According to Dany stans Tokar is wore by only slavers. The massacre in Asaptor is only resulted in slavers death. Women do not wore them.
All wrapped themselves in tokars, a garment permitted only to freeborn men of Astapor. (ASOS, Daenerys III)
Freeborn does not equal slaver.
Also, if it was only adults, she would not need to clarify what age child was okay to murder and which not. It's mentioned within the same chapter so this is something GRRM deliberately wrote in connection to one another.
"Slay the Good Masters, slay the soldiers, slay every man who wears a tokar or holds a whip, but harm no child under twelve, and strike the chains off every slave you see." (ASOS, Daenerys III)
She mentions separately the Good Masters, their soldiers, the general freeborn, and anyone in a position of authority over the slaves. And she includes children aged twelve and up, excluding only those below that age.
But hey, no women were harmed! Supposedly. In Meereen women also wear tokars, so who knows if they did in Astapor. But even if not, everyone knows men's lives don't matter, and mass murder is okay if it's not directed at women. Feminism?

Is the tokar based on the roman traditional clothes or the indian ones?
I'd say because the wearer still has to hold onto a piece of the tokar in their left hand AND with the Roman toga wearer had to hold the toga in their left arm because of the many folds giving both garment's weight, the tokar leans more towards the Roman toga in design. For both garments, the point was to signify how they are aristocrats and don't need to perform manual labor, the tokar being the more seemingly restrictive since it's wearer takes small steps so as to not trip over themselves.
By Indian, I assume you mean the saree/sari. Sarees do not have to be held in place--if done right, it perfectly holds up on its own AND only women/hijras wear it. Of course the Roman toga was only worn by men and the tokar is worn by both genders, but the toga was also more worn to indicate public offices/events or associated with such because male citizens actively participating in government, etc. did not usually wear togas outside of Rome in their country estates. While the tokar is casual wear for aristocrats, all day everyday. Still, the tokar has more traits and significance in common with the toga than the saree.
From what little I could find immediately, it seems women of any classes wore sarees far into Indian/Indus Valley history. So far. You can learn more about the toga HERE.
