Trường hợp phải sử dụng ngân sách nhà nước phải đúng quy định pháp luật; giảm thiểu tổn thất tiền, tài sản của Nhà nước, tổ chức và cá nhân liên quan cũng như đối với ngành đóng, sửa chữa tàu”, Thứ trưởng Sang nhấn mạnh.Làm việc với các đơn vị thành viên của SBIC, Thứ trưởng Bộ GTVT phân tích, phá sản SBIC thực chất là bán doanh nghiệp cho một chủ sở hữu mới. Thực hiện xong phá sản sẽ mở ra cơ hội cho các công ty đóng tàu thành viên SBIC bước sang giai đoạn mới, nắm bắt cơ hội để phát triển. Sau phá sản, chủ doanh nghiệp mới không phải gánh hay chịu ràng buộc từ các khoản nợ cũ, sẽ có điều kiện chủ động hơn trong sản xuất kinh doanh, đảm bảo hiệu quả hơn.Theo lộ trình, SBIC sẽ sớm kiện toàn bộ máy nhân sự, rà soát lại các khó khăn, vướng mắc để phối hợp với Vụ Quản lý doanh nghiệp - Bộ GTVT tháo gỡ, tạo điều kiện tối đa cho các công ty thành viên làm thủ tục phá sản. Trong quá trình trên, các công ty thành viên SBIC phải tuân thủ quy định pháp luật, nguyên tắc thị trường, giảm thiếu tổn thất tiền và tài sản tiền của Nhà nước; đảm bảo công khai minh bạch, tăng cường trách nhiệm của các tổ chức, cá nhân liên quan; quan tâm đảm bảo quyền lợi hợp pháp chính đáng của người lao động; cơ chế kiểm tra, giám sát phải đảm bảo chặt chẽ trong quá trình triển khai thực hiện…Công ty Đóng tàu Hạ Long - mộ trong số 7 công ty con của SBIC. Do đó, dù ai làm chủ vẫn rất cần đến đội ngũ cán bộ quản lý, người lao động có kinh nghiệm tại các đơn vị đang có.Theo quy trình, các đơn vị thành viên và SBIC sẽ nộp thủ tục phá sản lên toà án, khi toà mở hồ sơ và tuyên bố phá sản, việc thanh lý tài sản, các nghĩa vụ, ưu tiên thanh toán sẽ được thực hiện theo phán quyết của tòa. Trong quá trình này, các đơn vị đang hoạt động, có các hợp đồng vẫn thực hiện bình thường.2 đơn vị đầu tiên được Bộ GTVT tổ chức phổ biến Nghị quyết số 220 là Công ty TNHH MTV Đóng tàu Phà Rừng và Công ty TNHH MTV Đóng tàu Bạch Đằng.Theo kế hoạch, Bộ GTVT đang tiếp tục tổ chức các đoàn đi phổ biến, quán triệt Nghị quyết 220 tới người lao động 5 công ty thuộc diện phá sản còn lại gồm: Công ty TNHH MTV Đóng tàu Hạ Long (Quảng Ninh); Công ty TNHH MTV Đóng tàu Thịnh Long (Nam Định); Công ty TNHH MTV Đóng tàu Cam Ranh (Khánh Hoà); Công ty TNHH MTV Công nghiệp tàu thủy Sài Gòn và Công ty TNHH MTV Đóng tàu và công nghiệp hàng hải Sài Gòn (TP.HCM).Trước đó, Bộ GTVT đã có văn bản gửi SBIC yêu cầu rà soát, đánh giá đầy đủ thực trạng của từng doanh nghiệp; tổng hợp hồ sơ, tài liệu và xây dựng phương án xử lý cụ thể cho từng doanh nghiệp. Các đơn vị dự kiến chịu tác động gồm: Công ty mẹ - SBIC; các công ty con (7 công ty); và 147 doanh nghiệp, đơn vị thành viên của Vinashin trước đây chưa hoàn thành tái cơ cấu.Chính phủ đã ban hành Nghị quyết số 220 về việc xử lý Tổng công ty Công nghiệp tàu thủy (SBIC) theo hướng phá sản Công ty mẹ - SBIC và 7 công ty con là 5 công ty TNHH MTV đóng tàu Hạ Long, Phà Rừng, Bạch Đằng, Thịnh Long, Cam Ranh; Công ty TNHH MTV Công nghiệp tàu thủy Sài Gòn và Công ty TNHH MTV Đóng tàu và công nghiệp hàng hải Sài Gòn.Cùng đó, thu hồi phần vốn của Công ty mẹ - SBIC tại Công ty CP Đóng tàu Sông Cấm; Tiếp tục xử lý đối với các doanh nghiệp thuộc SBIC, thu hồi tài sản và quyền tài sản của Công ty mẹ - SBIC và 7 công ty con tại các doanh nghiệp này.Yêu cầu đặt ra là thu hồi tối đa vốn và tài sản, hạn chế tối đa việc sử dụng ngân sách Nhà nước, trường hợp phải sử dụng ngân sách nhà nước thì thực hiện đúng quy định pháp luật; giảm thiểu tổn thất tiền, tài sản của Nhà nước, tổ chức và cá nhân liên quan cũng như đối với ngành đóng tàu, sửa chữa tàu.Về thời gian thực hiện, Nghị quyết yêu cầu Công ty mẹ - SBIC và 7 công ty con khẩn trương rà soát, hoàn thiện hồ sơ thủ tục theo quy định pháp luật, để nộp đơn yêu cầu mở thủ tục phá sản trong quý I/2024.Năm 2010, Thanh tra Chính phủ công bố kết luận thanh tra Tập đoàn Công nghiệp tàu thủy Việt Nam (Vinashin) và chỉ ra hàng loạt sai phạm, thiếu sót, thua lỗ. Sau đó, Vinashin thực hiện tái cơ cấu.Năm 2013, Tổng công ty Công nghiệp tàu thủy được thành lập theo mô hình công ty mẹ - công ty con. Ties between big finance and the weapons industry are not new. The first venture capital firm in the U.S. was founded to profit from new technologies developed for use in WWII, and the role of military spending in turning Silicon Valley into a tech hub is well documented.
But today’s biggest VC titans are making transformative investments in military technology that pose serious consequences far beyond another hype-driven tech bubble. Weaponizing their financial assets to expand the production of war material will not only divert technological resources away from other critical domestic priorities, but also forge novel devices of warfare that will generate demand for battlefield testing grounds both at home and abroad.
But before the defense tech evangelists can resurrect the age of American global supremacy, they must transform the way the Pentagon does business. This involves seducing Pentagon planners with exotic promises ranging from “attritable autonomous systems” (or swarm) technology to subscription models for weapons systems — not because these fit some strategic framework but because they align with the VC business model.
Venture capital and private equity is about making limited investments in mobile assets (technologies, engineers) to get a startup to the IPO stage (or trim the fat from an existing operator) and cash out. This is at odds with a military industrial complex that boasts millions of employees and a handful of oligopolistic firms with billions of dollars of permanent infrastructure, huge up-front costs, long time horizons, and extremely complex procurement processes.
The fingerprints of VC priorities are everywhere: from the Pentagon’s Office of Strategic Capital and the Small Business Investment Company/SBIC initiative to the Defense Innovation Board, a collection of Silicon Valley scions elevated to a permanent department under the Secretary of Defense in October 2023.

