"Gigantic bird-like beings that stand out for their bizarre appearance and hunting method. They capture prey with their malleable rib cage bodies akin to trapping something within a birdcage (hence the name) and later start pecking through the gaps to feed. The ribs can also extend to grasp larger beings and their seemingly hollow thin bodies allow for a silent flight, making them a threat to even humans. To complement the name the tip of the tail resembles a key.
Despite their vicious hunting nature younglings can imprint or be tamed as they grow"🗝

The 'Wisteria Porch' of Georgian Colonial design, was added to Endean, the Charles Summer Bird estate, at the turn of the century. It stretches 80 feet across the front of the mansion and is framed by a canopy of wisteria.

Any thoughts on how the fuck the Baumann Parahuman Containment Center became legal?
I imagine we can all blame Behemoth and Professor Haywire (and Cauldron of course) for that.
Think about it: prior to this, you had powerful capes like the original Protectorate and a lot of small time capes who were just getting started (like the original S9).
It's not going great, but it's not going terrible either. Capes are small in numbers and you could - theoretically - contain them in a prison with some alterations or have them be killed in the most dire of circumstances.
Then comes Professor Haywire, creating multiple portals to various Earths and causing endless diplomatic stress.
Then comes Behemoth, who seems to be what the end goal of parahumans; an utterly unstoppable creature that not even armies of capes can defeat. What if every cape, eventually, becomes that?
(We know that it was a theory after all, since the revelation that Leviathan was never human shocked Tattletale)
And of course, Cauldron is in the background, wanting to preserve as many parahumans as possible for Gold Morning and they've already been working to weaken gun laws and gun rights in favor of capes.
The Birdcage (which funny enough was not created by Dragon) would be that ultimate threat and weapon for the public government, and a secret stache of ammunition for Cauldron.
