In my opinion, Skk probably didn't do a fake undercover marriage when Dazai was in the PM, because they were 18 at the oldest, but I bet they pretended to be fiancés.
Dazai wants to convince Chuuya they have to do a whole fake proposal to make it believable to their marks and Chuuya's just like "What's a proposal?" Which works in Dazai's favour because Chuuya's curiosity always gets the better of him. He tells him not to worry about it and that Dazai will handle it.
Several days later, they're undercover in a restaurant where they plan to serendipitously meet the targets and Dazai pulls the classic, "I didn't order these drinks, hey whats this in your glass?" Proposal, Chuuya almost freaks out because he has no idea why the whole restaurant is watching them, when they are supposed to be undercover, but Dazai pops the question and he catches on. The marks congratulate them, chance meeting achieved and Dazai got to be a dramatic theatre kid. All is well.
Until later when Dazai's annoying Chuuya and he says "It's a good job I did the proposal, you'd make such a mess of it, I'd have no choice but to refuse to save my dignity."
To which Chuuya obviously takes offence and bets he could out do Dazai's stupid proposal easily.
So every time they have to go undercover, they choose the same story and take turns proposing. Each one getting more and more ridiculous and convoluted. At least once it messes up the whole mission because they get banned from the establishment.
And each time the dumb little speeches they make before they say "Will you marry me?" get just a little more earnest.
(they also have fun breaking off the engagement multiple times coming up with awful lies as to what the other one did to cause it. This also got them barred from at least two places.)

Chuuya and Dazai after completing a mission
Chuuya (to himself): Right, just tell him that you think it's time you overcame your differences and started spending time together again without sounding desperately pathetic.
Chuuya: Dazai?
Dazai: Yeah?
Chuuya: I miss you so much it hurts sometimes.
Chuuya (to himself): Shit
Dazai: ...
Dazai: Right, I'm going to need you to never say that again.
Chuuya: Agreed.
A week later
Dazai: Chuuya? Have you seen my pen?
Chuuya: No.
Dazai: Damn... It's just I really like that pen... And I miss it so much it hurts sometimes.
Chuuya: ...
Two weeks later
Dazai: Man, I really wish they hadn't shut down that old noodle shop we used to go to.
Chuuya: Oh yeah, same I -
Dazai: It's just I miss it so much it hurts sometimes.
Chuuya: For the love of god
Later that night, Chuuya and Dazai stumbling home drunk
Dazai: I feel the same, you know.
Chuuya: Hm?
Dazai: I miss you so much it hurts sometimes.
Chuuya: Dazai if you're fucking with me again -
Dazai: It hurts when I see you laughing with your friends over inside jokes I don't get anymore. It hurts when I see you sat on the other side of the table during meetings, Tachihara in the spot next to you that used to be mine. It hurts when I wake up in the middle of the night reaching out for you only to realise you haven't been there in years.
Chuuya: Dazai...
Dazai: And what hurts the most is that I know this is for the best. Because no matter how much missing me may hurt, you and I both know that I only hurt you more when we were together.
Chuuya: Would that be such an issue?
Dazai (smiling softly): Yeah. It really would.

Pretty words hide ugly people, I don't know who told me that but assuming it's a phrase I think about if Dazai was told that.
Pretty words hide ugly people, echos as he's taught how to lie to make guests more comfortable. Pretty words, he thinks as he talks about his plans for the future, each lie making the sour taste worse but this is how you talk if you want people to like you. That's what his parents say.
Pretty words he remembers as he makes a deal for the mafia, as he talks his way out of the police station, as he recounts his day to Mori, as he flirts with Chuuya.
He can't remember who it was that first told him about pretty words but, he muses as he unwraps his bandages, they were right. He hums as he looks up at the dirty mirror, as he meets his own dead gaze, his words do hide an ugly person.

King Paul Verlaine, but people just call him king Verlaine simply because it sounded better, was waiting upon the prince, who was notorious for being late for almost everything for one reason or another, Prince Chuuya.
The king tapped his foot in impatience. 'there should be no reason as to why he is late-' he thought King Rimbaud placed his hand on Verlaine's arm "Patience dear he is a teenager and it is the morning" he said Verlaine nodded. "Will try my best" he replied.
meanwhile, Prince Chuuya was trying to stay asleep as one of the servants was trying to wake him up. "My Prince if you don't wake up and go to the throne room to meet your parents, king Verlaine will kill me" they said with panic. The redheaded prince let out a groan then sat up. "Fine" he grumbles and gets up, after stretching he gets ready for the day.
meanwhile not that far away was a thief. "I am NOT a pirate! I am a thief!!" yelled the figure with maroon eyes. "..that's the same thing..." said the figure in front of him wearing glasses "Yea Dazai I'm pretty sure they are the same thing.." said the figure with red hair next to the figure wearing glasses. The thief named Dazai had an appalled expression "Odasaku! My most trusted friend! Sides with a geek!" he said overdramatically "If that geek is my boyfriend named Ango certainly" said the figure named Oda. The figure wearing glasses speaks again "I am not a geek" they said Oda shrugs and Dazai nods "You're right Ango you are not a geek..." he starts to trail off and the figure named Ango looks at him septically "You're a nerd!" Dazai states confidently.

Imagine you're Dazai and you're 15.
You've just met this kid(also 15), who is loud and annoying and won't do a single thing you tell him to. Not only has he got a ridiculously strong ability but he has crazy control over it and he can handle himself in a fight. He's the leader of gang. The Port Mafia views him as a serious threat.
And you're forming your opinions as you're being made to team up with this brash annoying kid who keeps trampling on all your good plans with his own ideas. Clearly, he's used to doing what he wants when he wants and it grates on you.
The sooner this is over the better.
But then, it's not all bad. You don't really get to hang out with kids your age. Or kids in general, most of the people you know are adults (who also happen to be criminals). As annoying as he is, it's fun messing with each other. You go to an arcade together and make a silly bet.
He places his stakes, so you have to think of your own. Obviously, you come up with an ingenious idea. If he loses, this kid who does whatever he wants, he has to be your dog for life. It's the kind of dumb bet kids your age would make, right? You've heard that before.
You'll make him carry about some stuff with his ability and lord it over him for a while and it will be funny.
Only then his friends- members of his gang, The Sheep- walk in and he hides from them. Because of you. You are, after all, from a rival gang. You call them over just to mess with him.
And you watch the kid you got to know start to shrink. All his noise goes quiet. All his confidence dissipates. That annoyingly loud kid you've gotten used to, the one who won't do as you say, who argued back all the time, just stands there as his so-called friends chip away at him. You watch as they treat him like-
Like a dog.
