It really was a "Gift of the Magi"-style ending for Tom and Shiv. Shiv always wanted an empty suit of a husband who would gracefully go along with being cucked, and Tom volunteered to be made an empty suit (a "pain sponge") and a cuckold to Mattson behind Shiv's back. Tom always wanted Shiv to make him feel like part of the Roy family, and Shiv casts the deciding vote to put Tom in her brother's chair, making him the last remaining Roy (by marriage) in Waystar. Everybody gets what they want but not how they wanted it.
