Scouting
(An “Order of Attack” side story)
Kotoko plans and delivers her attacks.
(cw for violence; the attack on Amane goes a little farther before cutting away)

Kotoko studied her annotated map of the panopticon. She was at the end of the clockwise trail. The optimal path would be along the circle in either direction, but she would have to account for all the forgiven prisoners in the way. Kazui and Shidou would not agree with her ideals of justice. Yuno was estranged from the group but would probably act if she realized Kotoko was up to something. Haruka and Muu were always together, but they would probably raise a storm if they heard anything. So she had to make sure all of them were out.
As for her targets, she figured Mikoto was the wild card, the one she needed to plan around. She could attack him first, but Amane was adjacent to him, and Amane might run and tell somebody if things were much louder than usual in the next cell over.
Or Mikoto could go last, and Kotoko could conserve her energy for him in case he managed to fight back. But if he heard her attacking Amane in the next cell over, who knew how he would react? At least he was less likely to run off for help, she figured.
Wait, why was Amane in the plan of attack again?
Because she committed an unforgivable murder, obviously. She won't get off easy just because she's a child.
Kotoko checked her weapons. Brass knuckles and a retractable nightstick, both easily concealed until she reached her destination so as not to draw suspicion. Nondescript steel-toed boots for good measure.
To survey the cells, she just had to walk in the opposite direction of her plan. 009. Making a racket as usual. Probably not alert to his surroundings. 008. Quiet, but that was nothing out of the ordinary. 007. Certainly empty. 006. Absentmindedly pacing and humming. 005 and 004. Nothing there. 003. Swearing and kicking at the furniture. At least that's what it sounded like. 002. Empty. And for good measure, 001 as well.
Kotoko stood in front of Fuuta's cell. He was the farthest from everyone, but she still had to make sure the attack went without the hitch.
Wait, what was she doing again? This man, just the same age as her, had a strong sense of justice like her but lacked the courage or strength to back it up. And yet he was declared unforgiven. What could he have done to receive this verdict?
Probably preyed on someone weaker than him. Like a coward. I can't let him off for that.
She slammed the door open. "Kajiyama Fuuta, Milgram has judged you guilty-"
"What the hell are you doing here?" he interrupted.
Kotoko wasted no time knocking the wind out of him. She had to make sure not to knock him out though, or else he wouldn't learn the rest of his lesson. As he gasped for air, she finished her speech and began her attack in full.
...
That felt so good.
Kotoko looked down at the mess at her feet. He wasn't dead, was he? She had half a mind to make sure he got the medical attention he needed, but she reminded herself not to get distracted. She still had three prisoners to deal with.
"Be glad you got off this easy," she whispered to Fuuta. "If not for the three-trial system, this wouldn't have been the end of it."
But was she really talking to him? He wouldn't hear her. Who was she really talking to?
Just then, the cell door slammed shut. When did it open in the first place? Kotoko looked over her shoulder to find Amane sitting just out of the door's range, staring wide-eyed in terror. Oh. She must have been doing rounds with the other unforgiven prisoners. Kotoko forgot about that when planning. At least this would save her a trip and the trouble of dealing with Mikoto.
"Momose Amane. I didn't expect you to come to me. We can start this early."
Kotoko brandished the nightstick and stalked towards Amane. She expected Amane to scream, but Amane just stared back silently, eyes flitting between Kotoko and the mess behind her. A hint of pleading in her eyes. Lips quivering, struggling to get any words out.
She looked so much like that girl.
Kotoko had half a mind to drop her weapon and kneel down next to Amane and unfasten her bindings and whisper, It's okay. You're safe here. Don't worry about that man back there. I won't hurt you.
But the thought barely lasted a second before it was overwritten. Amane was not a weak, helpless girl. She had been brought to Milgram for murder, and it was judged unjustifiable. Who knows what she did and how she pulled it off? If Kotoko were to let her guard down and free Amane, who knew what attacks she'd be opening herself up to?
Amane finally screamed when the first blow connected, but Kotoko had to cut it off quickly. She couldn't let herself get distracted from justice any longer, and she couldn't let anyone else get in the way.
Next thing she knew, she was locked in a brawl with Mikoto. Or whoever it was screaming profanities and shoving her while she tried to get another hit in. So much for him being "out of the way".
But honestly, Kotoko was glad she could fight with no regrets. Mikoto was the perfect target. She had seen him beat up the warden first-hand. An evil being who thrashes the weak without a second thought, with impunity, roaming freely? This was exactly the person she could direct her rage onto. Every strike she delivered was filled with double the fury, double the force, to make up for her past hesitation.
She didn't catch the door opening and closing a third time until she felt a sharp jab in the gut. Kazui. How did he know to be here? How many others were on the way? While Mikoto retreated to a corner, Kotoko stumbled out of the cell and crashed into Shidou. She got to her feet and stormed off, hoping nobody paid any mind to her indignity.
With much of the prison's physical strength preoccupied, Kotoko found herself free to finish the job. Sure, she was a bit winded from the fight, but that shouldn't be much of a problem when dealing with Mahiru.
Sweet, bubbly Mahiru. Well, the "bubbly" part was fizzling out. It seemed the verdict was taking its toll on her. But what had she done that the warden found unforgivable? All she ever did was yap on about love and being the perfect woman. Could Kotoko attack someone so kind and compassionate?
…Of course she could. She hadn't spared Amane. She certainly wasn't going to spare a grown woman who had committed a horribly unjustifiable murder. Appearances could be deceiving. This could all just be a front.
But when she kicked the door open, she found that Mahiru's cell was empty. See where that hesitation got her. Justice thwarted, half-delivered.

What If...
The Milgram employees who's watching the experiment have a note on the camera control panel saying, "DON'T LOOK INTO THE WARDEN’S ROOM AT NIGHT UNLESS YOU WANT TO HAVE NIGHTMARES!!!".
And the curious newbies still looks. And then suffer from nightmares.
And why is that? At first glance, the room looks normal in the dark and under the infrared camera. Just a room, with a bunch of papers on the table, with a very tired warden sleeping only on the couch for some reason. Everything seems fine. But if the watcher spends a few minutes looking at the room and not switching to other cameras, he will see Es sitting on the couch and turning to the camera, looking directly into the whatcher's eyes. This already gives the creeps, and if the warden also sleeps with their head to camera, they looks like an owl. Maybe Es is just sleepwalking. Maybe that the reason. But it doesn’t get any less scary, because if they gets up, they won’t go to bed, and every time watcher goes to the warden’s room camera, they will see a creepy kid staring straight at the camera with their unblinking stare. Sometimes even approaching the camera, as in some horrors. Not the most pleasant thing to see. So a most of employees just don’t look into this camera at night.
