I know of a Master who grew attached to the idea of his servants wearing face masks during the pandemic. At first, it was just a sign of unusual times. But then he discovered there were other benefits. Even the most traditional heads of households occasionally find great new ideas. These masks did solve so many problems in one when you think about it.
First, of course, the health aspect. When running a busy household, all manner of nasty bugs are a possible risk. A face mask and white gloves are a good barrier to ensure important people, the managers and Masters of the manor, don't get sick. It also reiterates the stringent rules of hygiene and cleanliness all butlers must follow.
Second, discipline. The sight of a young lad done up to the nines in a tuxedo uniform walking around with socks and rags stuffed into his mouth and tape plastered over his lips, keeping him quiet, may be appealing to some. However, you must consider it could be frightening to Master's guests even if they are silently working away on their chores. The only issue really is remembering which of your service boys can speak and which can't! It may be many, many hours before the boy is ungagged. But then, one must be sure a servant has properly learned his lesson.
Third, anonymity. During training, many inexperienced butlers often cling to pointless ideas of individualism. That must be beaten out of them as soon as possible. By covering as much of their face as possible, the boy will remember he is but a cog in the machine. He is uniformed just like everyone else working towards one goal: the pleasure of the Master. He answers to the beck and call of a bell. There is no need to recognise faces or names when they are all just there to serve.
