Villainous Headcanon: I can see this taking place before GoldHeart made a rule where only Golden Rule Members are allowed to enter Golden Cities.

GoldHeart, being territorial would tell them to get out of his city as they are disrupting the order and way things work with their presence ("And stop trying to fight my Arch-Nemesis, your ruining my perfectly crafted plan I made to deal with him!")

And Flug would play it by ear and is like "Get out of the way! You're not the one I'm after!"
