Imagine: okay hear me out. The pollution from beneath Piltover is leaking out into neighboring Vastayans aquatic villages, towns and cities. Vastayan spies are dispatched from one of the closer neighboring aquatic villages (thats right MERMAIDS and MERMAN of different fishy aestheic).
