PSU bank employees go on two-day strike; services hit at many places

Employees of public sector banks (PSBs) on Thursday went on two-day strike against the move to privatise public sector banks impacting normal banking operation across the country.
Many branches across different parts of the country were shut as the United Forum of Bank Union (UFBU), an umbrella body of nine bank unions including All India Bank Officers' Confederation (AIBOC), All India Bank Employees Association (AIBEA) and National Organisation of Bank Workers (NOBW) had given two day strike call.
As a result, services such as deposits and withdrawal at branches, cheque clearance and loan approvals might be affected due to the strike. But ATMs are expected to function as usual.
Public sector lenders, including State Bank of India, had informed customers that services in their branches might be affected due to the strike.
However, the private sector, especially new generation private sector lenders, like HDFC Bank, ICICI Bank and Kotak Mahindra Bank, are working as usual.
The strike is against the government's decision to privatise public sector banks which have been playing a vital role in nation building, (AIBEA) general secretary C H Venkatachalam told PTI.
AIBOC General Secretary Soumya Dutta said that about 7 lakh across the country are participating in the two-day strike. read more

Banking services were partially affected for the second day on Wednesday, as a section of PSU bank employees came in support of the nation-wide strike call given by 10 central trade unions against the alleged anti-labour policies of the government.
All India Bank Employees' Association (AIBEA) and Bank Employees' Federation of India (BEFI) have supported the strike, which has impacted banking operation where these two unions are strong.
However, the operation in SBI and private sector banks remained unaffected as other seven unions in the banking sector are not part of the strike.
According to AIBEA General Secretary C H Vekatchalam, cash transactions, clearance of cheques, remittances, bills discounting and foreign exchange transactions were impacted.
Cheques worth about Rs 20,000 crore could not be cleared by the clearing houses all over the country yesterday, he claimed.

Banking services are likely to be affected on January 8-9 as a section of PSU bank employees would go on a two-day strike in support of the nation-wide strike call given by 10 central trade unions against the government's alleged anti-worker policy.
The All India Bank Employees Association (AIBEA) and Bank Employees Federation of India have informed the Indian Banks' Association (IBA) of the two-day nationwide strike on January 8-9, 2019, IDBI Bank said in a filing to the BSE.
In a stock exchange filing, Allahabad Bank said the issues and demands are of industry level and strike call is also given at industry level.
"Therefore, if the strike takes place, the functioning of branches of the bank may be affected. The bank is taking all the necessary steps in terms of the existing guidelines for the smooth functioning of bank's branches/offices on the day of the strike(s), in the event the strike materialises," it said.
Public-sector Bank of Baroda said, "in the event of AlBEA and BEFI proceeding on strike on January 8-9, 2019, the functioning of bank's branches/offices in some of the zones may be affected".
Private sector Karur Vysya Bank said if the strike call materialises, "the workmen of our bank may take part in the proposed strike on the said date, in which occasion the normal working of the branches/offices of the Bank may get affected during the day".
Ten central trade unions -- INTUC, AITUC, HMS, CITU, AIUTUC, AICCTU, UTUC, TUCC, LPF and SEWA -- have also called for a nationwide general strike on January 8-9 against what they call "anti-people" policies of the Centre and have placed a charter of 12 demands before the central government.

