(Bloomberg) — Taiwan Semiconductor Manufacturing Co. founder Morris Chang warned that efforts by governments around the world to build domestic chip supply chains could push up costs and yet still fail to achieve self-sufficiency.
Speaking as Taiwan’s envoy to the Asia-Pacific Economic Cooperation leaders’ virtual meeting, Chang’s comments come as Taiwan’s dominant position in the semiconductor business has come under pressure, amid a widespread global chip shortage and calls in Tokyo to Washington and Beijing for domestic chipmakers to increase self-reliance.
“Free trade over the past few decades has significantly boosted the development of semiconductor technology,” Chang told reporters Friday night in Taipei. “More complex technology has led to the supply chain going offshore,” he said. “If we try to turn back the time, costs will go up, technology development will slow down.”
While not naming any specific country, Chang said governments may still not be able to build a self-sufficient supply chain after spending hundreds of billions of dollars and many years on it.
The administration of U.S. President Joe Biden is proposing a $52 billion bill to boost chip production and bolster semiconductor research and development on U.S. soil, and the European Union plans to double chip production to at least 20% of world supply by 2030. Chinese President Xi Jinping has appointed his economic czar Liu He to oversee the country’s efforts to reduce reliance on TSMC and other foreign chip companies.
Chang continued to champion the foundry business model he pioneered, which has led to global chip production to be highly concentrated in Taiwan, particularly for cutting-edge semiconductors that are used in smartphones and servers. But TSMC is now gradually departing from that path with various overseas projects. The company is building a $12 billion factory in Arizona, planning expansion in the eastern Chinese city of Nanjing, and mulling over a specialty technology plant in Japan.

Introduction
Chip shortage typically occurs when there is some sociological or physical change that prevents certain chips from being produced in large enough numbers to satisfy demand. A severe case of chip shortage occurred in 1988 after a pact between American and Japanese chip manufacturers resulted in severely reduced production. Changing to newer production methods also causes chip shortages as the new factories are not built quick enough to meet the demand for the newer chips. An example was the shortage of smart card chips in 1999, another was during the rationing of other types of chips in 2004. The 2011 Japanese earthquake led to a period when it was difficult to source all the parts needed for various systems.
Chip shortages can have a major effect on the electronics industry where manufacturers change their sourcing of chips and suffer major loss of profits, such as when PC manufacturer Gateway switched from Intel to AMDmicroprocessors in 2000. Some manufacturers may find themselves having to redesign their products to take account of the shortage of certain chips, or have to leave design options open to allow alternative chips to be incorporated into the design.
Cases of shortages
In 1988 there was a shortage due to high demand. Workers at seven Hitachi corporation factories had to work through their summer vacations to meet demand.[1] In 1994, there was a shortage due to new technologies being developed. The newer manufacturing processes required significantly cleaner “clean rooms” and many batches of integrated circuits were discarded due to manufacturing errors.

The COVID-19 pandemic caused disruptions in supply chains and logistics which, coupled with a 13% increase in global demand for PCs owing some countries’ shift to a stay-at-home economy,[4] impacted the availability of key chips necessary for the manufacturing of a broad swathe of electronics.[5] The pandemic’s impact on the manufacture of semiconductors in South Korea and Taiwan was cited as a cause for the shortage, with constrained supply impacting industries as broad as console gaming and the automotive industry.[5][6]
In February 2021, market analysts IHS Markit were cited by the BBC as forecasting the impact of the dearth to last through to the third quarter of 2021; lead-times on chip supply at this time had already extended to 15 weeks, the longest lead-time since 2017.[6] By April 2021, lead-times for semiconductors from Broadcom Inc. had “extended to 22.2 weeks, up from 12.2 weeks in February 2020.”[6]

