Those who haven't read Dazai's entrance exam LN don't even know that Fukuzawa literally entrusted the exam to Kunikida alone and Kunikida himself approved him and Fukuzawa took his word for it without any questions.
Dazai wouldn't even have been in the agency if it wasn't for Kunikida's trust in Dazai.

Port Mafia executive Osamu Dazai pausing while on his way to a meeting.
There's a protest, he's not sure what for nor does he care. The police have gotten involved, as they do.
What's caught Dazai's attention is one of the protesters.
A tall teenager who's jean jacket is covered in pins and patches. Long blonde hair pulled into a high ponytail with purple streaks.
He's loud, angry and passionate as he fights for his cause. Standing in between a cop and a younger kid, his stance screaming protective.
He's captivating and suffice to say Dazai is very late for that meeting.
He keeps an eye out, looking over in interest whenever he spots a protest.
Chuuya teases him relentlessly for it, how he figured it out Dazai doesn't know. But even the slug's shrill voice melts in the back ground when his lays eyes on that mysterious beauty.
It's not until years later, when Kunikida is yelling at him for messing with schedule does Dazai realise he's found him.

i actually love kunikida so much. he's the mom friend, hard working even when it's totally fucking unnecessary. he checks up constantly on dazai, puts up with him somehow. he taught atsushi how to fight and practically mentors him alongside dazai, picking up the slack for him.
he cares SO much and it's killing him but he's alright with it. even his book on how to live, something he values so much, is something he's had to disregard to save lives. MULTIPLE TIMES HE HAS BEEN READY TO GET HIMSELF BLOWN UP. HE JUMPED OUT OF A HELICOPTER FOR THE OTHERS WITHOUT A SECOND THOUGHT (when in said helicopter was literally the most powerful ability user he did NOT have to do all that.)
