My personal headcanon is that Raifort was not just a petty thief, but was a main villain at some point (or at least TRIED to be) prior to the player coming to Paldea, but Clavell put a stop to her scheme and "recruited" her as a member of his staff.

I think she wanted to see what the awakened Ruinous Legends could really do, but knows that she isn't strong enough to try and take them from us. (She'll still ask occasionally, but she knows she can't resort to force.)
