In furtherance of the campaign of the Bureau of Customs (BOC) against illegal drugs, the BOC-Ninoy Aquino International Airport (NAIA), in collaboration with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), apprehended a Malaysian traveller, who originated from Madagascar via Addis Ababa through Ethiopian Airlines Flight ET 644, carrying packages of Methamphetamine Hydrochloride concealed inside his luggage.
The passenger's luggage underwent rigorous screening, including x-ray scanning, and a thorough physical examination, which led to the discovery of 3.722 kilograms of Methamphetamine concealed inside the luggage lining, with an estimated value of Php25,308,600.00 as confirmed by PDEA.
โ€œThis apprehension is a product of the strengthened commitment of our officers to protect our borders from the entry of illicit goods. I commend the Port and our partner agencies in this successful interdiction and suppression of drug smuggling,โ€ says Commissioner Bienvenido Y. Rubio.
The arrested passenger will be prosecuted for violation of Republic Act No. 9165, otherwise known as The Comprehensive Drug Act, and Republic Act No. 10863 or the Customs Modernization and Tariff Act (CMTA).
Under the leadership of District Collector, Atty. Yasmin O. Mapa, the BOC-NAIA remains steadfast in the performance of the Portโ€™s mandates, especially in protecting the countryโ€™s borders.
Last September 28, 2023, two (2) Singaporean Nationals were also arrested for carrying Php76.1M worth of cocaine from Doha, Qatar.

In furtherance of the strengthened campaign of the Bureau of Customs (BOC) against illegal drugs, the BOC-Ninoy Aquino International Airport (NAIA), in collaboration with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), apprehended two (2) travellers found with cocaine concealed inside their luggage.
The joint operation on September 28 at Terminal 3 of Ninoy Aquino International Airport in Pasay City, involving the Arrival Operations Division of BOC NAIA, PDEA operatives, and the Customs Anti-Illegal Drugs Task Force resulted in the arrest of two (2) Singaporean National, who arrived from Doha, Qatar, via Qatar Airways flight QR 928.
The passengers' luggage underwent rigorous screening, including x-ray scanning, and a thorough physical examination, which led to the discovery of 14.36 kilograms of cocaine concealed inside the luggage, with an estimated value of Php76,108,000.00 as confirmed by PDEA.
The apprehended travellers violated Republic Act 9165, known as the Comprehensive Drug Act, and Republic Act 10863, also known as the Customs Modernization and Tariff Act (CMTA).
Under the leadership of Acting District Collector, Atty. Yasmin O. Mapa, the BOC-NAIA remains committed in protecting the national borders and enhancing coordination efforts with partner agencies.

In line with the strengthened campaign of the Bureau of Customs (BOC) against illegal drugs, BOC-Ninoy Aquino International Airport (NAIA), in collaboration with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), apprehended a passenger found with cocaine concealed inside her luggage.
The Filipino passenger arrived on August 24, 2023 at the Ninoy Aquino International Airport Terminal 3 from Addis Ababa via Ethiopian Airlines ET 664.
The passenger's luggage underwent rigorous screening, including x-ray scanning, K9 inspection, and a thorough physical examination. The examination revealed 3,454 grams of cocaine concealed inside the luggage, with an estimated value of Php18,306,200.00 as confirmed by PDEA.
Violations of Republic Act No. 9165, known as the Comprehensive Drug Act, and Republic Act No. 10863, also known as the Customs Modernization and Tariff Act (CMTA) will be filed against the passenger.
Under the leadership of District Collector Yasmin O. Mapa, the BOC NAIA remains committed in protecting the national borders and continues to enhance coordination efforts with partner agencies in line with Commissioner Bienvenido Y. Rubioโ€™s directives and priority programs.#

