she hates quidditch. despises it. this makes being friends with percy, marcus, and oliver all the more difficult.
cho looks up to her like an older sister.

penelope and percy are best friends, despite being in different houses. they just get each other in a way that the others don't.

if she ends up with anyone, it's marcus, and it's not until they're like 28 or something. she kissed him on new years purely because she was annoyed at percy and oliver snogging right next to her

when they get older, in their 20s or so, penelope starts calling percy "mr. wood" whenever he says something stupid. within a year all of their friends do it. oliver always gets mock offended but actually he thinks it's hilarious
penelope is percy and oliver's oldest daughter, lucy's, godmother. lucy is obsessed with quidditch. penelope does not think this is as funny as percy and oliver seem to.
penelope was the one who walked percy down the aisle. it was the first time anyone (except him) saw her cry
penelope is obsessed with flowers, and she knows all about them. she forces her friends to garden with her. eventually professor sprout gives her some space behind one of the greenhouses to make her own garden.
when sirius is proven innocent or whatever he gets really confused about why there is a newly graduated penelope constantly gatecrashing to hang out with remus (turns out her and oliver forcing him to become their friend during 7th year paid off)
she and percy make like 20 spells together before they even graduate hogwarts, and they eventually co-author a book on magical theory.
penelope, percy, oliver, and marcus are all animagi, and it was penelope's year to try and do that. she didn't like the idea of having to keep a mandrake leaf in your mouth for a month, so she just invented a new way of completing the transformation.
(when sirius finds out they first transformed in 4th year and without mandrake leaves, he's pissed.)
penelope goes with percy as his date to the yule ball (while he's helping supervise it) solely because they want to snoop around
during quidditch games, she always cheers for whichever of her friends' teams is playing. if it's a gryffindor v slytherin match, she cheers for the team of whoever annoyed her the least that week.
(if she's been really pissed off at her friends lately, usually because of too much quidditch talk, she will go out on a ravenclaw game day with her face painted blue and bronze and scream her head off just to spite them.)
people are scared of her. she likes it that way.

