“RISK IT ALL” — DONALD'S NEW BOARD GAME
& FLY TO MEXICO FOR CHEAP DRUGS
Hey game lovers, do we have good news for you. Pompeo Brothers Inc. has just unveiled it's latest skill game of foreign relations. Now you can while away those sleepless nights, just like the president of the United States, by cooking up fun ways to mess up the balance of power. You can threaten to blow North Korea to kingdom come and then sit on your hands as Kim Jung Un threatens the United States with thermonuclear weapons. From the comfort of your kingsize bed and silk jammies, you can mess with our allies by taking a dump on the Paris Climate Accords and then having a good laugh with your buddies in the fossil fuel industries. You can also screw with those stupid Europeans by kissing up to Russia. They're already frightened stiff of Putin and you can twist their arms into beefing up their NATO payments by blowing into Vladimir's ear. But the real fun is in the Middle East, where you will drive everyone nuts by sidling up to Turkey's demands to rub out Kurds, while allowing Russia to kiss up to Syria. Then, by playing your cards right, you can actually do the impossible: Bring Iraq and Iran together by assassinating the mullah's top general. Pundits will say you're unfit and could blow up the whole region while putting American lives at risk. Is this fun, or what?
LIFE ELEVATED — OR SOMETHING
“Come on vacation. Leave on probation.” That's catchy, isn't it. The Utah Travel Council doesn't like it as much as “Life Elevated” — the slogan that Wilson and the Smart Bomb Band say promotes marijuana. Well, that's up for debate, but as far as drinking goes, the National Restaurant Association came up with “Come on vacation. Leave on probation,” when Utah legislators lowered the blood-alcohol limit for drunken driving from .08 to .05. That means the average woman would be legally shit-faced after one generous glass of wine. Folks in the hospitality industry — restaurants, bars and hotels, etc., worried the new booze law would further blight Utah's reputation as a teetotaling theocracy. Not surprisingly, the white, male, Mormon lawmakers didn't seem to care. Alcohol is the root of all evil and legislators want to keep their Temple Recommends in good standing. But wait, hold the presses, a recent report on alcohol-related traffic stops in the Beehive State shows that no more arrests were made under the new law. Could it be that alcohol-related accidents are usually caused by drivers whose blood-alcohol level is well above the .08 limit, revealing the new law to be meaningless? Hold on to that thought and pass the Jack Daniels.
DOWN AND OUT IN THE CITY OF SALT
If you are homeless and get arrested and put in jail, are you still homeless? Not according to the U.S. Department of Housing and Urban Development that tracks this stuff. Some home. Last weekend, 17 people were arrested during a protest at Salt Lake City Hall regarding the lack of shelter space and the treatment of homeless campers. The action was organized by folks who have homes but don't like the way police regularly break up homeless camps — most visibly near the downtown library, which happens to be spitting distance (pardon the colloquialism) from Police HQ. Recently, the 9th U.S. Court of Appeals ruled that camping is not illegal if there are no other options. But in Salt Lake County, the health department can deem an area as a public health hazard — the green light for cops to take action. Among the problems campers face is a lack of toilet facilities and garbage disposal. Why don't the city and country create a campground for homeless campers that would provide those amenities? Who knows. But the problem isn't going away. You can't afford housing at $7.35 an hour and barely at $15. Since the era of Ronald Reagan, this country— the richest in the world — has been on a trajectory that has led to more than 500,000 homeless people. And don't worry, those protesters didn't stay long in jail — there's no room there, either.
FLY TO MEXICO FOR CHEAP DRUGS
If you need expensive prescription medication but can't afford it, perk up your ears. PEHP, the insurance provider that covers 160,000 Utah public employees, will fly you to Tijuana where you can get your (legal) drugs for a fraction — 40 to 60 percent less — of what you pay here. (We could never make this up in a million years.) As reported by Salt Lake Tribune ace and Pulitzer Prize winner Erin Alberty, PEHP is saving money hand-over-fist with this south-of-the-border maneuver. That's right, they will fly their clients to San Diego, drive them to the district in Tijuana known for it's healthcare, bring them back stateside and fly them home  by suppertime — and PEHP still saves bundles of cash. Good old American know how. WTF. If you don't belong to PEHP, don't worry, Congress is working on this and will have a solution by the time hell freezes over. Right. This country isn't corrupt, it's just that big corporations have bought off our lawmakers. Nonetheless, if you can't get a state job, you can always drive to Mexico yourself, where Americans regularly get dental care, all kinds of medical procedures and medications. It's done so often that it has a name: “Medical Tourism.” And fortunately for us, Mexico isn't building a wall.
Post Script — And that' it for another sterling week here at Smart Bomb, where the staff keeps track of President Trump's golf days so you don't have to. It's been a harrowing few days, what with the impending war with Iran, new evidence that Trump is up to his chin in the Ukrainegate (not that Republicans give a you-know-what), and the New England Patriots getting knocked out of the playoffs. (Don't you just love it when Tom Brady gets bummed out.) Closer to home, Erin Mendenhall was sworn in as mayor of Salt Lake City and faces a handful of crises right off the bat. Why would anyone want to be mayor? Who knows, but Mendenhall will be up to her ankles in alligators over homelessness, the Inland Port, affordable housing and pot holes — don't forget the potholes. Mendenhall's administration likely will be an improvement over that of Jackie Biskupski, but that's a pretty low bar. And Mendenhall actually likes people, which is something of a plus in public service. Soon the new mayor, along with the rest of us, will have to gird her loins (can we say that?) because our illustrious lawmakers will convene to make Utah an even better place with legislation banning all kinds of bad stuff, including immorality. Hold on. Wilson insists the Legislature already banned immorality. OK, sure, but you know they'll do it again — they do it every year. Until then, let's  put our efforts into Life Elevated.

