19 such as spitting by a criminal on policeman in a van shown as Tablighi member doing so at health workers, a fruit seller licking fruits to spread the disease.

A telecast by Zee News of Tablighi Jamaaat people pelting stones at health workers escorting them contradicted by Firozabad police and in another news claiming 11 people linked to the group testing positive in Arunachal Pradesh against the state government’s declaration of a single case for which the channel ran an apology citing human error.

Amish Devgan of News 18 retweeted news by ANI who falsely quoted DCP of Noida of quarantined persons of shanties of Sector 8, Noida as Tablighi people of Sector 5.

In clarification to some news the Belgaum police and AIIMS Raipur confirmed that the reported misbehavior against health workers and spitting were false and the Saharanpur police contradicting the report of Amar Ujala and Patrika tweeted that the open defecation by markaz people was fake.

The anchor of News Nation Deepka Chaurasia tried to link a murder case to Tablighi Jamaat which the Prayagraj police tweeted as false. He even referred to the Tablighi Jamaat as Talibani Jamaat in a live show and on being pointed out by one of the panelist whether the same was intentional or by mistake he denied to have told so which proves that the anchors are confident of going escort free despite lying on a live show.

The gathering by labourers at Bandra station was linked to the muslim community by India TV and others. News regarding two muslims manufacturing duplicate hand sanitizer from Bangladesh was posted in social media as of India.

In another case a guard who used to visit Tablighi Markaz Masjid to offer prayers was alleged to spread the virus to 3 people of a family of a posh locality and even an FIR lodged by Delhi Police who later tested negative. Whereas the pizza delivery boy testing positive and due to whom 72 families were quarantined did not make news for these news channels and hate-mongering social media people only because of his religion.

On April 4, Himachal Pradesh BJP president and on April, 9 former Maharashtra Chief Minister Devendra Fadnavis referred Tablighi Jamaat people as humans bombs while on April, 6 Member of Parliament Shobha Karandaje tweeted about the tablighis misbehaving, dancing and spitting around in quarantine wards which was denied by the district administration of Belagavi Karnataka and the hospital authorities.

The above mentioned fake news appear to have been created to divert the attention of the general public regarding the actual state of affairs so far as COVID-19 is concerned. The requirement of PPE KITs, ventilators and other corona fighting equipments, facilities available to those fighting the pandemics, test conducted on daily basis, testing kits requirement etc. are not news today and instead the fake news has given space to the new news of hatred against one particular community and as a result our fight against COVID-19 has taken backstage.

In outer Delhi a Muslim man was almost beaten to death by villagers on the charge of spreading corona virus.

In Badarpur, Delhi a vegetable seller was first asked by a man for an ID card and in absence of the same his name was asked and on being told his name was Mohammed Saleem he was brutally beaten with a stick. The accused named Praveen Babbar was later arrested.

In Haldwani muslim fruit sellers were stopped from selling fruits and only hindu sellers were allowed. In some places muslim vendors are not allowed to enter some societies.

In a village in Bangalore a notice was found displayed that till the complete eradication of corona virus muslim vendors are not allowed to enter. In Arunachal Pradesh some muslim truck drivers were beaten.

In Maharashtra 39 persons were arrested up to 10th April for propagating fake news, rumours and hate speech related to Coronavirus. Since lockdown up to 10th April total of 161 cases were registered regarding fake news, rumours and hate speech regarding COVID-19.

Even the noble medical profession could not save itself from the effect of fake news as in Rajasthan and Jharkhand two pregnant muslim women lost their babies due to the Doctor’s attitude towards these ladies being Muslim, a hospital in Meerut putting an advertisement for muslim patients to come with corona negative test certificate and first time wards in a Gujarat Hospital were segregated for Hindus and Muslims and the order for doing so was reported to have come from higher-ups.

In a very interesting rather embarrassing case, the Hon’ble High Court of Chhattisgarhdirected the Chhattisgarh government to search for 52 people returning from Tablighi Jamaat Markaz at Nizamuddin. The said order was passed by the Hon’ble Court after hearing the petitioner’s Counsel only who informed the Hon’ble Court that out of the 159 returnee Tablighi people only 107 has been tested and the remaining 52 were still not tested which were all supposed to be Muslims.