BOC-NAIA, PDEA, and NAIA-IADITG Intercept P45.9M Shabu in Pasay City
August 3, 2023
The Bureau of Customs โ€“ Ninoy Aquino International Airport (BOC-NAIA), through a joint operation with the Philippine Drug Enforcement Agency (PDEA) and NAIA-Inter-Agency Drug Interdiction Task Group, intercepted an inbound shipment containing Shabu (Methamphetamine Hydrochloride) with an estimated street value of P45,900,000 on August 2, 2023, at the Paircargo Warehouse in Pasay City.
The subject shipment was declared as โ€œAfrican Culturaโ€ from Dubai, UAE, and originally from Johannesburg, South Africa, addressed to a certain consignee in Makati City via Emirates Airlines flight number EK 0336.
Upon x-ray screening and physical examination by the Paircargo Assessment team, it was discovered to have pillow cases, blankets, nuts, seeds, and jumbo peanuts concealing white crystalline substances.
PDEA laboratory testing confirmed that the white crystalline substances were โ€œShabuโ€ or methamphetamine hydrochloride, a dangerous drug as defined by Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. All pieces of evidence were turned over to PDEA for safekeeping and further investigation.
In line with BOC Commissioner Bienvenido Y. Rubioโ€™s priority programs, the BOC-NAIA, under the leadership of its District Collector, Atty. Yasmin O. Mapa, remains vigilant in its border protection efforts.#

As part of the Bureau of Customsโ€™ (BOC) commitment to promote efficiency and transformation within government service, the BOC - Ninoy Aquino International Airport (NAIA), on August 3 - 4, 2023, successfully passed its Second Surveillance Audit under the International Organization for Standardization (ISO) 9001:2015 Quality Management System (QMS) Certification by the TรœV SรœD Philippines.
Started with 21 ISO certified processes last 2021, BOC-NAIA now has 22 enrolled ISO certified processes and 11 ISO support processes which is the most among all BOC Ports. The audit surveillance revealed favorable findings towards the Port with no "Major Non-Conformities (MiN), no Non-Conformities, one (1) positive Findings, and eight (8) Opportunities for Improvement (I).
BOC-NAIA District Collector Atty. Yasmin O. Mapa recognized the importance of having the Port ISO certified. Collector Mapa explained that as gateway to international travelers, BOC-NAIA is considered as the Bureauโ€™s model Port to the international community and having ISO certified processes would ensure international recognition of cargo clearance and releasing thus promoting ease of doing business for all passengers and stakeholders.
The BOC under the leadership of Commissioner Bienvenido Y. Rubio with guidance from President Ferdinand R. Marcos Jr. consistently commits to preserve and pursue good governance to have a modernized and credible customs administration which is among the worldโ€™s best.

Bureau of Customs - Ninoy Aquino International Airport (BOC-NAIA) District Collector Atty. Yasmin Mapa, along with other BOC-NAIA officials, presented awards to the top 20 importers in recognition of their outstanding performance on 11 July 2023. Notable awardees included Samsung Electronics Philippines Corp., Globe Telecom Inc., Louis Vuitton (Philippines), Inc., and Smart Communications Inc.
The top importers have demonstrated their commitment in supporting the BOC-NAIA's goal to hit and surpass the revenue target and in fostering trade in the country. As highlighted by District Collector Mapa, their dedication and exceptional compliance standards set an example for others in the industry.
In the first half of 2023, the BOC-NAIA generated revenue of P20.738 billion, surpassing the target by P550.748 million or 2.65%, as reported by Deputy Collector Wilnora Cawile.
The BOC-NAIA remains committed to strengthen its partnership with importers and stakeholders in order to effectively discharge its functions.

Cannabis in Vape Pen Cartridges sent through Postal Service intercepted by BOC NAIA, PDEA and NAIA-IADITG, Claimant Arrested
Bureau of Customs NAIA (BOC NAIA), Philippine Drug Enforcement Agency (PDEA), and NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG) agents arrested claimant of package declared as "used playing cards" containing 170 pieces of vape pen cartridges labeled "Cookies" and 323 pieces labeled "Cake" containing cannabis oil with street value amounted to Php 3,944,000 in Central Mail Exchange Center (CMEC) at around 6:55pm on June 30, 2023.
The arrested claimant was identified as Filipino, single, student, 20 years old and a resident of Calumpit, Bulacan who claimed the subject package shipped from United States of America (USA).
Initial field test conducted by the Customs Anti-Illegal Drug Task Force (CAIDTF) showed that the discovered vape cartridges contain cannabinoid, a chemical compound found in cannabis or also known as marijuana. Thereafter, the seized cartridges were immediately submitted to PDEA chemical laboratory for further quantitative and qualitative tests.
The arrested claimant and seized illegal goods were turned over to the PDEA for the institution of inquest proceedings for violation of the Comprehensive Dangerous Drugs Act (Republic Act 9165) in relation to Section 118 (Prohibited Importation) and Section 1401 (Unlawful Importation) of the Republic Act 10863, otherwise known as the Customs Modernization and Tariff Act (CMTA).
Under Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002, the unauthorized importation, sale, possession, cultivation, and use cannabis, THC or any derivatives in any form containing said substances are punishable under the law.
The Bureau of Customs, under the leadership of Commissioner Bienvenido Y. Rubio remains committed in its campaign against the entry of prohibited drugs and other contraband in all airports and seaports nationwide.

