AO3 entered open beta in November of 2009. Read this news post from 2 days after the announcement if you want to see some truly amazing stats, like the total number of accounts back then (1076). In comparison there are now 7,108,000.
Back then, the version of the Archive was 0.7.1.1. If you ever want to see how far the site has come, just read through those old release notes and you'll be amazed.
The main reason why AO3 is still in beta is because they're still adding major features. Blocking and muting just arrived last year, for examples. The development team has a list of features that they plan to incorporate and once they hit the end of that list, the Archive will hit 1.0 and will likely leave beta at that point.

Compare those first release notes to these latest ones and I think you'll agree that a lot has changed.
Beta doesn't mean that software is bad. It doesn't mean that software is janky or unfit for public release. Google had Gmail in public beta for over 5 years when they first released it - from 2004 to 2009. Some video games are in early access for years, too.
AO3 gets well over a billion page views per month while maintaining an incredible uptime. They add features regularly, fix bugs regularly, and keep users apprised of what's happening through their social media accounts and release notes. I think all of that is more important than whether there's a beta in the site's header or not.
