This is based on the NEW designs for each region. So if you like charmander, vote for kanto, not kalos. If you like alolan raichu, vote for alola, not kanto. #288. In Pokémon Let’s Go! Pikachu and Let’s Go! Eevee, when set as the Player’s following Pokémon, Meltan and Melmetal’s body will change colour from their regular silver to bronze/gold when in proximity to the blue glowing crystals in Cerulean Cave. (X)

So, going by Canon, the only ones ti own Legendaries are: Ash-Nebby and Melmetal, Goh- Suicune, Lillie-Magearna, Gladion-Silvally, Mallow-Shaymin, Brandon-Regi Trio, Tobias-Darkrai and Latios (I think he also owned the Heatran from DP182, but thats a HC), Nurse Joy-Latias.

Half of these guys are actually not Legendaries or in the bounds of full Legendaries.

Melemetal, Shaymin, Magearna, and Darkrai are mythical’s! While the Reggie Trio, Suicune, Silvally/Type:Null, Latios and Latias are all sub-Legendaries. So Ash is actually the only one with a full on board Legendary which is of course Nebby!