Records further reveal that the arrested courier of illegal drugs came from Mexico, and arrived at NAIA Terminal 1 on 29 June 2023 from Narita, Japan via Japan Airline Flight No. JAL741.
The passenger's check-in baggage underwent rigorous screening, including x-ray scanning, K9 inspection, and physical examination, that led to the discovery of 7,150 grams of concealed Methamphetamine Hydrochloride commonly known as Shabu with an estimated value of Php48,620,000.00 as confirmed by PDEA.
The arrested passenger and seized illegal drugs were turned to PDEA for custodial investigation and initiation of inquest proceedings for violation of Republic Act No. 9165, known as the Comprehensive Dangerous Drugs Act, as amended and Republic Act 10863 or the Customs Modernization and Tariff Act (CMTA).

As part of the Bureau of Customs' (BOC) strengthened campaign against illegal drugs, BOC Ninoy Aquino International Airport (NAIA), in collaboration with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group (NAIA-IADITG), arrested a claimant of parcel containing 1,460 grams of raw ecstacy.
On June 27, 2023, a joint operation of BOC-NAIA, XIP, CAIDTF and PDEA resulted in the arrest of a claimant from Las Pinas City. Records disclosed that the subject postal item arrived at the Central Mail Exchange Center (CMEC) from Berchem, Belgium via postal service on June 20, 2023.
The claimant's parcel underwent rigorous screening, including x-ray scanning, K9 inspection, and a thorough physical examination, which led to the discovery of the raw methylenedioxymethamphetamine (MDMA) or raw ecstacy concealed inside a chopping board, with an estimated value of Php 4,964,000.00 as confirmed by PDEA.
The arrested claimant and seized illegal drugs are currently under the custody of PDEA for inquest proceedings for violation of Republic Act 9165, known as the Comprehensive Drug Act, and Republic Act 10863, also known as the Customs Modernization and Tariff Act (CMTA).
Under the leadership of Acting District Collector Yasmin O. As part of the mandate of the Bureau of Customs - Ninoy Aquino International Airport (BOC-NAIA) to secure the countryโ€™s border against the import and export of prohibited, regulated, and restricted goods, the BOC- NAIA Operatives intercepted 4 heads of Tarantulas without the required DENR permits and misdeclared as "Snacks - Sweet Salted Fish" at the Central Mail Exchange Center (CMEC) on June 19, 2023.
The outbound parcel was sent by a sender from Caloocan City to a recipient in Seoul, Korea via Express Mail Service of the Philippine Postal Corporation (Phlpost).
Through the intensified x-ray screening by the operatives of X-Ray Inspection Project (XIP), the parcel was tagged as suspeciously containing illegal goods based on the generated images. The package was examined in coordination with the operatives from the Enforcement and Security Service - Environmental Protection and Compliance Division (ESS-EPCD) and Department of Environment and Natural Resources (DENR) in NAIA. As per examiners findings, it contains 4 heads of tarantulas in violation of RA 9147 or the Wildlife Resources Conservation and Protection Act.
All of the Tarantulas were immediately turn-over to DENR for safekeeping and monitoring, pending investigation and filing of case against the sender, and filing of corresponding seizure & forfeiture proceedings for violation of Sections 117 and 1113 of the Republic Act 10863 or the Customs Modernization and Tariff Act (CMTA) in relation to RA 9147 or the Wildlife Resources Conservation and Protection Act.
The BOC maintains strong collaboration with DENR against wildlife smuggling and together, remain vigilant in monitoring the import and export transactions of animals, especially those critical and endangered species.

The conference was attended by operational experts from Customs Authorities and Postal Operatorsโ€™ Representatives from relevant Ministries and Departments all over the world.
