At the end of season 1 Mobius and B-15 are talking before Loki runs up to them, and B-15 says, "Does he want us to just let them all branch?"

At the time we're supposed to assume they're referring to Loki, but then they reveal the statue of HWR and we can assume it's him they're referring to.

So my question is, if it is HWR, then why does he want to let the timelines branch?

Or is this some point in time where the HWR statues are still up but perhaps the TVA is being fought over as part of the multiversal war? Or there's some rebellion from within the TVA?

Or is this something that's happenned multiple times before, and this is the reason why the TVA staff all have their memories wiped? So they don't go mad living through the same thing again and again and again, and so that their actions aren't affected by their past experiences?

Like, for whatever reason the branching of the timelines is important and something that needs to happen for HWR to win the war. Perhaps it's more about breaking the Loom and the consequences of this (which I gotta say I'm still a little hazy on), and this is just at the point where they've stopped pruning? Which would explain why there are no flickering lights or sirens etc.

And if that's the case, then are we watching the one unique time where Loki, as the agent of chaos, disrupts this? Or is Loki's part in this all anticipated by HWR? Or is Loki usually involved, but this is the only time he's managed to work out how to control the time-slipping?
