how many layers of shading/highlights do you use on average?
Well, it really depends on the picture and the type of shading I use.
But usually, not many. I'll generally only make one shading layer, and sometimes that's all I use. If I think the picture needs it, I'll add highlights. I usually end up with two layers for that--one just basic, blurry highlights to brighten the picture, and one for details. 
In photoshop I might overlay some solid colours or gradients over the whole thing to give the impression of coloured lighting. And sometimes, after I merge all the layers, I'll touch up the shading and highlights with burn and dodge.
And that's about it. Hope that answers your question!
