One of the most awful things about the vahki, tied to their inherent flaw in design:
Even if there was no crime, even if there were no rowdy rahi, even if no matoran ever broke the rules?
The vahki would still have hunted and prowled and punished. This time with not even the pretense of law-keeping.
@crystaltoa pointed out that the bordakh apply their staff powers widely to have spies watching for rule-breaking. They also deliberately let their prey go because they enjoy a longer hunt.
One nuurakh punished Vakama by forcing him to clear protodermis feeder tubes for a month, simply because he asked a question. The implication is that it was a petty reaction because he "interfered" with a different task it had.
Zadakh ignore matoran for dangerous rahi because they want a good fight.
Vahki have a basic AI patterned around a goal plus some patterns to motivate them. They do everything to satisfy themselves, even if it's outside of that goal. They make reasons up.
The comparison to a corrupt police force drunk on their power is apt.
I wonder if the turaga ever realized that later. As matoran and Toa Metru, they thought them important to keep Metru Nui safe.

Here we got Kawhina(Custom-Built Vahki) and Harikoa(Onu-Matoran), along with some other scraps for some generic vahki and the elite vahki. These two have pretty much nothing written down about them aside from: - Onu-Matoran delves into old world ruins(Will be expanded upon later) - Onu-Matoran finds remains of vahki - Desides to make bodyguard with most of the parts he finds
-Makes some adjustments and custom parts -Somehow reprograms the knowledge center. -Doesn't do a good job, ends up with hoochie mama twice his size - They go on delves into the old world together
-Skylarking ensues I really had no name for the two until recently. I really wanted to build on the idea of custom built vahki. Even when they were originally in service and before makuta and the visorak hordes. As for "old world", that refers to the matoran universe. The great spirit robot lays damaged and most of, if not, all of the inhabitants leave it behind, learning to live and get along with their new spherus magnan neighbors. They scavenge what the matoran and other inhabitants of the matoran universe refer to as the "old world". Instead of it being immediately stripped of parts, I like to think of it as still being an on going process Considering how big the thing is and what's contained inside. The secrets it holds for newer generations of adventurers, scavengers, and delvers alike. Anyways, I'll go back to workshopping those elite vahki designs. That gray one with the orange head is supposed to be Kraahu, instead of being able to split it's body it can take control of other vahki near it with almost surgical precision. (It's totally not an excuse to ditch that body splitting thing). Expect more vahki in the future. Maybe some more customs. Enjoy for now!

I wonder if the Keerakh had particular troubles whenever Takua wandered into Ko-Metru. Their whole gimmick was predicting their pursuant's destination and getting there first to set an ambush. But I bet you half the time, Takua didn't know where he was heading, and the other half he had actual plans but got distracted from them anyway. So I feel like there were probably a few instances of the Keerakh occupying a stall or knowledge tower lobby, only to wind up waiting there for hours as Takua failed to show, gone off in a completely different direction, until they finally hear over the Vahki network grapevine that he was recently spotted looking at shiny rocks over in Ga-Metru.

Do you think the 2004 storyline made anyone at Lego nervous because of the Vahki?
The word "police" is not used once during that arc, though alternative phrases such as "law enforcement" are. That seems like it may have been a deliberate choice.
When you want to be vaguely cyberpunk but aren't allowed to be too punk about it, you know?
