I think an often overlooked aspect of secret boss criteria is the fact that they at one point tried to go against their given fate in the world.
Spamton was at the beginning just a spam email which apart from often being ignored, also often fail at scamming majority of people since most people know how to spot scammy emails. Spamtons desire to be a big shot is an attempt to go against this predetermined fate that ultimately failed.
Jevil was just a jokers card which in most games of cards is not used in a typical game. While a weaker case than spamton, jevil did want to be free so that he could play with others in his own sadistic way which you could say is analogous to wanting to be part of the game of cards which his role as a joker did not allow.
Going against fate or the uselessness of going against fate is a theme present deltarune, such as how Toby said Deltarune would only have one ending regardless of the choices you make. The entire point of the game is that the fun gang are fulfilling the prophecy. The narrative is drilling in our heads that our choices don’t matter which is a theme I think will carry on to the secret bosses.

Crackpot Theory: You know how if you defeat Jevil in one savefile, at the start of ch2 in a different save file without defeating him, Seam is like "didn't you defeat him tho??" And then you find his shadow crystal in a hole?
After completing Ch3, or some kind of Secret Boss Part A, you pick up the Shadow Mantle. Hell, maybe you'll pick it up in Ch4 or 5, who knows?
Maybe Seam, at the end of the chapter you find it in, gives you some quip about "If only you'd found that earlier, you could have defeated your adversary..." then lo and fucking behold, in a different save file at the start of Ch3, you find it in a hole.