Salt Lake City Mayor Jackie Biskupski addressed the controversial plans for four new, smaller homeless resource centers scattered around Salt Lake City. The plans rely in part on communities outside Salt Lake County, especially Utah County, playing a role in caring for their own populations so those experiencing homelessness up and down the Wasatch Front don’t all end up in Salt Lake. The Club enjoyed a lively discussion with the Mayor and members left feeling better informed about the issues.

Waste Management to Expand Recycling Operations in Salt Lake City

SEATTLE (Waste 360): Waste Management of Utah has announced plans to expand and improve its Salt Lake City recycling operations with the construction of a new, larger and technically advanced materials recovery facility (MRF). Building is expected to begin in the spring, and the new MRF is slated to be fully operational by early 2020.
“Waste Management remains committed to supporting sustainability, and recycling is an important component,” said Scott Bradley, area vice president for Waste Management’s Four Corners Area, in a statement. “To ensure our local recovery operations can keep pace with the volume of recyclable materials being generated by the growing communities in and around Salt Lake City, Waste Management identified a very real need to improve our local recycling operations.”
The new MRF will support recycling programs throughout the Salt Lake Valley, including processing the recycling for the municipality of Salt Lake City’s roughly 41,000 residential customers.
“Having this facility located in Salt Lake City, for the benefit of our residents and businesses, truly reflects our culture and commitment to recycling as a city,” said Salt Lake City Mayor Jackie Biskupski in a statement. “Waste Management’s commitment to upgrade its MRF helped secure our long-term public-private partnership. This project will offer many assets to our community—economic development; shorter travel times for our recycling trucks, resulting in lower emissions; and, of course, a more efficient and cost-effective recycling operation that is responsive both to our sustainability goals and to our future population growth.”
Waste Management of Utah plans to invest $16 million to bring the new MRF online. The facility will occupy 50,000 square feet of an existing structure at the company’s transfer station located south of the airport at 3405 West 900 South. Once operational, the MRF will be capable of processing and sorting 35 tons of material an hour, which is more than 700 tons of recycled materials per day.
“State-of-the-art equipment with advanced sorting technologies will be installed at the new MRF,” said Mark Snedecor, area director of recycling operations for Waste Management, in a statement. “Our goal is to improve production efficiencies and reduce contamination levels in the materials we produce. By modernizing our operations, we expect to meet and exceed the increased quality standards being imposed by domestic and international buyers of the metals, plastics, cardboard and paper produce.”
Machinery with improved automation capabilities, advanced sorting optics and ballistic 2D and 3D motion separators are on the list of equipment to be installed. Additionally, screens designed to reduce the safety concerns and production delays caused by non-recyclable plastic bags getting wrapped around rotating sorting equipment will be utilized.
Currently, Waste Management services Salt Lake City’s robust recycling program, processing approximately 750 tons of recyclables each month. At present, the municipality diverts more than 40 percent of its residential waste stream to recycling and compost. The modernized MRF will support this effort by producing a cleaner end product with higher value—which will ultimately lead to greater diversion from the landfill.
The new MRF will remain a single stream operation that accepts and sorts clean metal cans, plastic bottles and containers, cardboard, paper and newspaper. Waste Management’s current MRF, located in West Jordan, will continue to operate until the new facility opens.

