Joker sees a skrungly teen walking on the street and just everything in his body screams to fight
Danny sees the joker and his hatred for clowns go up by a fuck ton
They always fight, absolutely feral too, biting and scratching
Joker will be mid monologue and Danny will body slam into him and there they go
Gotham is on lookout for the kid who keeps fucking joker up
It escalates when Danny breaks into arkham to fight

My favorite reading of Arkham from DMC3 and one that instantly makes him a way more fun villain is that his two forms represent hyper exaggerated caricatures of how he views the Sparda brothers. So he sees Vergil as an overly self-serious moody asshole and he sees Dante as an actual fucking clown.

Plant Boy Danny
As Danny gets plant powers and was seen by his parents. Jack and Maddie had the only a normal reaction! They kidnapped Poison Ivy to teach their son!
And as they broke Arkham, Being the nice and law-binding citizen they are, they fixed and upgraded Arkham to a the very top.
The guards and therapists of Arkham had no idea what to say. But hey! Arkham is now even more secure than Fort Knox. So after 2 months of no criminal being able to escape, the Guards and Staff just covered it up that the Fenton's Kidnapped Ivy from Batman. With the support of the city.
Ivy had no idea what just happened.
One moment she was in Arkham, and next she was in an RV. Being taken from one city in the country to a new city many 1000 KM away.
Well, she knew why she was here as she saw the young Plant boy, who was playing with his new powers. Danny's skin was green, with pointy elf ears and standing on Tendrils that were all around the House and block.
After a time living with the Fentons, Ivy asked the question she had in her mind.
Ivy: "You could have just asked me to teach Danny." Maddie:" A mother has to make sure. If you said no, " Jack;" Yeah. This way, it's easier."

Gotham
It's been two months since Ivy was kidnapped.
Gotham was never that peaceful for so long.
Bruce had no idea what was happening. Where are his villains, and what plan do they have?
Gordon covered it up; he liked the new security system in Arkham. No criminal was able to even escape their cells.
Well, the villain hates it! Being struck in a tiny cell like animals! They want to escape! But no one really cares for it.

Harley Quinn: be the reason your old job had to up their safety measures. Arkham therapists arnt allowed to have fully private therapy sessions anymore. That's my impact! They did that because of me! Isn't it great!

If I were in charge of DC comics, I'd let Jim Gordon just straight up throw hands.
Just have Batman offhandedly mention a minor career as a fresh-out-of-school professional boxer. Something low key, but suitably impressive. Four professional bouts, all turn 1-2 victories by KO. That sort of thing.
Mention he still gets top rankings even in the unofficial police tourneys, only being beaten by other professional boxers-turned-cops. Have Batman give a curt laugh and mention that even he uses one or two of Gordon's "tricks".
And then just let Gordon show it off. Sure, he's an old man now, not really in the game. But some street punks? Nah, Gordie's got this one and just lays an absolute smackdown on them. Three guys? Three punches.
Of course, let him get overwhelmed, he's not Batman, but like. Gordon came to be the top dog in a police department so corrupt, it somehow overflowed into something resembling legitimate cops suddenly started manifesting (I.E, Harvey Bullock). How the hell do you think he got there without some young, paid-off asshole to trying to turn his skull into abstract art? Beating the little shitbag, before tossing him back out as a warning. Gordon may need guns, but he's always packing at least two, you know what I'm saying?
Have some villains actively keeping their distance against a pissed off, adrenaline-pumping post-middle age man who still has the muscle tone of a minor greek god and as got as close to becoming the bohdavista of boxing as there has ever been bastard of "I will fucking get you" that stands before them there and then.
And then the fight's over. And you remember that Gordon's well past his prime. Old aches, pains, injuries. Have him shake off his punches, massage his hands, complain about having to "take it easy". He's not defenseless, sure, but he's not as durable as he once was.
So yeah, let Gordon throw hands. Let him spar with Nightwing and get one off on him every time they do. Let him bond with his adult daughter in something they both enjoy. Let him have good days where one time in a few he tries, when sparring with Batsy himself, Gordon catches Batman off-guard.
In conclusion: Let Gordon throw hands.

... Casually throws more fuel to the fire
Residents of Arkham learn about Danny and his "death day" in one way or another. (Coincidentally, it aligns with the same day 2nd Robin died cause of Joker here)
What caused an uproar was when Danny slipped about how during his "death day", he's in quite a bit (read: a lot) of pain and he thinks it might be because of having no grave. Which- oh boy... BATMAN DIDN'T GIVE YOU A GRAVE!?
"Wait wait- what do you mean you don't have a grave!?"
"... I mean... Kinda hard to have a proper funeral of sorts when there wasn't a body left to have one and all. Plus, why would Batman give me one, anyways?"
Everyone's looking at Joker and later Batman. They're both in hot shit. Mainly Joker atm since Batman ain't in Arkham for them to target- at least not until they do a massive breakout just to solely torment him later on.
Like you said, it's mostly general concensus at this point that Death Day is painful. Physically and/or mentally, the amount depends on how much angst the author wants to give.
That being said, you'd think that would mean Danny would take that day off. But we all know he is also the kind of self-sacrificing idiot that would so cover a co-worker's shift that day after being litterly begged too, thanks to understaffing. That or he just forgot but I'm pretty sure it would be hard to forget after the first few times and Jazz would probably call him like before, during, and after his death day because it is just traumatic all around for Danny.
Furthermore, he probably doesn't want to call and talk to Sam or Tucker about it because it makes them feel guilty and he doesn't want to bug them well they are off doing collage things or whatever. Even if his friends are 100% willing to be there for him.
As for the whole inmates knowing about it. Idk if Danny just let it slip or something, perhaps made a joke thinking that no one would believe it anyways. Completely forgetting this is Gotham and weirder things had happened. Though now there is a debate between the inmates on whether Danny was resuscitated, brought back through superhero shenanigans, or is just a zombie or something.
One particularly brave and/or foolish inmate just straight up asks Fenton if he eats brains. He gets a confused no in response, so most tend to cross zombie off the list after that.

Dani and her Friends and the Hero Phantom who looks away
Dani smiled at her friend Waylon as both were imprisoned.
"Have no fear! My template will get us out!"
Croc:" You know we are in Arkham, right?"
Dani: " No fear... Wait, it started. Be careful."
The walls of Arkham Cell started to glow green as it started to go like a horror movie. Dani just pulled Waylon with her to the portal.
Waylon looked before were a massive werewolf and young men.
"Template, I knew you would save me!"
Danny just gave me one look: "You are grounded."
Dani: " Stupid Hero Template, won't do any fun! Come Waylon. I want to show you my room and then your new room!"
Waylon:" A Hero..." Dani: "Yeah, he is a hero, but I am well me. And he would never get angry at me!" Waylon said to himself, " It's not often a hero would save their villain's child. So it's kind of nice for her."

Danny looked at Wulf and said, " Thanks again. Make sure both are okay. I will have to talk with Batman about this."
Danny already had the excuse why he broke into Arkham.
Batman knows how Danny is feeling so no hard feelings. Just make sure he doesn't do criminal stuff