SBICs provide borrowers access to a wide range of debt financing choices, including debenture leverage and unleveraged debt investments, for their small businesses. In addition, they are free from the requirements of specific capital charge legislation.
Among the many ways small firms might get funding, small business investment companies (SBICs) play a significant role. Small Firm Investment Companies (SBICs) provide loan and equity finance to qualified small companies on terms mutually agreed upon by the SBIC and the business seeking funding.
To assist more small companies in getting access to the patient capital they need to expand and develop, the government has now reduced taxes for Small Business Investment Companies. It will also ease the rules and regulations placed on SBICs.
SBICs make financial and equity investments in qualified small enterprises. When an SBIC invests in a firm, it may get either debt (in the form of a loan) or equity (in the form of a stake in the company) in return for its money.

Since the Tax Cuts and Jobs Act in 2017, corporate investment in the United States has increased. This trend may be attributable to the reduced cost of capital. These tax reductions might lead to more capital expenditures for things like new computers and software when applied to businesses.
In 1958, the government established the Small Business Investment Company (SBIC) Program to address the disparity between the demands of small enterprises and the accessibility of venture capital. Fund managers may now use a plethora of the program's perks thanks to its development throughout time.
SBICs, or Small Business Investment Companies, provide small firms with access to loan and equity finance. They play a crucial role as an alternate funding source for startups alongside venture capital companies.
President Obama is attempting to increase demand for corporate investment, and the tax cuts are a vital part of that strategy. However, since their enactment, they have had a modest effect on investment growth, which may be partly attributed to economic policy uncertainty.
Finance choices for small firms and startups are limited, but Small Business Investment Companies (SBICs) fill that need. Debt and equity financing are the most common sources of their finance.
By encouraging small firms to raise much-needed capital, the tax breaks for SBICs will positively impact the economy and create new jobs. Moreover, they push for more health coverage for workers in smaller companies.
The SBIC program offers a novel means of funding for small enterprises. These businesses may get loans at more favorable rates and conditions than banks.
Small Business Investment Companies (SBICs) finance startups and more established, mature enterprises with adequate cash flow to cover interest and principal payments. Subordinated debt with equity upgrades is a standard structure for these types of financings.
Capital for small business expansion and development is made available via the SBIC program. Its primary goal is to stimulate economic development and the creation of new jobs by giving startup enterprises more access to capital.
Debt issued by an SBIC at a discount to the market rate and backed by the SBA incurs neither interest nor an annual fee from the SBA for the first five years. An LMI debenture, accessible to SBICs with the appropriate licensing, is also on the table.

Tàu có ký hiệu vỏ theo thiết kế YN-01/02/03/04/05 với chiều dài toàn bộ​ là 128,6, chiều rộng​ 20,4 m, chiều cao mạn​ 11,5 m và mớn nước​​ là 8,7 m.
