I could maybe see some scenario where Azula maybe gets injured badly fighting aang and kat together and maybe zuko hesitates a little too long and so azula is caught off guard by aang going into avatar state? And they bring her along to save her life because Kat and mostly aang wouldn't forgive himself if he took a life again....which again drives home the ozai concerns. I dunno.
If Azula was the one who tried to join Avatar's team, would she be just as pathetic with her words? Or would she try to do that during the invasion?
If Azula were to change sides in Book 3, I have serious doubts she would even try to join the Gaang, especially with the timing Zuko used. What Zuko did was not necessarily the most logical or sensible strategy, or anything like that, and it's doubtful Azula would think it was a good idea. She has plenty of ability to oppose or undermine the Firelord herself, without directly allying with the Gaang and pursuing a strategy that puts everything in the hands of a 12 year old kid she doesn't know.

Well to be fair he said "this has to stop!" In court. To a judge. He's doing all he can as a prosecutor.
Prosecutors accused former President Trump on Thursday of repeatedly violating the gag order the judge placed on him in his New York hush money case.
Why it matters: Trump is already in hot water for criticizing potential witnesses Stormy Daniels and Michael Cohen, with prosecutors moving earlier this week to hold him in contempt of violating the gag order.
Judge Juan Merchan, who is overseeing the case, had previously scheduled a hearing for next Tuesday over prosecutors' request to hold Trump in contempt for alleged gag order violations.
Driving the news: Prosecutors on Thursday alleged that Trump has violated the gag order seven more times since Monday, according to court pool reports.
Prosecutors pointed to Trump's social media posts linking to articles calling Cohen a "serial perjurer" and alleging that "undercover liberal activists" are lying to the judge to get on the jury, per a pool report.
The prosecution filed a new motion requesting the posts be included in next week's hearing, per NBC News.
It's ridiculous and it has to stop," prosecutor Chris Conroy said, CNN reported.