Causes
The 1986 U.S.-Japan semiconductor trade pact was designed to help U.S. chip manufacturers compete with Japanese companies. This resulted in severe cuts in Japanese production [8] A 1993 DRAM chip famine was caused by a factory explosion at the factory which produced 60% of the world’s supply of resin used in chips.[9] From 1993 to 1994, there was a glut of chips and companies lost incentive to build new leading-edge factories. When the new generations came out, there were not enough factories to produce the new chips.[10]
An earlier chip famine might cause a slump in the market, which would result in fewer chips being manufactured. When the slump is over, the demand might grow too high for the companies to fulfill, resulting in a second shortage.
New generation chips are difficult to produce due to manufacturing capabilities. In many cases batches of product are discarded due to manufacturing defects in the first few runs, resulting in manufacturing capacity that could have gone to producing older chips not being used to ship newer chips either. Furthermore, customers often want the newest chips available and may not be willing to settle for older chips, so companies must wait for newer chips to put into their products.[11]
Conversely, older chips can also be subject to chip shortages. Older chips made on “mature node” equipment can easily go into shortage if demand spikes, because the production lines have already been fully depreciated and optimized. There is no easy way for chip foundries to scale up their production of older chips, because the capital costs of setting up or expanding chip production lines are so high that they are economically justifiable only for new lines featuring the latest technology. This is what caused global shortages of older chips in 2021 during the COVID-19 pandemic.[12]
1986 chip pact

Using the jewellery making skills i have developed in my part time job at the bead shop i created some waist beads. These differ slightly from traditional waist beads which are threaded to tie around the waist, my creations are threading onto monofilament (a nylon fishing wire) and secured with crimp beads and a clasp in order for a model or buyer to take them on and off easily. The use if double crimp beads also adds security for the beads if the clasps ever breaks. In addition to this i have added a extension chain at the back to make the size more inclusive.
When choosing the beads, i considered the colour meaning, the colour contrast between the beads and the skin and took inspiration from a moodboard of images i created.
The most difficult aspect of the technique is the fiddlyness of the tiny seed beads. Made from cezch glass, the size 6 beads measure at 3mm.
Another diffulty i found was working out the messurments and quality of beads needed when working with 2 sizes of beads. Although seed beads are the tradition bead used, i have also considered experimenting with larger beads of other materials such as resin and wood.

Notes in my studuo diary show how i worked out length and quantity by measuring beads individually and then as a sequence to see how many would fit into the pattern.
i had hoped to use these in 2 ways:
1. as part of my inspiration images, i wanted to photograph my creations on black models in the photography studios combined with traditional fabrics and hair styles. 
2. i wanted to experiment with ways of inciroerating the ebads onto the canvas, phsyically attatching them or draping them over or around of a 3 dimensional effect. i would place them either around the edge of the circular canvases as they share the shape or over the top, layering like colleges as though the paintings are wearing them. it would be inetersting the photograph this and cature the collage in 2D again.

