I have a theory that Alastor was actually a weak demon once he manifested in hell. His leash was used to gain power. He is a deer, he is prey, that was his punishment, to be powerless and defenseless.

The reason he is on a leash is because he gained that power for someone else because why the fuck would a powerful overlord like him want to make a deal with someone