i had another fic idea. (bear with me, it's a long one. read it after the cut.)
percy weasley was always the black sheep of the weasley family - the outcast, the nerd, the one who didn't quite click. so when he was sorted into slytherin, not gryffindor, it wasn't really a surprise.
the weasleys couldn't believe it, though, could they? percy was the smart one. the kid arthur and molly could brag about, the older brother fred and george could prank. slytherin was different. slytherin was a statement.
percy loved it.
for once in his life, percy was away from siblings, parents, and expectations. he was going to forge his own path, and they wouldn't have any hand in it - and that's why he was there, wasn't it? his ambitions, bigger than his family could ever imagine.
percy was still a good student, don't get me wrong. he studied hard and got good marks, and he befriended penelope clearwater, a ravenclaw who valued schoolwork even more than he did. percy was still a good student, still analytical and logical, but not nearly as uptight as his family remembered him. his parents watched as he smiled over letters with his new friends the summer after his first year, and the twins were surprised to see how often he laughed the summer after his second. when they joined him for his third year, their first, they couldn't help but grudgingly respect the easygoing, confident manor of the boy at the slytherin table.
by his fifth year, percy was fairly popular in his house. nobody made fun of him for being made prefect; instead, they congratulated him. as percy waited for his youngest brother to get sorted, he sat beside marcus flint, the two of them making small bets on which houses they thought the first years would be placed into.
neither of them put harry potter in slytherin. neither of them knew what to say when the sorting hat announced the boy who lived was a snake, and neither of them said anything as they accepted oliver wood's distant apologetic smile at the outrage of the gryffindors. harry was supposed to be theirs.
but percy knew that silence, that outrage, that surprise. the discomfort that came with expectations not being followed. so, really, waving harry over to sit beside him wasn't a difficult decision.
in harry's second year, as people spread rumors about him being the heir of slytherin, percy and marcus and oliver and penny and even cedric and cho, third and fourth years themselves, were always there to defend him. their youngest ally, their youngest friend, percy's brother. the boy who respected him, looked up to him, when his own family didn't.
ron and ginny were gryffindors, but harry was a slytherin. harry walked the halls with blaise zabini, draco malfoy, and pansy parkinson, but he also walked them with percy weasley and marcus flint.
as percy grew, watching the odd happenings that surrounded his brother, he learned not to assume the best. he never had, really, but now he knew more than ever how dangerous optimism could be. percy did not go straight into the ministry, still riding the high of being head boy. instead, he spent long evenings eating takeout in oliver's dingy london flat and meeting up with penelope and marcus to discuss books. (oliver said he would've joined their book club, really, but with puddlemere, he was far too busy, and none of them faulted him for it.)
when percy was 18, he was surprised to find tickets to the 1994 quidditch world cup in his mailbox, but he agreed to attend with his family. he received two tickets and chose to bring marcus, letting oliver use his second ticket for penelope. when death eaters arrived, the four of them stayed back to help usher people into the forest. they didn't show their faces, and even then, as he shared a look with marcus at the sight of the dark mark above their heads, percy knew what he had to do.
at the triwizard tournament, percy - now an employee of ludo bagman - found himself sitting with harry potter once again, watching him and cedric (who was already much bigger than the last time percy had seen him) compete. he saw the way harry watched cedric and cho at the yule ball and couldn't help smiling, knowing what it was and going to send oliver an owl about it as soon as he could. he's growing up, percy had scrawled, unable to contain his happiness.
when percy weasley was 19 years old, still a mere child, he didn't walk out on his family for the ministry. he didn't make his mother cry, and he didn't call harry potter a liar. he didn't deflect and forge papers for muggleborns, didn't get them to safe houses. when percy weasley was 19, he and marcus hugged oliver and penelope goodbye before leaving to take the mark, hoping that their sacrifice would be enough.
just like he had in his few months with the ministry, percy quickly rose voldemort's ranks. he smiled as he spoke of getting revenge on blood traitors like his own family, and he laughed when voldemort killed muggles before him, and he gained the dark lord's trust like no other. he sat around a table with severus snape and watched as his former head of house studied him, not realizing how similar the two of them really were.
percy did not forge papers or lead those in need to safe houses, but he didn't have to. that was oliver and penny's job, and he knew enough to know that they were doing it well. he couldn't send letters, but he could send a patronus, and when he learned of cho chang joining the order the second she was of age, he sent one offering his congratulations and telling her to stay strong. not like you aren't already, he'd said. she'd come a long way from the excited little girl who annoyed penny with talks of quidditch.
percy celebrated his 21st birthday with marcus flint and a silvery stag, curled up beside him with the promise of a reunion in the near future.
percy weasley was 21 when he arrived at hogwarts for a battle he pretended to be on the wrong side of. he kept his hood up and his mask in place, and he squeezed marcus's hand before he broke off into the crowd. he may have looked like one of the bad guys, and he may have acted like one all his life, but what was percy if not unpredictable?
when he found fred behind a crumbling wall barely separating him from three death eaters, he cast a spell. he didn't stop to see who he'd killed in favor of this boy (not his family, not anymore), and he didn't stop to revel in fred's surprise as his older brother's voice spilled from a death eater's mouth and told him to get to safety.
percy weasley did not slow down. percy weasley did not hesitate. percy weasley killed friends and foe - they were often one in the same, nowadays - and he fought until it wasn't his fight anymore. he fought until it was time for him to stand back, holding up a bleeding marcus as he watched his baby brother, the one with green eyes the same color as his tie, face off against the man he'd been reporting to for months.
percy did not cheer when voldemort fell, instead dropping marcus into oliver's arms and running foward to pull the brother he'd almost lost into a long-awaited hug.
"i'm proud of you," he whispered, and he held harry, let him sob into his shoulder, until aurors arrived and threatened to take anyone with a mark on their forearms. harry stood his ground, ready to defend, but he wasn't surprised to find percy gone. he walked back to blaise and pansy and draco, collapsed into their arms and gave a small smile to ron, the boy who'd given him company during the dark months in grimmauld.
percy weasley was tired, far more exhausted and far more mature than someone his age should've been. as he fell asleep in oliver's flat for the first time in years, squished between oliver and marcus on the couch, hands tangled in penny's hair, he couldn't help but smiling at one thought:
he was a better spy than severus snape. he was a war hero.

re.: the weasleys + parenting
what's always bugged me most abt percy's fight with arthur (especially in the fandom, where everyone's like 'oh, he turned his back on harry and betrayed his family to side w the ministry) is that. that's hardly what the fight is about at all. the fight is about the fact that percy, an 18yo kid who just got promoted to his dream job instead of straight up losing any chance at ever being Minister (because they tried to scapegoat him into taking the blame for the crouch business even though he managed to keep the whole department running while his boss wasn't even there), comes home all excited to tell his parents that "Hey, he's not unemployed and bereft of any and all hope for his biggest dream", but rather that his skills and competence got recognized by The Most Important Man In The Government, and molly and arthur look him straight in the face and go—"no you didn't."
there is no mention whatsoever that they even try to be gentle about it, that they congratulate him first and then bring it up later like "just be careful around Fudge, he's always looking for people to get information from and you are the best of both worlds, close to the action and actually good at the job he hired you for", nothing of the sort. they straight up don't even consider how any of those factors might've weighed in Fudge's decision to hire him.
and, perhaps worst of all, they have no faith in Percy. he tells them "I'm working for the minister", and not only do they not spare a second to be happy for him over this frankly momentous achievement (or at the very least concern for the position it puts him in), they jump straight to conjectures and accusations. "you only got this because of Harry" has got to crush Percy, who was raised to believe that good things come to honest, hard-working people and who has been working for this since he was a small child. and it digs the knife deeper when you realize that most of his siblings have basically replaced him with Harry. Harry, who also plays Quidditch and also keeps throwing himself into death-defying dangers and overalls fits much better into the family dynamic than Percy ever has.
and there's just this. crystal clear implication that they do believe Percy would spy on them. he's so Different and Other and Un-Weasley/Gryffindor-like and they've alienated themselves from him so absolutely that they can't see any reasons he wouldn't willingly and consciously jeopardize his parents' livelihood and Harry & his siblings safety just to stay in the Minister's good graces, when if anyone's actually at risk of losing their job for siding with Dumbledore is his father, who's still working there quite merrily and continues to so for a long time afterwards.
Percy, who runs into a freezing lake mid-February while attending an international event as Crouch's replacement to make sure Ron is alright, who pesters Ginny to eat and have a pepper-up potion most of her first year bc she doesnt look well, who tails Harry and Ron a lot of their second and third years bc there's something petrifying kids and then Dementors on the grounds and a mass murderer on the loose and they all just think he's being willfully bothersome like no you idiots he's worried.
of course he left. of course he left. what did he have to gain by staying at the Burrow, beyond fresh home cooked meals harassment and disagreements? why wouldn't he leave?

