Conservatism stresses the importance of human character because it understands that however the law reads, it must ultimately be implemented by living, breathing human beings. The irresponsible behavior of Courts and of other political bodies within the U.S. in the modern day should be sufficient to allow anyone to realize that written laws in themselves are not enough to preserve freedom. 

After all my time in government, I genuinely cannot figure out how this happens except intentionally or by such extreme negligence that intentional fraud might actually be preferable
