Cybersecurity Brief: Chinese Cyber Threat  On April 18th, the Director of the FBI again warned that China has the "ability to physically wreak havoc on our critical infrastructure at a time of its choosing" via preexisting breaches into U.S. information systems. The director said the Chinese Communist Party government is targeting the "infrastructure" in an effort to "induce panic" and is waiting "for just the right moment to deal a devastating blow".  The comments came during the 2024 Vanderbilt Summit on Modern Conflict and Emerging Threats. The director previously warned "There has been far too little public focus on the fact that PRC [People’s Republic of China] hackers are targeting our critical infrastructure – our water treatment plants, our electrical grid, our oil and natural gas pipelines, our transportation systems. And the risk that poses to every American requires our attention now". Major Incident / Preparedness Brief: 911 Outage Late on April 17th the "entire" state of South Dakota was reported to be under a 911 outage. Shortly after, it was confirmed that outages were also impacting Texas, Nebraska, and Nevada. There were also many reports of outages in Florida, Wisconsin, Minnesota, Iowa, and Massachusetts but none have been officially confirmed by authorities in these states. Citizens in affected areas were given varying degrees of guidance ranging from "call only via cellphone" to "call only via landline".  Citizens' ability to call 911 during an emergency was disrupted (1 to 7 hours) and in most cases, those that did call in heard a "fast busy tone". In some events, 911 dispatchers were able to see an incoming 911 call from cellular phones, could not answer it, but would then call back the number. Authorities say two concurrent incidents led to the outages. One cause was allegedly a cut to telecommunications fiber line servicing a 911 systems trunk that occurred while a contractor was installing a light pole. Agricultural Industry Brief: National Summary  》In Pennsylvania, a farm was issued an injunction to block its sale of raw milk outside of the state (as it is illegal to sell raw milk within the state without a permit). The injunction came after the Pennsylvania Attorney General and the Department of Agriculture filed an emergency motion to block the farm from such sales in January. The state targeted Millers Organic Farm saying the sale of milk that isn't regulated by the state will "adversely affect public interest." The state was permitting the farm to provide the milk to immediate family members if state officials were allowed to inspect the farm. The farm was reportedly "raided" by state officials. The farm reported the court "correctly found no safety risk from any Amos Miller food" and that the "case will define the future of food freedom in America." The document explains that "For nearly a decade, Netflix and Facebook enjoyed a special relationship.
