Home for the people: Response of the Local Government to address informal settlers

The town of Sta. Maria showed flashes of potential to be a premier town, its competence to be the finest town seemed to be achievable with numerous programs here and there.
As Philippines being a developing country, there are lapses in terms of social welfare and livelihood assistance, as the population rises and poverty seemed inevitable to solve.
In Sta. Maria, Aling Anda a 29 year old informal settler, said to be living under a bridge that connects barangay Bagbaguin and barangay Poblacion. In her case, it is difficult as they don't have permanent home and stable jobs to supply their needs.
Napakadami, bukod do'n wala kaming bahay kase yung bahay namin nakatira lang kami sa ilalim ng tulay, tapos may batang maliit pa kami na kasama tas ilan pa kami, may kasama pa kaming mga bata, may mga inaampon kami, minsan di kami kumakain. - Aling Anda
Apart from their unbearable living condition, lack of permanent and stable job makes it more difficult for them to accommodate the number of members in their family.

Capabilities of the Barangay
In an interview, the secretary of barangay Poblacion, secretary Gelo Enriquez, the barangay is well aware of these problems surrounds informal settlers. According to the barangay secretary, from January they conducted surveys that aimed to determine the problems faced by the citizens of barangay Poblacion in Sta Maria.
According sa survey namin number one na concern ng tao dito is yung kabuhayan, number two kalusugan, number three is yung tinatawag natin na basura 'yon ay base sa aming survey - Barangay Secretary
Do'n nga sa sinabi mo na informal settlers, yes may mga informal settlers pa rin dito sa barangay mismo ng Poblacion at di naman namin sinasabi na problema yan, kase unang una barangay kasi tayo eh, di siya sakop ng barangay kung di kakayanin ng barangay na gawan ng paraan para mabigyan sila ng lupa, mabilhan ng bahay it's on Municipal, Provincial and National - Barangay Secretary
The barangay Secretary noted that the capabilities of the brangay to fully give the assistance that the informal settlers needed, such as houses, financial and job assistance are for the higher authorities to address.
In terms of being open and connected to its citizen, the barangay consistently conduct consultations and ways to assist the people, as per the barangay secretary.
Ina-address namin unti-unti yung mga problema ng barangay so ang ginawa namin number one, is yung ginawa naming project is kinakailangan sabi nga diba, nakikinig, tumutugon, umaaksiyon ka. Sa pakikinig binibigay namin yung pinakapersonal number ni kap, para automatically kung ano man yung concerns ng tao directly na-address sa kaniya - Barangay Secretary
The competence of the barangay, ensures to be more reachable and approachable to its citizens, with regards to their problems being faced.
Gano'n ka-open ang barangay sabihin mo, kung ano yung mapagkakasunduan, mapagkakaisahan, gawin antin - Barangay Secretary
The barangay secretary also seeks for balance of power or maybe give more capabilities to the barangays to respond to this issue as they were the front liners in dealing with the people's struggles, such as informal settlers.

