This is the way business used to be done when things were simpler.
Feb 29, 1955, a check was mailed to Kelly Johnson at his home address for $1,256,000 to start production of the U2 it was signed by Richard Bissell of the CIA.
Next, the Skunk Works needed a place to test the U-2. Tony LeVeir he was a famous test pilot, had seen an airstrip near Groom Lake. Tony flew in a light plane and showed the area to Kelly Johnson. They all agreed it would be perfect. President Eisenhower approved the area on the map, called Area 51, and designated it the Nevada test strip. By 1962, the A-12 the first Blackbird was tested at Area 51. my source CIA papers online that were declassified about 15 years ago.