Rafael Casal Among the Scheduled Speakers at This Year’s Respect Rally
Rafael Casal is rallying the troops…
The 32-year-old Latino writer and performance poet will be among the speakers at the Respect Rally set to happen at the Sundance Film Festival.
Casal will join a list of speakers that includes Jane Fonda, Common and Gloria Allred.
The mayor of Salt Lake City Jackie Biskupski and Utah Senate candidate Jenny Wilson will also participate in the Park City event on January 20.
Organizers expect around 3,000 to 5,000 attendees on what traditionally is the busiest day at Sundance.
“While the event is very different than last years march, it will have an equally uplifting and energizing feel for all those who attend,” says Cynthia Levine, Respect Rally Park City organizer and organizer of last year’s #MarchOnMain.
As well as the Respect Rally in Park City, gatherings and marches are planned for Los Angeles, New York and other cities on January 20.

Salt Lake City Mayor Jackie Biskupski said the original goal to have the entire city on renewable energy has changed from 2032 to 2030.
“We’re moving to a ten year window. Net zero. Meaning what we are achieving is a net 100% renewable energy provided to our community,” the mayor said.

Genocide & the End of Hamburgers
This is perhaps the most shocking news of the week — and that's saying something: We could be looking at the end of America as we know it and it has nothing to do with Netflix. Utah Congressman Rob Bishop has warned that the end of the hamburger — the sandwich that built America — is imminent, thanks to some rabid left-wing crazies who are taking control of the House of Representatives. That's right, he's talking about the Green New Deal. “[T]he ideas behind the New Green Deal are tantamount to genocide,” he said. Rob Bishop is among the oft forgotten and trod-upon lily-white minority that inhabits lands that eastern elites often dismiss. “I'm an ethnic,” Bishop said. “I'm a Westerner.” How the Green New Deal would kill off hamburgers and people inhabiting the West remains a little fuzzy. But the hideous proposal calls for such things as health care for all, access to higher ed, replacing aging roads and bridges and a guaranteed living wage. Word is it would replace beef cattle with windmills and Sage Grouse. Burger King would have to change its name. Sage Grouse King? It's so shocking that Bishop is calling on Speaker Nancy Pelosi to conduct a thorough investigation of the Green New Deal: “With American safety and prosperity on the line, it's the very least the speaker can do,” he declared. Damn straight. Pass the Freedom Fries.
Happy Days — Lawmakers in Recess
For many Utahns this is the best time of year as the annual session of the State Legislature — a gut-churning 45 days — comes crashing to an end. As usual, our righteous legislators took on abortion and pumped up gun rights. They considered a new tax on food to raise much needed revenue as they wondered how to dispose of a $1billion surplus. They performed major surgery on citizen initiatives that legalized medical marijuana and expanded Medicaid and promised a lobotomy next year on a third initiative aimed at ending gerrymandering. The teetotalers compromised on a bill that would have boosted the alcohol content of beer from 3.2 to 4.8 percent: wait for it — 4.0 beer. WTF. Not least, lawmakers manipulated a proposal that would have banned conversion therapy that proponents claim saves gay people from their sinful ways — if it doesn't kill them. The list goes on, but Wilson and the band can't take anymore, fearing nightmares and flashbacks from bad acid trips and past legislative sessions. We'd go into the Machiavellian Inland Port scheme, but why waste time when the sun is out and lawmakers have been driven back under their rocks. So grab your skateboard and beer cooler and head for the park — but don't forget the sunscreen or your medical marijuana.