Response of the LGU
The Municipal Social Welfare and Development Office (MSWDO) is the office in the municipal of Sta. Maria that address regarding the welfare of citizens.
In an interview, the MSWDO Officer Sandra Fabi said that the problem regards informal settlers, before it was unknown as to where they came from, they started living under the bridge that connects barangay Poblacion and Bagbaguin.
D'yan sa tabing-ilog yung sa may tulay, punong-puno yan ng mga informal eh, pero ngayon di'ba malinis na, so nag start kasi ang problema 'yan no'ng unting-unting dumadami yung tao d'yan eh, so di alam kung sa'n galing basta redirect sila d'yan.
Ngayon no'ng, nag ano kasi kami nag profiling, every time na nagbabagyo sila yung priority talaga na mabigyan ng tulong. - MSWDO Officer
The Municipal Government is prepared as they planned to where they will be evacuated during calamities.
She added that there are local relocation conducted that placed in barangay Balasing, who held to some of the informal settlers in Sta. Maria.
From Mentro Manila, Navotas, Tondo, were relocated at barangay Caysio, as the developer started the relocation site, as per the MSWDO Officer.
As per the Provincial Government of Bulacan, there are Municipalities that given allocation regarding this, and in Sta. Maria the remaining informal settlers are relocated at Pandi Heights.
So bukod sa may local relocation kami ang local government sa Balasing, may relocation ang Caysio, may relocation ang Pandi, nakuha, naubos lahat pati sa may tapat sa may Bagbaguin ang ibang mga informal settlers including doon sa informal settlers sa Pantawid Pamilyang Pilipino Program may naisama doon.
Kung meron man paisa-isa yo'n ay mga bago na nag-aano naman nag rerelocate sa mga private lot, kase yung ibang private lot pinauupahan ng mga lupa, that's according sa mga tao, nag rerenta sila ng upa kasi nagcoconduct kami ng survey sa bawat barangay. -MSWDO Officer
The ones that are on the government site are relocated to the relocation sites. They were given assistance such as livelihood, and gain membership at the Pantawid Pamilyang Pilipino Program.
She said that all efforts of the Municipal Government of Sta. Maria were given fully to the informal settlers, as they are not be left behind.
In the interview, the MSWDO office is always open to accommodate and assist its citizens. The programs of the National Government and The Department of Social Welfare and Development (DSWD) are pass down to the MSWDO.
Programs such as low cost housing, provides cheap houses for informal settlers and make it more affordable for them, especially for low income families, the program started by the national government to respond the problems towards informal settlers.
Image wise, the MSWDO officer said that it affects the image of a place or town especially in Sta. Maria, for the progressive town to be progressive, it must be put in a comfortable place.

All LGUs have plans and ordinance to response to this phenomena. They feel deprived in terms of social services, as these problems, like informal settlers just depicts incompetence of LGUs.
Although aminin natin hindi, sometimes kasalanan din nila kasi alam naman nila namang, pag ka ikaw kasi ay isang, isang pamilya hindi mo ite-take ang risk ng family mo na tumira sa isang lugar na alam mo naman na, hindi mo pag aari ang lupa diba, so kaya nga mayroon tayong mga low cost housing na mga tinatayo
As the current state of Sta. Maria, they are still a few of informal settlers in sight. According to MSWDO, they are after for the service of the citizen in Sta. Maria, also the town is a first class municipality as it ranked second below San Jose Del Monte in terms of population.

DISCUSSION
The survey covers the town of Santa Maia, Bulacan, citizen were asked about the issues or concern they had living the community of Santa Maria. It is conducted via live or face to face interview. The participants raised their concerns and some had the same issues, they were also asked for their names, which was optional, age, and gender. Most number of concerns were about traffic, with the others had different answers and raising for issues to be known. Like unfair governing of laws, informal settlers and perceptions about the LGBT Community. Based on the given answers by the participants, the town has a lot of concerns to fix. Plans and actions towards this is a must. Citizens had spoken, this is what they are experiencing, listen to their voices.

