My headcanon is that's why Cleo became undead. Her heart was removed, therefore it could not be judged against the feather of Maat, preventing her from entering the afterlife. Egyptian death mythology also involves the ba, somewhat equivalent to a soul. The ba is said to travel between the mummified body and the afterlife, returning to its body each night to maintain the connection. Therefore Cleo's ba is trapped in her body, rendering her undead.
