That is a German 3D-printed gun pioneer who went by JStark appearing in a Popular Fromt documentary called Plastic Defense. His house would later get raided by the cops looking (unsuccessfully) for 3D-printed guns, shortly after which he died of a heart attack

The outliers have been my two most recent. Mulder got the bi flag but no hat, tho he DOES canonically say “yeehaw” so that replaces the hat fine.