I don't even feel like I need to add anything as you summed up the Percy situation perfectly.
But I can't help myself because I love discussing the Weasley family dynamics, so it's a bit more rumbley than my usual...
Percy cares so much for his family. When Voldemort is revealed and the war actually starts, he puts all his disagreements with his parents aside to come and help and make sure they're okay, because he cares. And still, he is being shunned and treated like an outsider.
Arthur and Molly Weasley are just really good at alienating their kids because it isn't just Percy.
Somehow all of them succeded in feeling like outsiders in a family of 9. Bill shows frustration with his parents and only returns to Britain because of the war, Charlie's in Romania for most of the series. Fred and George run away the moment they can and are treated like trouble by their parents most of the time (Molly and Arthur assume they are selling stolen goods from Mundungus when they hear they have money, not that they, idk, somehow earned it), Ron has a whole complex of low self-esteem and a tendency to blame himself for everything. Ginny is isolated from her brothers as the only girl and youngest...
And Percy cares and tries to be the best and most responsible sibling and gets scorned in turn.
Harry and Ron do acknowledge Arthur's and Molly's accusation towards Percy was awful and that he was right to respond negatively in OOTP. Ron is just sensitive about their family's financial state which soured Percy to him after Percy blew up at their dad (rightfully so, honestly, I'd say way worse to Arthur if it was me).
The thing is, Percy also gets scorned by his siblings, not just his parents (like Fred and George do). He gets grief for trying to be responsible and for wanting his siblings to do well in school and not get in trouble, Fred and George lock him in a pyramid...
That being said, do I think Percy is perfect? No, he is pretentious and overbearing at times, but he is a child in a large family who tries to find a place to fit himself in. According to child psychology, usually when it comes to siblings, the eldest would usually (at least in childhood) try to be everything the parents want (Bill), and then each next sibling will carve a different niche for themselves, and we see this with the Weasleys. I think the twins being born right after Percy and demanding a lot of attention from their parents from a young age as they were little troublemakers from the start is a big reason why Percy chose the niche of being bookish, ambitious, and responsible for himself. To contrast himself with them and his older brothers and get some attention from their parents.
I'm not a fan of the epilog (like everyone), but I find it hard to imagine Percy being close to his family post-books. I think he never fully got over the sting of not being seen as skilled and competent and that his parents believed he'd turn on them all without a second thought. Nor do I think he should just get over it.
Like, I'm really salty that Percy was the only one to apologize:
“I was a fool!” Percy roared, so loudly that Lupin nearly dropped his photograph. “I was an idiot, I was a pompous prat, I was a—a—” “Ministry-loving, family-disowning, power-hungry moron.” said Fred. Percy swallowed. “Yes, I was!” “Well, you can’t say fairer that that,” said Fred, holding out his hand to Percy. Mrs. Weasley burst into tears. She ran forward, pushed Fred aside, and pulled Percy into a strangling hug, while he patted her on the back, his eyes on his father. “I’m sorry, Dad.” Percy said.

Like, yes, it's great he was smart enough to realize the ministry is corrupt, but this demand only for him to apologize when Molly and Arthur Weasley were just as much in the wrong. Fred and George weren't beacons of sainthood here either. But none of them have apologies demanded of them. None of them are demanded to confess they are "morons". Just Percy.
Who even after his apology is still an outsider. Probably always will be one.
You said it best: "Why wouldn't he leave?"
And that's what we see him do (if temporarily).

Friendly reminder that Percy jackson - our beloved silly adorable seaweed brain - is absolutely terrifying. When he’s angry, when he’s scared, when he’s on edge - he’s not warm and fuzzy.
No other character gets that reaction from people. Jason (the sweetie) is perceived as calm and in control, nico (our favorite self-outcasted outcast) is perceived as solemn and creepy, reyna (girlboss queen slay) is perceived as confident and assertive, and annabeth (our girl) is perceived as fierce, clever, and formidable. They are all intimidating to an extent.
But not like Percy. No. Becasue even when he’s at ease, he’s described as wild and disobedient. And when he’s not at ease, even if just little bit, he’s perceived as powerful, dangerous, and scary. Someone who NOBODY wants to mess with. Nobody even questions his power. One look from him has literal gangs running the other way.