50 Possibilities
1.    Through my 4 week project I worked with a range of materials, one of these being cloth. I had only ever considered sewing material but this time I used it as more of a sculpting material which led me to the idea of sculpting a interactive scene by folding and laying material. That then gave me the idea of expanding this into maybe a miniature world. I could use different material colours and way of shaping it to create a world out of cloth. 
2.      A project earlier in the year led me to create a space painting in which I hung paper clips over the front as this piece was to represent all the junk floating in the atmosphere. At the end of this piece my tutor challenged me on scale which gave me an idea for a similar interactive piece where I could craft a globe coming out of the background and use other pieces to create a 3D background but to then use recycling/junk to hang so the scale is increased. This then creates a space where you can stand in all the junk and really get a perspective.
3.      Expanding off of this I could even just consider creating a final major piece that represents a current issue in the world or society that really puts it across in the exhibit. 
4.      On the contrary I could possibly come up with an idea that represents something positive in the world to give people something uplifting to exhibit.
5.      Over the year I worked with a range of new materials and machines as well as artists and I could maybe create a piece including each stage of my journey just by taking one part from each stage to let them create a piece on their own.
6.      Like the artist I have researched and small pieces I have made along the way I could consider a more complicated piece working with shadows and look into how I can take this a step further.
7.      Another idea I could try is to create a line of coherent pieces, possibly I could paint a repetitive picture but each in a different media or this in 3D by creating a repetitive sculpture each out of a different material. Or I could just make multiple pieces that come to create one exhibit. 
8.      As I researched in my 4 week project I could take the idea of using only recycling only to inspire and idea as I wanted to try this on a larger more professional scale while I have the facilities and space. 
9.      Before starting this course I had a plan to learn a bit more in electronics and animatronics as I have always been down the props route so I wanted to do a simple animatronic to gain a base of skills within that part of the prop industry so I can keep the idea in mind of how I can adapt something to include this idea.
10.   I looked at the artist Alexis Noriega who makes mechanical wings that are like costume props that take a lot of detail so maybe I could go off the props route a little and make a crafted look like I would make props but formed in a way that it can be worn. This would give me a knew outlook on prop making to be making them in such a different form.
11.   I could consider choosing one object such as a book and make something out of as many or as little books as I want. I could use the covers to add to the piece or fold the books. I could do this with anything like chairs. Only limiting my self to an object but not quantity or process as I feel the idea of this process would add a lot of interest to the piece its self.
12.   An idea I could take from my 50s project could be to create coherent pieces that are also a sort of puzzle. I could look into engineering interlocking systems and maybe find new materials to work with as well as deciding between more 2D or 3D. 
13.   Another idea I have had is that I could possibly create a prop of something that doesn’t seem very interesting that can open or transform into a completely different piece that is a lot more vibrant and unexpected. I am thinking of taking ideas from a boring every day object.
14.   I have recently been interested in practicing with Styrofoam as I feel it would be great to have skills in as I continue in to the prop making route. Maybe I could try a large sculpting piece carving Styrofoam and experiment with decorating and finishing it to get more knowledge on working professionally with this material.
15.   Similarly, I can maybe attempt to create a sculpture through casting as I haven’t had much of a chance to work with resin or take a professional cast of my sculpt however I don’t know how I would make this into an exhibit.
16.   Like the recycling idea I could just go around buying or collecting on wanted items to possibly create a piece or a sculpture. It would be cool to try and bring a load of objects in to one piece. Working with the objects to connect them up in some way.
17.   I could consider creating a large canvas collage using all the materials I have worked with this year. I was originally thinking not creating an image, but I could consider this too.
18.   To stick to my props career path, I can look into props and attempt a replica but put my own twist on it. As a replica wouldn’t show my design skills. I could maybe even take inspiration from multiple props.
19.   Another idea could be to get the public involved and display my final major of them reacting to a piece I have made. 
20.   Maybe I could work with the out doors or something already set up in an environment and design a piece/ create a space within it to completely change its look.
21.   Another source I could consider getting all my materials from nature and working with what I can find. I could plan to build a structure out of branches and use smaller things for decorations well as letting the materials I find inspire me.
