You're dragging this unit and you're dragging Jay through the mud with you, and you're going to lose them both. So, yeah, I made a call.

Hi! Is there anyone that decides when a sex scene is too much for TV? There are shows like Game of Thrones and Outlander that show really really graphic scenes, but shows like Chicago PD don't. The hottest scene they have aired is Upstead in 9x09 and it was hot it still wasn't near what other shows have filmed. Is there someone that says yes or no about how much they show?
Hi! There absolutely is.
The main difference between the examples you chose is that shows like Game of Thrones and Outlander air on streaming services rather than broadcast TV, so they have much more leeway for what they can show.
When it comes to broadcast shows like Chicago PD, their network will have a department called Standards & Practices, or some synonymous term. They decide how they want situations involving cursing, violence, drugs/alcohol, sex, etc. to be portrayed on their network. So yes, they absolutely would have a say on how much was shown in an episode like 9x09. Generally speaking, sex scenes are supposed to serve some plot advancement, be clearly consensual if they're shown in a positive light, and there is no explicit nudity allowed.
Spiridakosstyle and I were actually talking about this recently (we had a point, we weren't weird about it 😂) but it's one of the reasons we chuckle when fandoms come up with theories that parts of sex scenes are improvised by actors. They are very, very choreographed for everyone's comfort, and to ensure that limbs and lighting are obscuring things that Standards & Practices would frown upon. CPD actually got away with more than I would have expected for 9x09. However, when you watch the actual aired version and not the brightened versions we've all grown used to seeing in fandom edits, the darkness does obscure a lot.

ya'll can disagree all you want with me on this but jay's exit last night and him these 3 episodes in general made sense to me.
sure was his whole personality a 180, a little, but i think it was inevitable to happen. we've seen characters many times who get close to voight reach their breaking point, we see them lose themselves in trying to be who they aren't. . it's been shown time and time again, you want to emulate voight, there's a price to pay. we hear jay say it to voight in 9x09 "it's the price we pay for you"
i think after the s9a fallout and jay telling voight "you bring me in and we figure a way out" was the turning point for this change we see in jay in the first 3 episodes of s10, it wasn't obvious as it has been these last 3 eps, but it was there. he's getting close to voight because he's seen it destroy those he loves and he wants to protect others from that, mostly hailey. voight has no one in terms of family, however he needs someone in his corner so he doesn't completely fall off the deep end, and jay steps into that role because he feels like he has to, because he feels like it's the right thing. are the choices he's making in these 3 eps the right ones, no, because in him doing what he believed was the right thing, he lost who he truly is.
the climax of 10x03 snaps jay back into himself, "we're doing it again" and he can't handle the person he became because he wanted to keep voight in check. he lost himself in trying to protect those around him. so him quitting the cpd and rejoining the army in a special-ops is what he needed. he needs to see a clear picture of right and wrong again, he needs to find his moral compass again. and yeah it's massive blow for haliey and their marriage, but she understands that he needs this, he isn't himself and he needs to find that again, she wants that for him as much as he wants it for himself. she understands not only because she loves him but she too lost herself in the job, she says in 8x03 that going to nyc for a few weeks to work with the feds is "what i needed at the time", so she gets that this is what he needs now. the final upstead scene broke my heart, that emotion from jesse and tracy was palpable and damn that scene will always hurt
while i hate to see him go, it was done in a way i think was honorable to the 10 years jesse lee soffer dedicated to this show and his character. and hell if he is proud of the episode and his work, then i am too.
feel free to disagree with me, these are just my thoughts

