A member of the Westside La Habra gang that is tied to the Mexican Mafia, Parga was found guilty of second-degree murder and sentencing enhancements for being the triggerman in the fatal shooting of Leland Washington, an African-American Cal State Fullerton student with no gang affiliations who was attending a Halloween 2006 party in La Habra.

Investigators and prosecutors originally surmised Parga killed Washington because he was black and to further the activities of the Westside gang, which like many Latino gangs in neighboring Los Angeles County has ties to the Mexican Mafia. Those gangs have for years targeted African Americans to drive them out of LA neighborhoods.

But Senior Deputy District Attorney Jim Mendelson would tell jurors Washington was part of a group that had been kicked out of the party and later returned to hang out outside, something that Parga considered disrespectful to his gang. After the party host warned his invited guest Washington and his group to leave, Parga walked up to the student athlete and shot him four times with a .22-caliber pistol. A bullet ripping through Washington's aorta, liver and small intestine caused him to bleed to death internally.

Parga's attorney, Ken Morrison of the Orange County Alternate Defender's Office, said authorities got the wrong man, according to a City News Service report that adds Parga fired Morrison and represented himself at today's sentencing in Santa Ana.

Imposing the 50-year term, Judge Steven Bromberg called Parga a “coward,” reports City News Service's courtroom reporter Paul Anderson.

“This was a senseless and a very, very stupid killing of a young man about to graduate college,'' said Bromberg, referring to Washington being a semester away from bachelor degrees in accounting and business administration. “The defendant's conduct was about as cold-blooded as cold-blooded can be, and that's what makes you a coward.”

Parga also got his chance to address the court, saying he felt Leland's brother, father and sister bore “animosity” toward him. Thus, he directed his comments to Bessie Washington, Leland's mother.

“I know there's nothing I can do to bring (the victim) back and I'm deeply sorry about what happened to him. To you, specifically, I want to say I'm sorry about what happened to your son.”

The future husband and wife are also planning to attend an Extraordinary Plenary Session of the Madrid City Council, in which they will receive the Gold Medal of the city; a visit to the headquarters of the Community of Madrid, as well as to the Moncloa Palace.

Don Felipe and doña Letizia, who wore a white jacket with a fuchsia shirt and a lighter pink coat for the occasion, were greeted on arrival by the presidents of the Congress and the Senate, Manuel Marín and Javier Rojo, respectively. Next, the couple went to the Lobby of Isabel II where, after greeting the presidents of the Constitutional Court, Manuel Jiménez de Parga, and the General Council of the Judiciary, Francisco José Hernando, they proceeded to sign the Books of Honor of both Chambers. Don Felipe wrote a warm dedication in each one of them and, later, his fiancée signed them too.

After the brief photo session, the couple went to the extension building of the Congress, where the lunch was held. In the lobby of the formal dining room, the future husband and wife greeted the members of the Congress and Senate Tables and the spokespersons of the parliamentary groups of both Houses. The menu, served by Arturo, consisted of pencas and chard stuffed with seafood; loin of sea bass with raisins, pine nuts and honey vinaigrette; mosaic of dessert fruits; and sweets and coffee. All accompanied by Gran Viña Sol (white wine) and the Castillo de Ygay rioja.

MANILA – Several officials of the Philippine Health Insurance Corp. (PhilHealth), including its president and CEO Ricardo Morales, have signed bank secrecy waivers allowing the Anti-Money Laundering Council (AMLC) to check their transactions amid the alleged irregularities within the agency.

During a joint House inquiry into the alleged corruption in PhilHealth, House Committee on Public Accounts chair Mike Defensor bared that Morales was one of the 14 high-ranking PhilHealth officials who have already signed a bank secrecy waiver.

The other officials were executive vice president and COO Arnel de Jesus, senior vice president (SVP) Dennis Mas, SVP Rodolfo Del Rosario Jr., SVP Jovita Argona, Acting SVP Nerissa Santiago, SVP Renato Limsiaco Jr., SVP Israel Francis Pargas, VP Oscar Abadu, Corporate Secretary Jonathan Mangaoang, VP Shirley Domingo, Area VP Walter Bacareza, Area VP Francisco Soria, and Senior Manager Bernadette Lico.

“Binibigyan nila ng karapatan kung sino man ang mag-iimbestiga na tignan ang kanilang mga bank accounts ([The waivers] give probers the right to check their [PhilHealth officials] bank accounts)," Defensor said.

In the previous House hearing, Deputy Speaker Luis Raymund Villafuerte dared PhilHealth officials to sign a bank secrecy waiver in the spirit of transparency.

Eight officials have already agreed to sign the waiver last week, but Morales was not able to commit as he left in the middle of the hearing due to a “nausea attack”.

Resigned PhilHealth anti-fraud officer Thorsson Montes Keith has earlier claimed that some PHP15 billion of the agency’s funds had been pocketed by some corrupt officials.

Keith also claimed that all members of the state firm’s executive committee composed the “mafia”, which had been allegedly siphoning funds from PhilHealth in the past years through fraudulent transactions. (PNA)

PENTÓN [email protected] Panama's deputy minister of public security on Friday made a final offer to Cuban migrants staying at a temporary shelter in that nation: $1,650, a plane ticket to Havana and a multiple-entry visa that would give them legal entry to visit the Central American nation. The government's offer — an attempt to resolve the dilemma for U.S.-bound Cubans who got stranded in Panama following the end of the so-called "wet foot, dry foot" policy in January — is limited to those staying at an encampment in Gualaca in the western province of Chiriquí. "The option I am going to present is a voluntary repatriation process. It is the way to obtain a visa to return to Panama legally and have seed capital to procure a different future for you and your family," Jonathan del Rosario told more than 100 Cubans gathered in the dining room at the Gualaca shelter. His address was videotaped and shared with el Nuevo Herald. The financial aid, for those who accept the offer, will be handed over at the airport, before they board the flight to Havana. It is intended to help them launch a private enterprise that would allow them to become self-employed. Those who opt out, may return to the country where they entered Panamanian territory or continue their path as undocumented migrants. "You have free will," said Del Rosario. "Panama and Cuba have diplomatic relations and this option has been done in consultation with representatives of the consulate and the Cuban Embassy in the country." The migrants have until July 31 to accept the proposal. The Cubans at the shelter are among 128 who were transported there in April, after the government shut down another facility in Panama City run by the Catholic Church's Caritas agency. Nine have since fled the Gualaca shelter. Those who agree to return to the island will be offered a pre-registration visa application, which will allow them to obtain an interview at the Panamanian Consulate in Havana for a tourist visa. The tourist visa would give them permission to enter legally multiple times to make purchases for their businesses, Del Rosario said. For migrants who have been out of Cuba for more than two years and, as a result have lost their legal residence status on the island, the Panamanian government would help facilitate their legal return. Yelisvarys Pargas, one of the Cuban migrants in Gualaca, told el Nuevo Herald that although the proposal seems like a good offer, he distrusts the Cuban authorities. "To this day we have no response from any country," he said. Also not possible, Del Rosario said, was legalizing the status for undocumented migrants who entered the country illegally. "There are other countries that have different immigration policies. Maybe some of you want to return legally to Ecuador," Del Rosario told the migrants. "What we cannot do is send you to a third country if we do not have the guarantee that the third country will take you in." Following the deputy minister's presentation, many of the migrants expressed their doubts about the proposal, arguing that Cuba does not follow the rule of law and that they fled the island's government. Del Rosario told the migrant that so far none of the people who have been returned to the island (more than 90 since the signing of the deportation agreement between Cuba and Panama) have filed a complaint at the Panamanian Embassy for violation of their basic rights.
