This is the "Mint Decavitator." A fresh, new wiper that features detachable parts. The horizontal slash swings the entire weapon and fires a wave of ink. The Charge Slash separates the Cap from the body, clearing a wide area in front of you in one go.
In Super Mario Bros. 2, the Stop Watch item briefly freezes enemies in place. During this, if they are thrown at the ground, instead of bouncing off as usual, they will fall through the ground. If the Stop Watch's effect wears off while an enemy is inside the ground, the enemy will stop moving and become stuck in that spot.
In the footage, this is used to make a Shy Guy become stuck underneath a vine in World 1-1 by throwing him there during a Stop Watch effect with precise timing. Then, Toad is able to pick the Shy Guy up from within the ground, allowing him to clip under the vine, which extends its hitbox downward. This allows Toad to climb the vine down out of the screen, which is not supposed to be possible.
Curiously, this leads Toad back to the beginning of the game.