Aware po ba kayo sa problema ng komunidad ng sta maria? - "Oo, aware kami."
Ano anong mga hakbang ang pinaplano o ginagawa nyo para matugunan ito? - "Yung problema sa traffic, sa traffic kase ang nagiging problema rito ay unang-una yung population natin lumolobo at umuunlad yung ating bayan syempre yung traffic natin pag umunlad ang bayan marami din sasakay na tao. Bayan natin nag-iimprove ng mga daan, syempre pagka ang daan mo ay under construction  talagang may traffic don. Ngayon ang ginagawa naming solusyon dyan, dahil maraming ginagawa sa ating bayan na daan, kalsada gumagawa kami ng alternative routes tapos ang pamahalaang bayan ay nakikipag-coordinate sa mga contractor nab aka naman pu-pwede na hindi sa busy hours gawin ang construction ng mga kalsada. Kung hindi maiiwasan, ma-minimize sana yung traffic kase di naman talaga maiiwasan na mag-traffic sa mga ginagawang kalsada dahil one way  lang yon ,ginagawa namin na baka pwede sa gabi gumawa, sa umaga puno ng traffic enforcer. Nakikipagtulungan kami sa mga contractor na maiwasan o maibsan ang traffic dito sa atin. Pangalawa doon sa LGBT, ako, personal talagang nakasuporta ako sa mga programa ng LGBT at sa gender equality talagang sinusuportahan ko noong nangangampanya ako. Ang problema lang, yun nga yung LGBT, yung mga kapatid natin na miyembro ng LGBT minsan may mga tao dito na hindi tanggap sila, kaya pino-promote yung gender equality diba, pino-promote, mapa-babae ka, mapa-lalaki ka, or bi, bisexual, gay pino-promote nila na pantay-pantay,pino-promote natin yon, sinusuportahan natin yon. Ngayon, kung ang problema ay binabastos ang mga LGBT members, kung yun ang nagiging problema, syempre kami tutugon ipapatawag naming ang, meron kasing ano yan eh, meron kasing mga officers yan an LGBT community natin, ipapatawag natin ang mga elected officers nila tsaka natin ipapatawag yung mga nagkaroon ng problema sa kanila tsaka natin didinggin kung ano yung naging problema tsaka natin susulosyunan kase kung meron pang ibang mga problema na hindi natin alam kailangan muna nating pagharapin para malaman natin kung paano maayos yun."

Paano nyo po nagpapanatili o nasisigurado na bukas at may koneksyon, relasyon kayo sa mga mamamayan ng sta. maria? - "Sa pamamagitan ng mga programa ko, kami mga konsehal iba-iba kami ng pananaw diba? Iba-iba kami ng pamamagitan ng pagtugon san mga tao. Ako, ginagawa ko gumagawa ako ng programa example lahat ng humihingi ng tulong sa akin, pinagsasama sama yun and the end of the week, Friday bibigyan ko ng tulong. Pangalawa pumupunta ako sa mga barangay para alamin kung ano yung mga problema doon, ginagawan ko ng solusyon, ginagawan ko ng programa sa pamamagitan ng programa. Kung sa solo parents yan, gawa ako programa para sa solo parents. Kung sa mga senior citizens yan, gagawa ako ng programa sa senior citizen. Sa mga mamamayan natin na talagang kapos palad, gumagawa ako ng programa para sa kanila, mga feeding program ganon. Para nalalaman ko kung ano problema ng community bumababa ako doon, hindi yung sila pa yung pupunta sa akin na parang hihintayin ko pa silang pumunta sa akin para humingi ng tulong, bumababa na ako sa kanila para pang lahatan yung programang nabubuo."
Summary of the interview
Issues mentioned were traffic and issues on LGBT community. According to the Councilor’s statement regarding with traffic he said, overpopulation caused traffic that requires high demands on vehicles, alongside with the development of the town of Sta. Maria. They asked the contractors to do the fixing of roads at night, so that no one will be bothered since there are fewer vehicles at night. With these road projects he adds, that they are creating alternative routes to ease traffic, and that traffic is inevitable when there are roads being fix. With regards to the issues on LGBT, he stated that he supported the LGBT throughout his campaign and now that he is an elected official. The problems is that people still are not open and do not accept the LGBT. With this he said, if there are any problems and complaints they are the one who will be in charge and help, listening and forming the right action to do. With the last question, he make he has this connection and openness to people by means of his programs, projects, and roaming around the barangay to consult problem around the community.
With my observations regarding this, citizens feel the struggles of the issues raised. We cannot say that the plan is and will be effective unless it is done. Fixing this is long process, maybe 3 years term is not enough. It is a crucial part of development is the citizen as they serve as an eye opener and the ones who experience it first-hand.