22.   Rather then applying materials I could create a piece by carving or taking away from my material using a scalpel by using a large piece of paper or something like cut out a design that creates an intricate image.
23.   Further in to new knowledge I could possibly create a piece using computer programming to try out machines such as a laser cutter, 3D printer and maybe other machinery I don’t yet know. This would help me prepare for my university choice as well as they now work a lot with 3D printing for modelmaking.
24.   In my 4 week project I found a lot of materials could be used to create pieces through folding to shape them so I could maybe try to take this to a new level by creating a large piece of something just by folding either one material or various.
25.   I could consider the idea of creating a piece that works in layer. I not sure how as this is a more open idea but to create a piece either built in layers or comes apart in layers could be interesting.
26.   Like the idea I had about limiting my self to possibly on specific material or area I could limit my self to just one process e.g cutting, painting or others as this could direct my piece but it might make it difficult.
27.   Another idea that could be interesting would be to let other people pick out my materials, so I don’t have any way of planning until I know what they have chosen.
28.   Something I could consider is playing with state e.g solid, liquid and gas as maybe a theme or my materials.
29.   I could use junk or recycled materials but use working electronics to create a piece that moves or something, this will also limit what materials I may find.
30.   I could maybe create a piece that is interactive by being able to change its shape through touch.
31.   I could not only create a material often seen as tough to be soft I could also challenge the dimension materials are often used to work in like my realization within the 4-week project with cloth.
32.   I could create a piece to represent all the diversity of art styles by using a range of different styles to create a piece as again this could really bring up some different ways of working in the future as well as making an interesting and engaging piece.
33.   I created a painting early in the course by putting everything into block colour and shapes to still capture the image but take away almost all the detail so this is a concept I feel would be good to consider as possibly apart of another idea.
34.   Similarly, I could research into a specific art style I haven’t really looked at or worked with before as this would teach me a completely new skill within art and I could consider applying this to whatever I make.
35.   From my 4 week project I could possibly attempt to upcycle a large item that would otherwise be thrown away. This could either be the piece or be built of to create a piece, but I feel this idea would really direct my piece.
36.   I could research into ways prop making skills are used to make things out side of props e.g costume to gain more skills within the industry but to also expand my making skills in general.
37.   Maybe I could research into a target audience to inspire a piece as well as learn some techniques to direct my piece to entertain and engage people as from a career point of view this is a very key feature.
38.   I could possibly play with junk that still works but play around with sound so that it creates or represents a message.
39.   One idea could possibly be to use materials that in no way match or look good together to try to create a piece that works.
40.   I could take inspiration from one specific artists work to either remake their pieces in a completely different way or create a piece completely based off of what inspires them.
41.   Maybe I can make a piece that is interactive by moving around people to involve them without them having to involve themselves as this might gain more interest as well as creating a fun feature for my piece.
42.   I could make a replica of something however of something natural so I have creative licence for the expression or pose of what I make as this could really contribute to my skills in detail.
43.   From pathway I learnt about stop motion and this is possibly something I could try again as making the models for stop motion is possibly something I want to do.
44.   I could maybe choose a story to inspire my piece to give me the meaning to work of while designing my piece.
45.   Another thing I could do is buy in all new things for what I want to build so that I have completely free range of ideas however the only worry with this is budget.
46.   Like the idea of basing a piece off texture I could try coming up with a piece based round one texture or finish such as shiny.
47.   What I could do is take 4 or 5 ideas from this list to make a range of piece and then in some way bring those together either in the way I display them or merge them together.
48.   As I haven’t worked much with sewing and clothing material, I could maybe build of a stuffed toy to create a character with a lot of personality by sewing onto it.
49.   I could possibly create a working prop where its interactive by doing what you’d expect e.g I could make a tree that maybe drops leaves and can change with the seasons or make a flower that loses petals.
50.   I could maybe attempt a futuristic, hyper reality theme by taking anyone of these ideas and adding this into the planning.