Crossed Paths on AO3 19th September
Hi!
I was 14 when CPD aired, and I've watched it ever since. It was one of the first shows I took an interest in, even being an ocean away. I found my way through online directs and dubious websites because I couldn't watch it in my home country. Until it premiered, a couple of years later, and it became a family show. We even have some private jokes related to it, and we are currently watching season 9. Although I know what's going to happen, I haven't watched the episodes, apart a couple of exceptions, like 9x09 and 9x13. Jesse's last episode will be an exception, because I won't be able to wait that long to find out what happens to his character. I can't believe I'll have to go through it twice, and I'll soak up every moment of it.
I have to say that even though I'm not as heartbroken by Jesse leaving the show as I was when I first learned about it, I'm still not ready for it. This is such an abrupt departure. I wonder if this is why Upstead happened and why it happened the way it did. Even so, I'm glad it happened. It was amazing while it lasted. However, I can't stop thinking that this is the beginning of the end. I'll remember all their moments through the awesome edits and videos the fandom made, and I will cherish them forever.
I'll keep watching the show, absolutely, until the very last episode. There are still a lot of things I love about it, and I will enjoy the show in every other way I can. I hope, with all my heart, that there is a chance for him to come back, even if it is on the very last episode of the show, or Tracy's last episode. Because that is the only thing that makes sense. Jesse gave so much of himself to Jay, and I cannot believe they will give him something other than a well written exit.
I'm sad for the things we'll never see happening, and for all the Upstead moments we'll never watch. I believe Jay is the heart of Intelligence. Who is going to keep an eye on Voight? Who is going to protect the unit? Who is going to show the other side of policing? Who is going to play the soft, big-hearted man that sees the best in people and does more than he should to protect them? Who is going to take his place and be the second in command? I have no idea what the end will be like, but my heart already breaks for Hailey. I know it's going to be hard to watch, and I can't see her go through another possibly heartbreaking moment.
The whole 'The unit is going to be yours one day' dream was crushed in the worst way possible. I always thought that's how it was going to end, that's how it's supposed to end. With Voight passing the Unit to Jay and I can't believe that was taken away from us. It's not just about Jesse leaving, it's about all the expectations that I had for the show. I truly hope they have the time to give Jay, and Upstead, the ending they deserve. I won't settle for less, even if I have to imagine it myself. Their connection is strong enough to get through this, and they deserve it.
It was an honour to watch Jay grow from this insecure person, getting in trouble for following his heart and the people he cared about, to a very mature man, with a great sense of humour, sure of what he wants, loyal to the people he loves, confident enough to stand up for what he believes in, still with the biggest of hearts. I grew up along with him, and for that I will always be grateful. I learned a lot from watching the show, and Jay's journey. 10 incredible seasons, over 190 episodes, countless hours on TV, many Wednesday nights, one character that will be in the memory of so many.
Jay, Upstead, will always have a special place in my heart, as well as CPD, and all the other characters and actors. But his journey as an actor is not over, and I'm excited to see what's next.
Having said that, I have decided to stop writing about Upstead. I will post what I have, and then I'm done. I started this fic in January and finished editing it in July. I have a couple of one-shots, including first wedding anniversary, written down and that's it.
I also can't write about the end of them, I can't imagine anything else than what, I believe, we were all hoping for, kids, being Sergeant of Intelligence Unit... I'm sure some of the writers in here are going to do an absolute incredible job, maybe even better than the ending we'll have, and I can't wait to read their work.
I started writing a year ago, and it was a good journey. I learned a lot, the most rewarding thing being that I developed writing skills in my second language. Thank you for being on that side.
All the love ❤

is it all over for you in general with 9x09/9x22 or only really after 10x03?
This is entirely dependent on how 10x3 goes. If Jay is still living offscreen, then I’ll maybe go back and re-watch what’s going on in 10. But I still don’t have any intentions of watching live when it airs.
However, if the writers do something stupid then that’s it. CPD ended at season 9.

I know that sounds weird but when Jay said to Hailey "I don't wanna start my marriage with the woman that i love out of prison" in 9x08 sorry if I misquote it... and then Jay made the "deal" with Vo *ght did in 9x09 that he was already in a "prison" through Vo*ght's influence if you know what I mean until Hailey reminded him in 9x22 who he is? and thus freed Jay in a certain way... because even after Jay's "deal" with Vo*ght, I had Hailey herself "freed" from Vo*ght and Jay "saved" her and she was in the " finale" Jay "saved" in return
That makes sense. I like how you said that Jay "was already in a 'prison' through Vo*ght's influence". If you really think about it, everyone in Intelligence is in some sort of "prison" because of Voight's influence. He is their boss, which means their jobs and ability to be a cop are in his hands. If they do something Voight doesn't like, for example, trying to stop his dirty policing style, he could easily kick them out of the unit. Voight has so much influence in the CPD; he knows how to help and ruin someone's career.
Now, I think Voight cares about each person on the team and would do anything to protect them; we have seen that countless times. But he still has the power to ruin anybody's career if he wants.
Hailey's actions in 9x22 showed us that she has "freed" herself from Voight's influence. She doesn't care what Voight thinks or does to her career, she isn't going to blindly follow Voight risking her life or morals. Not anymore! I don't know if Hailey has "freed" Jay quite yet though. After the events of 9x22, I'm still unsure how Jay will act in the future. Was his argument with Hailey enough for him to realize what side he should be on? Or will he continue allowing Voight to bend the rules and follow his lead?
I guess we'll have to wait until September to find out!

If I could’ve changed anything [not that I think it’s absolutely needed-- those 2 minutes were amazing] I would have had Hailey at least verbally acknowledge Jay doing something against his moral code to get her and Voight out of this mess...
“It’s done.” “I’m sorry you had to do that for me.” “Hailey, I’d do it a hundred times over if it meant you were going to be okay.” “I love you.” “I love you too.” “Marry me, now.”
I’m just going to pretend some version of this discussion was had off camera.