The petitioner’s counsel provided a list of 159 people to the BBC news channel which showed108 were Hindus. The question is whether the detailed information was supplied to the Hon’ble Court.If yes, how did the Court not notice all the names and if not, how did the court believe that exactly159 people had returned from Nizamuddin Markaz.

If the Hon’ble Court erred in judging the intention of the petitioner one can assume how the mischievous people, hate- mongers and people/ organization spreading hatred among communities will use these news to their purpose.

The fake news gave rise to Islamophobia to such a level that those spreading hatred include doctors, film personalities, sport persons, advocates, officers at the highest level at state and central governments, and even the parliamentarians and some politicians as usual who did not care to verify facts before doing so.

The Islamophobes began active even outside India particularly in the Muslim countries like United Arab Emirates, Kuwait, Bahrain, Saudi Arabia, and Oman etc. Taking note of the hatred being spread in their countries activists, scholars, lawyers, organization like Independent Permanent Human Rights Commission of Organisation of Islamic Cooperation, ministers and even the royals in these India- friendly countries have expressed their anger and have threatened to taking actions like moving the United Nations Human Rights Council at Geneva, to condemning the vicious campaign maligning Muslims for spread of COVID-19 and has urged the Indian government to take steps to stop the growing tide and to protect the rights of its persecuted Muslim minority as per its obligation under International Human Rights law. Besides these the Hindus (comprising the majority of Indian expatriates) have been threatened to be sent back to India and a few have lost their job there. These hate-mongers have been reminded of the billions of dollars they earn in these countries, principles of Mahatma Gandhi,and even boycott of Indian products and goods in case of persistence of brutal assault on muslims in India.

Jamal Bahrain, Secretary General of the Arab Parliamentary Network has asked for the intervention of the United Nations and the OIC to stop the violations committed against the Muslims in India.

Even Canada has started taking action and fired an expat from his job for his anti- muslim tweet.

The United States Commission on International Religious Freedom has expressed concern about stigmatization and blaming of Muslims for the spread of COVID-19 and has placed India as a country for concern, previously done in 2004. This hatred has caught the attention of international media like Time Magazine, The Guardian, Al-Jazeera, the Japan Times and many more as well who have reported and commented on the COVID-19 related Islamophobia in India.

Legal aspect

The part III of the Indian Constitution under article 19(1)(a) ensures freedom of Speech and Expression to every citizen with certain reasonable restrictions. The freedom of Press is not separately mentioned under the Indian Constitution as it is under the ambit of article 19(1)(a). The mainstream media has the right to exercise their freedom of speech and expression but the restrictions must be adhered. While exercising such rights it must not spread fake news that results in communal violence, defamation, immorality and violation of public order which are strictly prohibited by law.

The rules and regulations of IT Act, 2011 must be adhered by media operators. Even Facebook and Google have attempted to increase the range of fact checkers to avoid the spread of fake news. The outbreak of Covid-19 led to an outbreak of a series of hoax news by neglecting the laws which created havoc among the citizens and cultivated the seed of violence in the country.

No obstruction should arise to the privacy of patients; their details are entrusted to medical practitioners and must be kept safe. This intends to follow the regulations of the Personal Data Protection Bill, 2019 which was modified from the ‘Digital Information Security in Healthcare Act, 2018’, unsuccessful in protecting privacy in every Ministry and situation.

Regarding fake news spreading at this pandemic Section 54 of Disaster Management Act of 2005 is applicable dealing with reporting untrue or misleading warnings causing panic.

IT Act and IPC should be followed with the D.M.A to combat fake news that may violate fundamental rights of freedom of speech & expression and privacy.

Applying the provision of Section 505 and 188 of the Indian Penal Code and Section 3 of the Epidemic Disease Act, 1897 many people have been convicted in the states although ineffective to decrease spread of fake news. Fake news outcome defamation and thus spreaders shall be punishable for this offence under section 499-500 of IPC. In spite of severe punishments like imprisonment and extortionate fines, the laws seem unenforceable against this crime. Although the officials and authorities are updating themselves with the cyber security cells and becoming techie, awareness is circumvent to combat such fake news.

Conclusion

The spread of fake news has resulted in communal violence, hindrance of right to privacy, exploitation of right to freedom of speech and expression, defamation of people and religion, Islamophobia. Spread of accurate information is necessary, it helps transmitting: more awareness, more justness, less chaos and less virus.

