Black Butler Volume 3: Chapter 14
Ciel awakes with his sleep-addled brain producing an effect akin to some sort of sleep paralysis creature.
With the outstretched hand actually belonging to Sebastian, it is clear that there was only the two of them present in the room. However, in both the Emerald Witch arc and Ciel's Blue Memory recollections we see R!Ciel dragged away from the cage by two people, so the extra figure present in Ciel's false vision as he woke is most likely a remenant of that memory - the hand of the cult's leader reaching into the cage as his associate stands by to the side.
So far, we have seen no other discomfort from Ciel in regards to Sebastian and physical contact during the routine of waking him, so it is clear that the memory of the nightmare still lingers - even if it is not yet clear exactly what the nightmare represented. But Sebastian, ever the obedient butler, follows the order not to touch his master even without the usual condition of being told 'I command you'.
Sebastian continues unperturbed, as though nothing has happened. Waking the young master in such a state seems to be quite a common occurance, and one that Sebastian has learned how to deal with in a way that best suits the young lord.
There are no further attempts to either physically or vocally console Ciel, instead moving swiftly on with the usual morning tea, pulling him back into the reality of the moment.
You can see how Ciel gradually calms, lowering his weapon and breathing a sigh of relief at the familiarity of the routine.
There is an element of scientific truth to the link between milk and lowered stress rates, due to the nutritional properties of the vitamins that the drink contains. I have to wonder if Sebastian had intentionally chosen this particular tea with the prior understanding that Ciel was having a bad dream, based on his awareness of his master’s heart rate and such, and that it isn't simply coincidentally soothing.
It is just as it was on their first night at the manor - comfort offered in the form of a warm, milky drink in lieu of unwanted physical contact.

It is an amazing manga with an almost entirely LGBT+ cast and talks a lot about gender identity, sexuality and troubles faced by those within the LGBT+ community (especially for younger members). Also it is fucking BEAUTIFUL.
Kamatani Yuuki’s use of imagery and visual metaphors never fails to take my breath away.
