Taxation is a form of financing of government activities that almost all countries employ. The revenues that are generated from the tax are then used to provide for the taxpayers. It is used in a variety of ways that ultimately benefit the public, as well as it supports the growth and development of the country. This includes scholarships for deserving students, upkeep costs for more advanced and developed cities, and many other ways that will benefit the public (CFI, 2021). The Philippines is not an exemption to the usage of taxes. Here, the National Internal Revenue Law serves as the basic source of all tax laws in the Philippines, the most recent of which being thee CTRP or the Comprehensive Tax Reform Program. The CTRP was presented as a way to reduce poverty and address inequality in the Philippines, however, when it was signed on December 19, 2017 (Department of Finance, 2017), it gave rise to the well-known saying “no taxation without representation”. Started during the 1760s, the saying basically means that the government or any ruling body cannot tax an individual or group of individuals without said group being unable to vote with regards to the tax. In other words, for taxation to be allowed, there must be a representative for the people that will be able to act as a voice to make the concerns of the people known. As such, this saying began to gain traction again in the Philippines due to the “Build, Build, Build” project of former President Duterte. According to an article by Baclig (2022), the BBB project of former president Duterte did indeed gather the investments needed to make it succeed, but due to a number of reasons, it has failed to reach the goals it set for itself. Yes, COVID19 did hit the Philippines and its’ economy hard, but it was not the only one to blame for the half-baked efforts done with regards to the project. In fact, by the end of 2021, it was determined that there was a significant difference in the budget deficit of the Philippines, reaching Php1.67 trillion deficit (Baclig, 2022). One of the packages in the CTRP signed by president Duterte was the TRAIN law or the Tax Reform for Acceleration and Inclusion that took into effect on January 1, 2018 to help ease the burden for the ongoing BBB project, however, this clearly was not enough. Furthermore, the TRAIN law actually proved to be ineffective, only furthering the gap between the elites and the poor. With this, I believe that the tax system in the Philippines is anti-poor and pro-rich.

            The TRAIN law, according to the NTRC (2018), intends to greatly simplify, ease, and improve the efficiency of the Philippine Tax system. It seeks to encourage investment, produce employment, and lessen poverty. In actuality, it does little to none of what it sets itself out to do. The TRAIN law is a law that masks itself as for the poor, but is in fact beneficial to the small percentage of wealthy elites. The TRAIN law is the reason as to why the Philippines experienced its highest inflation rate in October of 2018, reaching a whopping 6.9% (Cuyco, 2022). Furthermore, out of the 23 million Filipino families that are supposed to benefit from TRAIN, only 5.5 million income taxpayers are benefiting from the TRAIN law, with eight out of 10 Filipino families having to pay for higher consumption taxes without receiving an increase in personal income or personal income tax gains, which pushes them further into poverty (IBON, 2019). Additionally, instead of lowering the taxes of the poor, the TRAIN law instead lowers the taxes to be paid for by the wealthy, instead raising the taxes needed from the poor, working in a manner that is opposite of what it was presented to be (Africa, 2020). Thus, I believe that tax system in the Philippines is beneficial to the elites and those in power, not for the oppressed and the marginalized.
