[UK] Changing the name on your account with PayPal
Twitter user @RachelTheParrot managed to get PayPal to change the name on her account with this email after PayPal refused to accept a deed poll as proof of new legal name:
Hi,
This isn’t how name changes work in the UK. UK deed polls are not government issued and do not need to be sealed or signed by any government officials. This is a valid legal document for changing one’s name that has been accepted by every institution it has been presented to, including the British government. As such, this is now my legal name.
Furthermore, by holding inaccurate personal information about me and refusing to update it you’re violating the UK’s data protection regulations and the GDPR. Please rectify this promptly.
It is notoriously difficult to get PayPal to update the name on your account. When I tried, PayPal actually told me to just close my PayPal account and open a new one with my new name! So citing the GDPR is a great law with teeth to fall back on.
Here’s the Information Commissioner’s Office (ICO) on Principle (d) of the GDPR (Accuracy):
If you discover that personal data is incorrect or misleading, you must take reasonable steps to correct or erase it as soon as possible.
The ICO are “[t]he UK’s independent authority set up to uphold information rights in the public interest, promoting openness by public bodies and data privacy for individuals.” If you ever feel like a company isn’t storing or updating your information correctly, these are the people to complain to; they can intervene and make a fair judgement and give instructions based on the law that the company will respect.
There are some steps you have to take before complaining to the iCO. You have to complain directly to the company and wait until you have a final response or a long period has passed (such as 6 weeks) that demonstrates that they are not going to reply. It’s good to say “if I don’t get a response from you within 6 weeks I will get in touch with the ICO about this case”. Then when you have no response or a final response that doesn’t satisfy you, you can make a complaint to the ICO here. They will back you up. It might take a while, but they know what they’re doing.