Legal principles should be followed strictly to prevent spread of such malice via libel or slander and to maintain order and check in media.

The Parliament should enact specific laws to deal with this matter in order to sustain peace and harmony in the country. The existing statutes should be strictly executed. While enacting the laws the Parliament should ensure that the freedom to speech and expression of the press is not swindled in any way.

The Delhi High Court on Wednesday sought the stand of the Centre and the Delhi government on a PIL seeking proper and adequate measures to combat coronaviruseven as two new cases were reported in the country. US student visas: ‘A lot of students I know are scared for the future’

The spread of coronavirus has led to major changes for higher education across the world, with many institutions embracing virtual tuition as a way to allow students to continue their learning.

But US immigration authorities have now said that international students whose courses move fully online this autumn could face having their visas revoked.

An advisory from US immigration authorities says that unless students switch to courses with face-to-face tuition they could be deported.

The decision has caused uncertainty and fear for the hundreds of thousands of international students who rely on student visas.

The BBC spoke to some of those affected.

‘There’s no clarity’

Tanisha Mittal, 22, is from Mumbai in India and studying for a masters in health management and policy at the University of Michigan.

“Like many other international students, I came back home to India right before the country went into lockdown. Everything has been online since then,” she says.

“I finally booked my ticket last week to go back to the US. I woke up to this rule the next day. I was so anxious. I wasn’t sure if I would be able to go back.

“I’ve been really scared that now because of this confusing order I may be deported back from the airport. My university had said they’d go hybrid so I understood this may not affect me but I was not sure how I’d prove that to immigration officials. My flight is in 10 days, which makes the whole issue even more urgent for me.

“But there’s no clarity. There are so many categories of students and this order applies differently to each of them: students who are in the US, students who are in their home countries, new admits [admissions].

“Everyone is grappling with so many questions at this point. So basically, if your university is going online you need to go back to your country and if it is hybrid you need to go back to the US. The whole concept of personal choice has been removed and we’re literally being compelled to do something that we may not want to do.

“With Covid, it’s also unsafe because people from different countries would come back to campus. So, the risk has increased. What if cases surge and universities go fully online again? Will they ask us to go back? Will our visas be revoked? “

‘My scholarship may be rejected’

Molly Canham, 18, is from Devon in the UK and has been offered a sports scholarship to study at Louisiana State University.

“At the moment, I live my life on the day to day, not knowing when I will be able to start university or start competing for my cross country team. I have been signed to run for the school so potentially not being able to go there in August leaves me in fear that my scholarship may be rejected.

“Currently, I cannot gain access to a visa to get to the USA, as the embassy is closed and most international students are being rejected.”

“I’m worried that my only option will be to take any major/ course which has face-to-face time just so I can get there and maintain my sports scholarship.

“I am also in contact with other athletes who are on scholarship who either cannot get back into the USA to study or are at risk from being deported back to England due to online course load.

“It makes me very anxious for the future as I do not want to be treated poorly and unfairly when I get to America. A lot of students I know are scared for the future at the moment.”

‘We came here with dreams’

Qinyuhui Chen is a Chinese national majoring in psychology at Penn State University and is currently in the US.

“I was pretty shocked when the announcement came out. It’s just so sudden.

“Our school has a hybrid policy for the fall and will be moving into complete online mode after Thanksgiving,” she explains, but worries about the impact this change could have on her and other students in a similar position.

“Many of my friends thought that they could take online classes for the fall and have already returned home. For those who are still here, we’re constantly keeping our eyes on the price of plane tickets.

“I think it is just not practical for us to rush back and forth between our home country and the US. I really hope that the school will maybe give us a one credit hybrid class after thanksgiving so we could stay in the US.

“I would really hope that ICE [US Immigration and Customs Enforcement] reconsider the policy. It is affecting every single international student here in America. We paid huge amounts of money and came here with dreams. For those who cannot afford the plane tickets or whose home country has a closed border, they may face deportation.”

‘The US needs international students’

Dev Wadhwa, 19, is an Indian student majoring in computer sciences at University of Illinois Urbana-Champaign.

“I had admission offers from Australia, Canada and Hong Kong but I chose the US because of the quality of education,” he says.

“After the order was announced, one of my friends messaged me and said: ‘You’re going to be kicked out from the US.’ I was shocked and frustrated. It felt like a bombshell dropping on top of you.