Or final, green and with a leaf on it. The inbetweens where its neither this or that, uncertain. I assume im a doing something wrong.
I notice that as a programme running when i am doing my body work. A sense that i am not paying attention where i should be paying attention. I notice the feeling and when it dissolves more attention is generally availble and flowing.
I am feeling like now. Oh! This is not what i wanted to start the post with. 
Its because R is around. Otherwise i would be more contemplative. I should have this, i should have that. I havent this, i havent that. 
And its not entirely just the whiner programme. Had i woken up early i would ahve had more quiet time. But for that i have to sleep early. 
Now that it is what it is, i didnt sleep early, i didnt wake up early, things arent going picture perfect, but they are not bad either. A chunck of the sticky can see that. Its sticking. Stuck like resin onto how it should have been. This is the  cant-let-it-go resin.  Can let anything go. Want to stick to everything and anything passing by.  Like an ocptopus with a million legs and holding on to everyhthing passing by and being pulled in infiinte direction.s 
Imagine if it suddenly lets go, what a whack it would get from all its legs combined recoil.

Where have i seen this play out in loop. My mother. R has turned into my mother this morning. R keeps turning into my mother. 
That when i hate him. Hate is strong. Intensely dislike. When he keeps driving home this point of how one is not doing what what one is supposed to be doing. That what and who one is,  isnt ideal. 
This was beginining to feel like a whiny pointless post with zero insight. 
And R calls up his mom to ask if she minds  onion in the kadala curry he is making. We are taking puttu and kadala over with us when we go to visit them today.  I would have thought it odd the affection he bestows on his mother. And early on when i met him, he wasnt so expressive with his affection towards his parents. A 54 year old man being being possibly moer affectionate with his mom that i am with mine. In my own conditioning, formed by acerbic relations between my mom and her mom-in-law and my father’s absence, that i never got a clear idea of my fathers relationship with his mother. What  do i mean by that? I suppose we form neural pathways of expectations based on what we are exposed to. Somewhere in my liberal hyper-independent idea of the free woman, modelled along the independent man,  was one who didnt need anyone. And so it seems strange, for the adult man to express his affection for his aged mother. He can take care of the financial and social obligations et al. But to express geniune affection outwardly. How unstoic. 
ANd how human. To actually accept and acknowlege ones need for this primary connection to the world. Than hide it in thick layers of indifference and independence as expression of masculinity. 
And somewhere, the articulation of the Oedipus complex lurks suspiciously, watching out for abnormality in everything and everyone. That if one thing that has been named and labelled, and its all just that. 
I know that its my own possessive tendencies and programming that assumes that every ounce of the adult male’s attention must be and must only be directed towards his “legal” mate.

My neutral viewing and expereince of admiration shifted slowly and clearly towards disinterest and and veiled criticism. Basically, to put it simply, i found more faults with the film in the last half an hour after the greens than i did in the whole one hour before that. To the extent that i even found a scene dishonest and without integrity.
Now the question that i wont ever have a real answer to - is if the scene actually had elements that lacked a certain integrity and congruent with the position taken by the maker. And my envy allowed for a critical lens, or a wiping out of rose tinted admiration?
Or it was a discouloring and distrotion of the viewing experince, from the sensations expereinced?
I dont know. 
Maybe what i am trying to ask is - is there any use of this sensation or expereince of envy. Does it serve any purpose in the larger sense of things? Because everything does, no, if we go by the idea of interconnectedness. Even the weeds have uses, unknown to us.
The sensation is sure unpleasant. It immediately put a distance between me and R and even E. 
It created a distinct expereince of seperation. And with it came thoughts of security, or more like insecurity. Discrediting the other in someway as being weak. The need to claim, reclaim power. “ yea. When i have hung out with her husband, i was also quite intensely attracted to him”. 
And also raised aloud once again the nature of commitment. Between R and me thats an on going conversation. How does one arrive into a mature sensible relationship.

Quite timely that R opened the trunks. We intend to keep some sheets for us, and for people who visit and some for the stiching classes and send the rest to La. Maybe there will still be enough to generally give away. 
R and Rc are bantering int he kitching. Waiting for some sense of satisfactiong and lcarity i stick onto the word doc. Inspite of raging hunger and the smell and sight of mangoes.

Fan spoke specifically about Chinese people’s eagerness to assimilate and become “whitewashed” within the pursuit of wealth and status, an internalized racism incubated by the classism and anti-blackness deeply rooted in Chinese culture. “Soft Goods” speaks to the complicity involved in proliferating white supremacy within the marketing of goods, product design, and the standardization of a lighter-skinned ideal. This accountability is a rare component of socially engaged art, which in this case speaks to the East Asian experience as one that has both contributed to and been damaged by racist systems.

By warping the perceived roles and aesthetics of everyday objects, Fan makes space for multiple marginalized identities and conversations. Fan asks a question that simmers beneath many current national discussions governed by identity politics: If we are truly more than the sum of our parts, can’t society allow us to decide for ourselves what our parts are? 
No Clearance in the Niche continues at the Museum of Arts & Design (2 Columbus Circle, New York) through April 30. Fan will co-host an event called Feminine Presence with neurologist Dr. Lauren Silbert on April 22, 1–4pm, to teach how estrogen is produced in bodies and in the lab.
