(ABC News: Rebecca Trigger) Map: Perth 6000 Secret recordings of phone calls played in the Corruption and Crime Commission between a senior manager at one of WA's biggest power suppliers and his business associate reveal details of plans to create a shell company that would benefit from public contracts. The CCC is investigating whether Paul Mitchell Thomas misused his position while employed as Horizon Power's IT manager between 2010 to 2017. Commissioner John McKechnie today heard calls that had been secretly recorded last year, in which Mr Thomas and business associates discussed how to set up a business and where the issue of conflict of interest was raised. The calls also discussed setting up a shell company in which Mr Thomas's name would not be listed, despite his associate urging him to declare his interest in the firm. "It is a problem because I signed the Code of Conduct that says I can't do that," Mr Thomas was recorded saying to a business associate in January 2017. In the recording, Mr Thomas said he would "seek forgiveness" rather than approval if it became apparent he had invested in a company that was seeking tenders from Horizon Power. But he told the Commission today this company was never established. Thomas 'never' tried to hide ownership Mr Thomas also told the CCC he never sought to hide his ownership of another firm set up in 2010, Trusted Solutions, which was paid hundreds of thousands of dollars by the public utility. The Commission was today told that firm was being positioned to collect a $14 million contract, and had been included on a Government supplier list that would see it pick up other lucrative contracts. Evidence tendered showed that during his time with Horizon Power, Mr Thomas arranged for contractors to be employed through a third-party firm, which then paid fees into a Trusted Solutions account linked to a family trust held in his name and that of his business partners. Mr Thomas frequently told the Commission he could not recall details about emails and phone calls tendered. But he said he had spoken verbally with his manager, James Deakin, about his firm and was not advised of a conflict of interest. "I never, never sought to hide my investment in the company," Mr Thomas said. "I had many many conversations with James (Deakin) and what we was [sic] doing." He also claimed he revealed his involvement with Trusted Solutions in his initial job interview, a suggestion that was rejected by counsel assisting, Ilona O'Brien. Ms O'Brien also said Mr Deakin said he was never informed of the payments to Mr Thomas's company, which totalled fees of almost $330,000 over four years. Invoices submitted to Horizon Power did not detail the extra fees being paid to Trusted Solutions. Mr Thomas also agreed he hired his friend and business associate, Anthony Raspa, with whom he owned Trusted Solutions, without putting the role out to tender. He said public tenders were not sought for some contractors because there was a pressing need for certain skills, for which Horizon allowed exemptions.

Mr Thomas said he had "continued to help out" at the firm, he never turned off from work and was extremely busy in his role with Horizon Power. He claimed he had been removed as director of Trusted Solutions because he wanted to focus on his work at Horizon Power. He emphatically rejected a suggestion that he had sought to conceal his continued interest in Trusted Solutions by transferring the shares out of his name. But he ultimately accepted his ownership of Trusted Solutions did represent a conflict of interest. The hearing is expected to hear from Mr Raspa later this week. Ingredientes: - 01 quilo de cação em postas - 01 cebola picada - 02 dentes de alho picados - 01 lata de tomates pelados (picados) - 250gr de grão de bico (demolhado e cozido) ou 01 caixa de grão de bico (pronto). - 01 xícara de água - 01 pau de canela - raspas e o suco de ½ limão (de preferência siciliano) - 01 colher de café de cominho - ½ colher de café de açafrão - ½ colher de café de páprica picante - Sal e azeite a gosto

Como faz: Em uma panela (que caiba todo o peixe) coloque azeite, doure a cebola e o alho, junte as especiarias (cominho, açafrão e páprica) e coloque o tomate pelado. Deixe cozinhar um pouco, acrescente a água, o pau de canela e as raspas de limão e o suco de limão. Corrija o sal. Deixe cozinhar por uns 5 minutos para dar uma reduzida no molho, acrescente o peixe e deixe cozinhar por 3 minutos, vire e deixe cozinhar por mais 3 minutos. Acrescente o grão de bico e deixe cozinhar por mais 4 minutos, finalize com salsinha picada e sirva com um arroz branco ou um cuscuz marroquino. (nós fizemos um arroz com amêndoas)