“For the first 24 hours it was really, really frustrating for everyone. No-one knew what it meant.”

Although he later found out that his programme would not be affected, he adds that the stress for students has been difficult.

“We are already in the middle of a crisis. This was not really needed right now. It’s just sad because some students don’t have the option to go back to their home countries or to come back to the US from their home countries because of travel restrictions. So all of this is even more anxiety-inducing for them.”

But Dev says he understands the decision.

“If you look at it from the point of view of the administration, if a university is completely online you don’t need to be in the US. It’s logical, I think. But then again, the US needs international students to work for them and to keep their universities going.

‘Panicked and anxious’

Nox Yang is a 20-year-old from China studying sociology and film at UCLA

Messages flooded into an online group for Chinese students at UCLA after the visa change was announced this week.

“Everyone was very panicked and anxious,” Nox Yang says.

Her university offers an on-site and remote hybrid curriculum, but as a student in sociology and film, Yang may face difficulty enrolling in on-site classes, as most of those currently offered for courses in science and maths.

“In the worst-case scenario, I will have to return to China, but it’s a lot of hassle,” Nox says, citing skyrocketed flight fares and quarantine requirements.

She adds that the time difference and China’s internet censorship may lead to more hurdles for remote learning.

‘It’s disappointing’

Iris Li, 20, is a junior student from China at Emory University in Atlanta but is currently in Beijing

Iris Li woke up to the news that she may not be able to renew her student visa, as she is taking only online classes from China.

The 20-year-old travelled back to her hometown Beijing, China in late March, only packing for a summer break. But her plan has been disrupted since the Covid-19 outbreak unfolded in the US, where she has lived for six years.

Iris’s visa appointment in early July was cancelled, as routine visa services in US embassies and consulates around the world remain suspended. Worse still, the ICE rule means she won’t be issued a new student visa if taking a fully online curriculum.

“It’s disappointing,” she says.

West Bengal govt issues guidelines for domestic flight passengers

The West Bengal government had recently come up with a set of guidelines for people arriving in the state in domestic flights. According to it, those entering the state from Thursday must submit a self-declaration form stating that they had not tested positive for COVID-19 in the past two months.

The passengers will also need to undergo health screening after they arrive at the airport, the advisory said on Monday.

Asymptomatic passengers will be permitted to go with the advice that they shall self-monitor their health for 14 days. In case they develop any symptom, they shall inform the local medical officer or the state call centre, the advisory said.

Two SpiceJet passengers who travelled from Ahmedabad to Guwahati via Delhi on Monday have tested positive for COVID-19, the airline said on Wednesday.

"Two passengers who had travelled with SpiceJet from Ahmedabad to Guwahati on May 25 have tested positive for COVID-19. The passengers had travelled on SG-8194 (Ahmedabad-Delhi) and SG-8152 (Delhi-Guwahati)," an airline spokesperson said.

"COVID tests were conducted at Guwahati after landing and the passengers were quarantined. The test reports came on May 27. The operating crew has been quarantined and SpiceJet is coordinating with government agencies in notifying other passengers who had travelled with them," the airline said.

86 mn children at risk of poverty due to COVID-19, reveals study

The economic consequences of the COVID-19 pandemic could push as many as 86 million more children into poverty by the end of 2020, a joint study by Save the Children and UNICEF showed Wednesday.

That would bring the total number of children affected by poverty worldwide to 672 million, an increase of 15 percent over last year, the two aid agencies said in a statement.

Nearly two-thirds of those children overall live in sub-Saharan Africa and South Asia.

Coronavirus Outbreak LATEST Updates: Two SpiceJet passengers who travelled from Ahmedabad to Guwahati via Delhi on Monday have tested positive for COVID-19, the airline said on Wednesday.

The toll due to COVID-19 rose to 4,337 while total number of cases climbed to 1,51,767 in the country, registering an increase of 170 deaths and 6,387 cases in the 24 hours ending at 8 am on Wednesday.

This is the sixth day that the country has registered more than 6,000 new cases. However, the Union health ministry said that there have been "multiple gains" from the lockdown and the most important of them is that it has "decelerated the pace" of the spread of COVID-19.

