This was tagged as a Hawk, but the sharply pointed, long wings and distinctive malar markings suggest it is a Falcon. This looks to be a Saker Falcon Falco cherrug or perhaps an immature Laggar Falcon Falco jugger, difficult to call without more information. That said, given the situation it is also possible that this could be a hybrid falconry bird with assorted Hierofalcon heritage.
