It's kinda hard to properly describe Cal. On one hand, she takes a lot of pride in herself and can be pretty self-centered, but this also makes her extremely welcoming to visitors. She loves showing people around the Golden State!
Cal especially loves showing off aspects of her culture that she's adopted from other world cultures. ("Look, Japan named this sushi roll after me! Isn't that cool?!") The other nations admittedly find her easier to interact with than America because of how open she is to them.
She's a sucker for "so-bad-they're-good" movies, like The Room. She often tries to help America with his fear of horror movies by showing him really bad ones but it hasn't worked yet.

(( An updated-ish version of that background character state headcanon thing I did a couple of years ago. Most of them are the same, but I made some changes and added some states.
Notes:
California, Georgia and Vermont are directly based on my original character designs for each of those states. Headcanon Georgia is admittedly a bit younger than I originally envisioned her, but I still say she’s Georgia.
Minnesota, Utah, New Hampshire, Pennsylvania and Colorado are very loosely based on my original character designs for each of those states. My original Utah was female but I’ve decided to change the gender.
Octopus Girl was originally Pennsylvania, and I honestly don’t remember why I decided that. I changed her to Maine, since Maine is known for seafood. Also, I still can’t tell if she’s like “good shit right there” or if she’s disturbed at seeing Italian sausage.
Pilot girl (boy?) was rather easy to headcanon as Ohio, who is known as the Birthplace of Aviation.
I headcanoned Oregon as such because she appears when Finland is talking about his costume, and Oregon is home to a fairly large population of Finnish Americans. They’re more prominent in Michigan and Minnesota but I’d already headcanoned those states.
Illinois is known for its high pumpkin production, so I made Illinois the pumpkin princess (or whatever the costume’s supposed to be.)
The Michigan I headcanoned is meant to represent the mitten-shaped part of the state.
The PIW bunny girls were originally headcanoned as the Carolinas, but I quickly realized that didn’t fit at all for them, considering how conservative they tend to be.
Nevada officially has long hair now.
