Step one: Voldemort’s group of supporters is expanding, their voice is being heard in more cities across the country. As the Dark Mark begins appearing in the sky, death rolls rise - as does a question : where do we go from here? Step two: A group of witches and wizards band together, determined to restore the wizarding world to peace. Rising from the ashes, they respectfully refer to themselves as The Order. Step three: The Order begins to realize its full potential, and after the Death Eaters have come so far, this can not be allowed. The Ministry is overthrown and Yaxley is now in charge. Step four: Throw all known Order  supporters in Azkaban. Rank all witches and wizards on a scale - keep an eye on the most dangerous ones, the ones that post any threat. Do not allow any harm to come to the Death Eaters. Step five: To be determined.