Confirmed cases climb to 1,51,767

According to the morning update issued by the Union health ministry, the number of active coronavirus cases stands at 83,004 in the country, while 64,425 people have recovered and one patient has migrated, the health ministry said. "Thus, around 42.45 percent of patients (in India) have recovered so far," a senior health ministry official said.

Of the 170 deaths reported since Tuesday morning, 97 were in Maharashtra, 27 in Gujarat, 12 in Delhi, nine in Tamil Nadu, five each in Madhya Pradesh, Uttar Pradesh and West Bengal, three in Rajasthan and one each in Andhra Pradesh, Chandigarh, Haryana, Jammu and Kashmir, Kerala, Telangana and Uttarakhand.

Of the total 4,337 fatalities, Maharashtra accounts for the highest (1,792) deaths in the country, followed by Gujarat with 915 deaths, Madhya Pradesh with 305, Delhi with 288, West Bengal with 283, Rajasthan and Uttar Pradesh with 170 each, Tamil Nadu with 127 and Andhra Pradesh and Telangana with 57 deaths each.

According to the health ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 54,758 followed by Tamil Nadu at 17,728, Gujarat at 14,821, Delhi at 14,465, Rajasthan at 7,536, Madhya Pradesh at 7,024 and Uttar Pradesh at 6,548.

"A total of 4,013 cases are being reassigned to states," the ministry said on its website, adding that its "figures are being reconciled with the ICMR".

Delhi records highest single-day spike

However, since the morning update given by the Union health ministry, many states have reported an increases in both cases and fatalities. Delhi recorded 792 fresh cases pushing the total past 15,000. The National Capital also recorded 15 deaths, taking the toll from the novel coronavirus to 303.

In Maharashtra, 105 more patients succumbed to the viral disease, taking the toll in the state to 1,897, whereas, the number of cases rose by 2,190 to 56,948, with Mumbai alone recording 1,044 new cases.

The state government, however, said that it is hoping to bring the numers under control by next week.

"The cases which are rising are in the same containment zones with high densities. There aren't new areas from where cases are coming up. And even in these containment areas, the numbers are slowly decreasing. We should be able to bring the numbers under control by next week," said Maharashtra minister Jayant Patil on Wednesday, according to News18.

Tamil Nadu also saw a sharp rise in cases as 817 more people tested positive, including 138 returnees from Maharashtra while six patients succumbed to the viral infection on Wednesday. The infection count in the state is now 18,545 while a total of 133 persons have died due to the disease.

The number of cases continued to rise in Kerala as well with the return of people from various states as well from abroad. The state which had been lauded for controlling the spread of the contagion reported 40 new cases on Wednesday, of which 37 were returnees, taking the overall tally 1,003. Presently, 445 people are undergoing treatment in various hospitals in the state and over 1.7 lakh are under observation, PTI quotes Kerala chief minister Pinarayi Vijayan as saying.

Tripura also reported 23 new cases and officials said that the majority of the recent cases have been detected among people returning from Maharashtra, Karnataka, Tamil Nadu, West Bengal and other states.

In Madhya Pradesh, the Raj Bhavan, the residence of the state governor, was declared as a containment zone after six persons living on the campus tested positive for the viral infection.

Raj Bhavan sources told PTI that after the first case of COVID-19 was found at the Raj Bhavan a couple of days back, the sample of Governor Lalji Tadon was also collected for testing.

Meanwhile, officials in the hill state Uttarakhand said that the doubling rate of coronavirus cases has worsened and the number of infections has jumped nearly five times in this period due to the influx of people from outside the state.

New cases were reported from various other states and union territories as well, including Haryana, Jammu and Kashmir, Rajasthan, Uttar Pradesh, Bihar, West Bengal, Assam, Odisha, Gujarat, Goa, Karnataka, Andhra Pradesh and Puducherry.

Lockdown slowed spread of virus, insists health ministry

Meanwhile, the Union health ministry in a statement said the lockdown had contributed to the slowing of the spread of the virus in the country.

"Lockdown has garnered multiple gains, and primarily among them is that it has decelerated the pace of spread of the disease," the ministry said.

Estimates made by the Ministry of Statistics and Programme Implementation showed that a large number of deaths and cases have been averted, it said, adding that health infrastructure also had been strengthened.

"Health infrastructure required for COVID-19 management was ramped up during the lockdown. As on 27 May, 930 dedicated COVID hospitals with 1,58,747 isolation beds, 20,355 ICU beds and 69,076 oxygen supported beds are available," the statement said.

