I think my recommendation is going to go to two games depending on the flavour of weirdness you are after: Numenera and FIST.

Numenera is weird in the deep, psychedelic sense of the word. Humanity has somehow reemerged on Earth after millenia. A time during which the Earth has been host to at least nine other civilizations that forever altered it only to crumble and become the ruins that now are found everywhere.
The character customization works on the principle of being able to sum up your character with a simple sentence:
I am a [ADJECTIVE] [NOUN] who [VERB]
This "only" requires you to choose an adjective, noun and a verb to have your character up and running. I put the quotations because there there are a lot of options for the adjective and the verb and sometimes those options require to choose extra things, so it is not as simple and fast as it initially seems. But it does give any character a good level of granularity and it allows for some really cool character concepts.
Numenera was also the debut for the Cypher System, which uses a fairly minimal mechanics that have enough depth to feel satisfactory but are unobtrusive enough to never get in the way. I ran a very long campaign using the first edition that I remember fondly. And as far as I have read, the second edition has only made things better (but some of the character options can lead to a crunchier game).

FIST is weird in the way Men in Black or Metal Gear is. Big shadow government facilities for psychic training, alien conspiracies and ghost assault corps.
I have not played FIST (yet) so I don't have as much to say. But relating to character creation, one of the most distinctive characteristics of a character are their traits. These work as small descriptors that give the character small bonuses. They can be relatively mundane, like Ace; or leaning on the weird, like Alien. And there are literally hundreds of them, so you can make your favourite version of weird cold war mercenary.

In the same line as FIST I feel like I should also recommend Atomic Robo. It has a similar flavour, but is based on FATE. That gives you the full customization capabilities of FATE aspects (which is all of it) but also comes with the downside of having to wrangle the system's idiosyncrasies, which are many.

Art - $5-$35
Done with ink on paper, no colors. Prices may vary depending on your request, but I will keep them between $5 for small, simple sketches to a maximum of $35 if you want a whole scene. The style is visible below - crosshatching, medium amount of details et cetera. If I had to set a price for these examples, they would be around $10-$15.

I will gladly draw your D&D (or other ttrpg!) characters, monsters, furries etc; horror stuff is absolutely fine too.
I will not draw complicated outfits/armor, mechas and any sexual content, simply because you will not get your money's worth.
Writing - $5-$50
I can write you a story! As long as it's not fanfiction, because I can't legally do that. I can only write fanfiction for free, and my goal is to make money. However if you have some non-copyrighted characters (like your OCs) that you want to see in action, or simply want to read a story with specific tropes, you can absolutely pay me to do that. I can even write you an SCP or a tale in that universe - I have published 16 original works on the SCP Wiki and even more translations, and here the license allows me to commercialise it (CC BY-SA 3.0).
Here, the pricing is much easier to assess: it's $5 per 500 words. I will not write anything over c.a. 5000 words ($50). If I go up to 10% beyond the settled word limit (for example you commissioned me for around 1000 words, but I wrote 1100), the price will go up a little accordingly. However, if it's more than 10%, the maximum will stay at the 110% (so if I write 1200 words, you will still pay $11). I will try not to do that, though. Of course, it also goes the other way - if I feel like the story is done at 900 words, you will only pay $9 instead of the full $10 for 1000.
I will write: fantasy, sci-fi, horror, mystery, basically anything that has some action in it. My style of writing is usually a little humorous, but that doesn't mean the story can't be serious and dramatic. I can also write erotica (don't be scared to DM me to ask about details).
I will not write: things containing religious trauma, "slice of life", romance, poetry.
Music - $15 per theme (additional but small fees may apply)
Have you ever wanted your beloved D&D character to have their own theme? Now you can make that dream a reality! Even if you've only ever thought about it at this specific moment! These themes were made in Musescore 3, but now I have access to FL Studio, so they will sounds even better!

Just thought of a silly little BitD hack.
In Blades, other factions are always moving in the background, making plans and executing them. These are represented by John Harper's favorite kind of circle, the Clock, a segmented circle that represents progress.
Traditionally, between sessions the gm rolls some dice for each faction and ends up potentially advancing clocks that come into play next session.
For me, this always felt odd. Because while there is chaos in the city, dumb luck can feel bad narratively, and while it's valuable prep, the outcomes feel like the kind of thing players would be invested in.
So what if we take the dice out of play? Usually the gm in blades rolls dice and ticks 0, 1 or 2 ticks per faction. However, a gm may subtract ticks, advance or freeze clocks based on the outcome of a session.
So what if they did that second part first and then passed the agendas to the players and said "hey, we have x ticks to distribute this session, where should they go?" Sure, the characters wouldn't be deciding this in game, but it means that players get to tell the gm what they want and what they are nervous about. Players who love playing to lose can engage in some self sabotage, or if the group wants a less hectic session they can carefully make sure the board state doesn't change just yet.
You can also hook this into the core loop: maybe you know the factions, but don't know the agenda unless you learned it in the fiction or spent time researching. Now you could tick that clock, but you have no idea what will happen when it rolls over.
Maybe you trade off adding ticks, player, gm, player, gm, so that the group gets slight control, but not complete dictation. Maybe they can earn more shots at choosing what ticks they add if they are a particularly influential or large gang.

This Discord Has Ghosts In It
It doesn't get talked about enough, but This Discord Has Ghosts In It is a rad example of how you can adapt game design to your surroundings.
Basically, This Discord Has Ghosts In It is a digital larp. It's Phasmophobia played by chat. Your group creates a discord server to function as a haunted house, then you all explore it, building new 'rooms' out of channels as you go.
Some players take the roles of ghosts, and are muted but can affect the environment in the haunted house.
Other players take the roles of explorers, and can talk, but the ghosts are all listening.
Discord wasn't built to be gamified this way, but that doesn't matter.
As long as you can guarantee consistent behavior from a thing, you can build mechanics off of it.
Anything in your environment can be turned into a game.
And in this particular case, it's a really good one!
The mechanics lend themselves well to the kinds of pacing, limited communication, and untrustworthy setting that any good ghost story needs.
