Okay, easy quick one!
It... was a mistake. On my part. Didn't count things right but went with it anyway because I hate having to add or modify things to an already too complicated and well built story, lmao. So I built around it.
For Abby and Hoagie... it was not planned, a bit of a shock because they thought they were safe... Hoagie did his best and took care of the baby to allow Abby to finish her studies. They got married a year before the Nightmare War.
In Wally and Kuki's case, it was the first lucky shot, it just... happened. And they went with it despite disapproval from families. They had a whole plan ready to go: jobs, house, a possible marriage in the future... and decommission.
Then Wally disappeared.

Basic bits:
I named them Tsukiko (月子, meaning Moon Child) and Haruto (陽人, meaning Sun Person), family name being Yamashita (山下, under the mountain).
They were the second children Father used to test if his delightfulization machine still worked, and it was a partial success; the two were under his influence but they seemed to have more of their original personalities showing.
However, they were captured when they were 13 and, per KND protocol at the time, they were decommissioned. Somehow, they didn't revert to their initial personalities but completely lost any memory, arriving to not recognize each other as brother and sister. It was unknown if that was a side-effect of the broken delightfulization process.
Teen AU:
They're currently attending High School in Japan and their personalities are REALLY different. Tsukiko is the leader if a girl gang terrorizing their school, no one can seem to keep them under control.
On the other side, Haruto is the school student committee president and takes his job seriously. Think of Kyoya Hibari from KHR.
The two have a agreement that makes sure they don't interfere with each other's tasks. They feel like they used to be closer as kids but just... Can't remember how or why...
Adult AU:
They were recommissioned to fight in the Nightmare War. Somehow, this process gave them back ALL their memories, but the delightfulization was not there. They didn't care too much since now they could finally remember about each other!
They then decided to join the KND side after someone, a certain Mamoru Sanban, took an interest in them.
When the war was over, Mamoru decided to take care of them, even if they technically were already adults, but looked like they never had a stable guide to help them achieve their full potential. They trained with him and decided to stay and help him for a bit.
Years later, they are still helpers at the Kid's Temple, who swore to protect that place from any other attack from evil adults.
NOTE: while Mamoru is a KND member and considered one of the "founders of the 7th generation", Tsukiko and Haruto are not part of the organization. They can, however, be called to help in some missions thanks to their abilities.

So we know as operatives, Numbuh 4 can't intervene and protect Numbuh 4-2. But does Wally ever get the chance to be a hero for Joey?
Semi related: How does Wally feel about Joey's arch nemesis? I can't tell if he would be furious or just insanely proud his brother is already so powerful
A little note: Joey can not speak but he can let out little sounds when he's feeling a strong emotion; usually "squeeks" are for when he's happy or excited, and "meeps" are for when he's scared or in a bad situation. That's why Wally got into PROTECC mode!

Ok, I wanna post at least today, SO!
As a little bonus, imma post the pics found in the kid's introduction sheets and some more infos based on them!
Penny!
🩷She doesn't like to be noticed or looked at. She does her best to avoid people's eyes on her. Also hates big crowds.
🩷She loves to go to the aquarium where live mermaids shows are held! She knows all the mermaids' names and they also recognize her when she arrives! She's a friend!
🩷She's not good at giving speeches, sometimes Simon has to step up and sum up stuff. She's grateful for that because she doesn't know how to end them!

❤️Everyone at moonbase was sad when he announced he would step down from Soopreme Leader and become a normal KND operative. He did that after assigning Sector V to Penny and the others! He's regarded as a calm but fierce leader, always in first line with the others, always with a solution.
❤️He likes to chill. Even when he was Leader, he pretended everyone had a "nap time" from 2pm to 4pm. Not everyone joined this practice, but those who did, found they had much more energy for the rest of the day!
❤️He's one of the bestest at origami folding! He can create everything from paper, he created a robot and a vehicle! But his masterpiece is the giant fan he fights with. It's indestructible!

💜She likes to build stuff! If you ask her to come up with new stuff, she will stare at you and your soul until you tell her to just build what you want.
💜She HATES bugs! No matter the size or how they move, they're ALL UGLY AND NEED TO DIE IN A FIRE! She tried to burn the whole Sector V treehouse because she kept finding bugs in her room. Now, who wants to explain her bugs live in trees...?
💜Even if the ideas are not hers, it doesn't mean she cann't make them a little bit... more interesting! And bigger! Bigger is better!

🩵Best dodge ball player in the world. Remember that dodge ball temple? People are required to go on a pilgrimage to visit his house and pay him their homages. His parents are so happy he has so many friends!
🩵He loves dolls and loves to play with them. Tea time is his favorite! He not only collects Rainbow Monkeys, but also some human-like dolls and other animals, too! They're just too cute!
🩵He could draw from morning to evening. Sometimes he gets caught drawing during class, and his parents got called many times because of this. But he still gets good grades so... where's the problem?

🧡There's a reason she likes wearing orange: her personal hero is Numbuh 4 himself, and she wants to become his successor. Everyone says she's gonna get there and even SURPASS him! Wally likes her!
🧡She speaks English, Spanish and Italian. Her two moms are from Mexico and Italy, and moved together in the USA before she was born. She can swear perfectly in 3 languages. Italian is her favourite for that, tho.
🧡Never. Ever. EVER. Look at her. In her eyes. She doesn't like eye contact. Eye contact means you have a death wish. And she's gonna be your personal reaper.
