Max is never going to have a really good relationship with Billy. There's just too much history and too little trust. They don't /like/ each other. When shit truly hits the fan, though, that's when they will give their lives for each other.

Every time Billy had sex, it was rushed, sloppy and barely satisfying. The act of it as an rebellion was usually more important than orgasms - it was just like partying, drinking and drugs. Sex was supposed to give you a kick, that rush of adrenaline, because even if he’s hooking up with a girl, if cop finds them, that’s a ticked for indecency and a beating from Neil. In California, sex was liberating.
For Steve, sex is about as adventurous as smoking, so not at all. Police in Hawkins can’t be bother to do any kind of work unless you bother them for hours, so nobody’s patrolling make-out spots or showing up at parties, unless they’re like. Way too loud. Mostly, it’s peaceful coexistence. And since Steve’s parents are rarely home, many parties are held here.
So, Steve used to slowly fucking in the bed, long evenings and morning spend just chilling and healing hangovers and making out. There’s never any rush. He actually had boys in his bed before.
When Billy and Steve hook up for the first time, Steve is confident and steady and calm where Billy is jittery and nervous. Billy’s shocked and appalled that this fucking hillybilly is more experienced than him.
The competition starts. (Steve is not informed of that)

After Tommy and Steve have their big fallout, Tommy feels extremely betrayed. So he immediately latches to Billy both seeking another friend and as kind of revenge. And it’s pretty great for a while, pretty wild, much more intense than hanging out with Steve ever was. But then shit happens. There’s fire or something at the mall and suddenly, Billy fucking Hargrove joins Steve’s marry little band of idiots with Secrets.
When Tommy goes to visit Billy in the hospital, and Steve is there and they’re whispering and clearly. In kahoots. Tommy just fucking. Screams. Drives back home, tries to talk to Carol, but she doesn’t really care, even if she tries.
After that he makes it his mission to make their life as hard as possible, stalks them around the city, constantly rides around Harrington’s house and okay. It’s gets pretty embarrassing, from the perspective of time. But Tommy’s really not equipped for dealing with strong emotions and personal drama more than their biannually break up with Carol.
It’s like that sometimes, okay?
But then, as he is watching them so much, he starts to realizing something. He watches how Steve and Billy interact with each other, and he thinks, oh shit. Are they like. Queer? But for real? And he isn’t very introspective or empathetic but he’s also not stupid. And maybe he kinda gets it? But he’s not about to think about that.
So he just show up one day, at Steve’s house, with 6pack of beer and good weed and says. Did you really had to cut me out, fucking assholes? Couldn’t you just say you’re gay for each other?
Chaos ensues.
Tommy narrowly avoids broken nose.
All is well.

Apparently this is a hot take but I don’t think Steve was ever actually interested in Robin. He’s just easily persuaded and Dustin got in his head.