8th Jan; “Bharat Bandh” against Modi govt privatization policies
Over 10 trade unions and nearly 25 crore people will participate in a nationwide strike tomorrow to protest against the Centre’s “anti-people” policies. The unions that will join the strike include INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, LPF, UTUC and several sectoral independent federations & associations. The unions had in September last year adopted a declaration to go on a nationwide strike, seeking reversal of many anti-worker, anti-people, anti-national policies of the Government. “The Ministry of Labour has failed to assure on any of the demands of workers which called a meeting on January 2, 2020. The attitude of the government is that of contempt towards labour as we construe from its policies and actions,” the 10 central trade unions (CTUs) said in a statement released. About 60 student organisations and elected office bearers of some universities have also decided to join the strike with an agenda to raise voice against increased fee structure and commercialization of education, it said. The trade unions condemned the JNU violence and similar incidents in other university campuses and expressed their solidarity with students and teachers all over India. The unions also expressed displeasure over no Indian Labour Conference being held since July 2015, codification of labour laws and privatisation of PSUs. “As many as 12 airports are already sold out to private hands, 100 per cent sale of Air India is already decided, decision to sell BPCL taken, BSNL-MTNL merger announced and 93,600 telecom workers already thrown out of jobs under the garb of VRS (voluntary retirement scheme),” it added. The unions are also against privatisation in railways, corporatisation of 49 defence production units and forced merger of banks. Joint platform of more than 175 farmers and agricultural workers unions will extend its support to workers’ demands and observe January 8 as Gramin Bharat Bandh along with their charter of demands, they added. New Delhi: Banking operations in the country were hit on Wednesday as 10 lakh employees, primarily from PSU banks, went on 2-day strike to protest against a “meagre” 2 per cent salary hike offered by Indian Banks Association (IBA) – the management body.
The strike, also supported by employees of some old generation private sector banks and foreign banks, will continue tomorrow.
Operations in the new-generation private banks like ICICI Bank, HDFC Bank, Axis Bank were however almost normal, barring few activities including cheque clearance.
There were reports of disruption in banking operations in various states. The impact of strike in certain states like Kerala, West Bengal, Bihar and Jharkhand was more severe compared to other states.
Nearly 10 lakh employees, working in various branches of 21 public sector banks, 13 old generation private sector banks, six foreign banks and 56 regional rural banks across the country went on the strike as IBA offered them a nominal wage revision, All India Bank Employees Association (AIBEA), affiliate of UFBU said in a statement.
Since the strike coincides with the month-end, salary withdrawals from branches are likely to get affected. Some ATMs went dry by the evening.
Operations like deposits, FD renewals, government treasury operations, money market operations were hit by the strike.
A RBI official said some digital banking work was done through electronic systems like the RTGS but the functioning of banks’ servers was hit.
Digital banking comprises about 5 per cent of the total operations, the official said.
Reserve Bank of India remained operational though the trade unions offered moral support for the ongoing strike, a RBI Trade Union leader said.
As several rounds of talks between banks and the unions of their employees did not make any headway, the United Forum of Banking Unions (UFBU), an umbrella body of nine bank unions, has gone on strike against the proposed wage hike of 2 per cent as against 15 per cent given last time, All India Bank Employees Association (AIBEA), general secretary C H Venkatachalam said.
In the last wage revision in 2012, the bank employees got a raise of 15 per cent.
“It is kind of an insult to the employees of public sector banks…to be offered this kind of meagre hike. We had no other option but to go on strike, forgoing two days’ salary,” All India Bank Officers’ Confederation (AIBOC) joint general secretary Ravinder Gupta said.
Success of all government schemes like Mudra, Jandhan and demonetisation were ensured by public sector bankers but the reward is just 2 per cent hike, he said, adding that it is gross injustice to bankers who have worked very hard for nation building.
Employees are participating in the nation-wide strike as part of “our democratic right” by forgoing our salary, Venkatachalam said and hoped that good sense would prevail.
IBA has asked the six banks including SBI, Oriental Bank of Commerce, Union Bank and Bank of Baroda to reconsider their decision and allow IBA to settle wages for bank employees up to scale seven instead of up to scale three employees.
There are about 85,000 branches of 21 public sector banks across the country having business share of about 70 per cent.
Most of the banks, including SBI, PNB and BoB, have already informed their customers about functioning of branches and offices due to strike.
Industry chamber Assocham said the two-day nationwide bank strike may affect customer transactions worth up to Rs 20,000 crore.
It also urged the government to come up with a stimulus plan for restoring the health of PSU banks.
State-owned lenders are grappling with high levels of bad loans and as per reports their losses for the quarter ended March 2018 are set to hit a record Rs 50,000 crore which is more than double the losses of Rs 19,000 crore in preceding quarter ended December 2017, Assocham said in a statement.
