A little about regret
When fans say that Mori doesn't care for Dazai, or only feels anger that Dazai escaped his grasp. This episode really exposes the idea that Mori misses Dazi.
He says he has no regrets over the events that culminated in Dazai leaving PM. But he's gazing at the blood stains from when he murdered the previous mafia Boss. Where he had Dazai swear as his witness that it had been a natural death and the Boss had left a will naming Mori as successor.
But is that the expression of a man with no regrets?
And he sends Chuuya out to support Dazai. Which we'll later see happen again and again.
The manga makes it much more clear during the garden meeting and later during Atsushi's Moby Dick infiltration that Mori finds it distressing that Dazai is still so angry at him, but he has very little opportunity to show or even deal with those feelings. He has work that must get done. I'd also suggest reading the light novels Dark Era and Fifteen and paying attention to Mori's interactions with Dazai.