The Centre has also provided 113.58 lakh N-95 masks and 89.84 lakh Personal Protective Equipment (PPEs) to the states, union territories and central Institutions, the ministry said, adding that the testing capacity has increased in the country through 435 government laboratories and 189 private laboratories (total of 624 labs).

Chhattisgarh announces austerity measures

However, the impacts of the lockdown on the economy, particularly on the revenues earned by states continued to be evident, with the Chhattisgarh deciding to undertake various austerity measures.

"The state government has taken several important decisions to cut its expenditures and ensure optimal utilisation of resources available for development-oriented works in the backdrop of fall in revenue collection due to the lockdown," a public relations official told PTI.

"As a part of the measures, creating new vacancies, transfer of government staff, holding meetings in expensive hotels, foreign tours and purchase of new vehicles have been prohibited," he said.

The Punjab government decided to ask the Centre for a fiscal stimulus of Rs 51,102 crores to help the state tide over the financial crisis triggered by the COVID-19 pandemic and the prolonged lockdown that ensued.

A draft memorandum to this effect was approved by the Council of Ministers, at a meeting chaired by Chief Minister Amarinder Singh.

Meanwhile, two days after domestic flight operations were restarted in the country after a gap of two months, national carrier Air India said that a passenger, who had travelled on an Alliance Air flight from Delhi to Ludhiana on 25 May, has tested positive for the novel coronavirus, following which 41 people, including five crew members, have been quarantined.

At least seven migrants died onboard Shramik Special trains

The plight of migrants also continued to make it to the headlines, a day after the Supreme Court issued notices to the Centre and states on the issue.

According to PTI, at least seven deaths were reported onboard Shramik Special trains for migrant workers on Wednesday. The seven deaths — four on-board trains travelling to Bihar and three terminating in Uttar Pradesh — happened over the past few days, and were reported on Wednesday.

However, Railways officials said that most of the deceased had pre-existing health conditions.

Among the dead was 35-year-old Uresh Khatoon. Her toddler's vain attempt to awaken her from the eternal sleep on a platform in Bihar's Muzaffarpur was captured in a moving video that went viral on social media Wednesday, opening the floodgates of criticism for the Railways. The Railways attributed her death to a recent heart surgery, also corroborated by her son.

Another death reported from Muzaffarpur was that of a four-and-a-half-year-old son of a migrant from Bihar based in Delhi. The boy died at the railway station on arrival by a 'Shramik Special' train, while his father desperately hunted for some milk he believed would have saved his child.

While the father said that his son died of heat, Deputy Superintendent of Police, Railway, Ramakant Upadhyay, claimed the boy was ailing for some time and had died before the train reached Muzaffarpur station.

Two migrant workers were also found dead on a Shramik Special train at a Varanasi railway station on Wednesday morning.

Travelling migrant workers have complained of lack of food and water on-board these Shramik Special trains and also alleged they are not running on time and are being diverted "at will".

The Railways has, however, maintained that these trains are running on "pre-scheduled rationalised routes".

Some trains which should have taken 24 hours to reach to their destinations, arrived in over two days, according to reports, leaving the passengers on-board hungry and desperate.

Schools in West Bengal to remain shut till 30 June

West Bengal chief minister Mamata Banerjee said the state considers ferrying of a large number of migrant workers by trains as a big problem for public health, as she sought Prime Minister Narendra Modi's intervention in the matter. Those returning from the coronavirus hotspot states of Maharashtra, Delhi, Gujarat, Madhya Pradesh and Tamil Nadu will have to go for a 14-day institutional quarantine, Banerjee said.

The state government also announced that all schools will remain closed till 30 June.

In Mizoram, Chief Minister Zoramthanga said his government is contemplating extending the coronavirus-induced lockdown beyond 31 May in view of the influx of migrants from outside the state.

The Himachal Pradesh government has already authorised all district magistrates to extend the coronavirus lockdown beyond 31 May and three DMs have issued orders indicating that the curfew will continue in their areas for another month.

A nationwide lockdown has been in place since 25 March and the ongoing fourth phase of the lockdown is scheduled to remain in place till 31 May. While several relaxations have been given in the fourth phase for allowing various economic activities, educational institutions are among those that have not been allowed to open as yet.
