So this may be an unpopular opinion but I think Prince Hans did genuinely care about Anna, but in the same way that Mother Gothel genuinely loved Rapunzel. They got something they wanted from them.
As we all find out, Hans is a dick. He used Anna to get to the crown, but think about earlier in the movie. He tries to stop Anna from going after Elsa because he doesn’t want anything bad to happen to her. When Anna goes anyway, Hans takes care of Arondel like a caring king would. However, when Anna was no longer of any use to Hans we see the monster he actually is.
Now Mother Gothel is the same. She raised Rapunzel as her own and took care of her all her life. Yes, she only wanted the healing powers of Rapunzel’s hair, but Gothel loved her. The only reason we weren’t surprised and outraged by her actions against Rapunzel when she fought back is because we already knew that Gothel was a villian. Imagine if Tangled started with Rapunzel grown up instead of a baby. How would we have reacted when Gothel went evil?
So the way Hans and Gothel cared was definitely screwed up, but they did in fact care.
