Personally I always thought he was former MI6, either the best one or even the Chief, but he got incredibly bored of that life and went rogue. He’s still wanted by the crown.

Then he found Bing and thought he was really entertaining, so he decided to follow him around lmao (I just think its hilarious if Bing is literally just Larry’s funny lil guy, who he grows attached to)