It's Not Your Fault, Mr. President
Headlines screaming “Lee and Romney Defy President” thunder across the land, shaking the bedrock of the Grand Old Party of Trump. Normally, when a member of Congress doesn't line up behind a president, it's not such a big deal. But that was BT — Before Trump. Republicans in Congress know that going against the BUM (Big Unhinged Monster) could land them with Mia Love — condemned to wander the political wilderness, like Moses without goats. The history-making vote to undo Trump's border Wall emergency was seen by some pundits as the slaves telling Pharaoh to kiss off. Others thought it might finally be their acknowledgement of Trump's parallel universe. Wishful thinking. In a speech on the floor of the Senate, the bard, Mike Lee, explained his vote: He wasn't telling Trump to kiss off, at all, it's just that he had to vote against the law that gave chief executives too much power. “It's not your fault that it's a bad law, Mr. President,” Lee proclaimed. Only time will tell if this bit of CYA will save Lee's bacon. Wrapping yourself in the shroud of the Constitution goes only so far with an agnostic ruler. Perhaps Lee should pray that it rains frogs and the Red Sea parts.
Good Guys With AR-15s
Following the massacre at two mosques in Christchurch, New Zealand, Prime Minister Jacinda Ardern pledged to change gun laws that permit semi-automatic weapons, like the AR-15. What a crazy idea. After mass shootings in the U.S., Republicans have said that reviewing gun laws following such tragedies is not a good idea because important decisions should not be made when people are thinking about other people who have just been shot to death. It clouds the judgement. In 1996, Australia toughened gun laws after a spate of mass shootings: A person must have a license to possess or use a firearm. License holders must demonstrate a "genuine reason" (which does not include self-defense) for obtaining a firearm license. All firearms must be registered by serial number. Strangely enough, the Australian Institute of Criminology found that gun deaths, including suicides, went down sharply. This is something many people in this country are trying to avoid because we don't want to lose our freedom. Last year, there were some 40,000 gun deaths in the U.S. Fortunately, we have the 2nd Amendment or even more people would have been killed. Too bad those poor muslims in New Zealand didn't carry their AR-15s to prayer. Then, the massacre would never have happened. Right.
News flash: Salt Lake City Mayor Jackie (I'm rebuilding the city brick-by-brick) Biskupski will not — repeat, will not — run for reelection. The surprising news comes soon after former state senator and all around bon vivant Jim Dabakis tossed his 10-gallon hat through the window at City Hall, proclaiming he will be the next mayor. Some Salt Lakers love the mercurial Dabakis for poking Republican state legislators in the eye. And although Dabakis would be a lot more fun than Mayor Frownyface, critics fear he may lack even her meager managerial skills. On the other hand, it is the age of Trump and such skills are no longer required. But can he tweet?

The modernized MRF will support this effort by producing a cleaner end product with higher value—which will ultimately lead to greater diversion from the landfill.
The new MRF will remain a single stream operation that accepts and sorts clean metal cans, plastic bottles and containers, cardboard, paper and newspaper. Waste Management’s current MRF, located in West Jordan, will continue to operate until the new facility opens.
