What is your monthly budget?
I’d like it to be sub-$20.
Where are you/your users located?

What kind of site are you hosting (WordPress, phpBB, custom software, etc) or what is your use case?
I’ve got one live WordPress site up, a dev site (I prefer utilizing a dev install rather than SiteGround’s staging) for my main site, and am working on a second WordPress site (just got the dev up for now on it, but will launch in a few months most likely). Want to add in Node.js work.
Do you have a monthly traffic volume? Estimates are ok.
Nothing high volume, but I see spikes here and there. I’d say around 200-300/mo currently, with spikes in the 1000s when something gets noticed. Its basically my personal site for now, but am adding a gaming news site in the coming months.
If you’re looking at VPSes: Do you have experience administrating linux servers and infrastructure?
Yes; I have a Debian server I run here at home, and used to be a systems manager for a newspaper.
Did you read the sidebar/check out the hosts listed there?
Yes; some good options, especially on cost, but I want to make sure whatever I switch to has longevity and reliability for my needs. See additional details below.

I’m currently on Siteground’s GrowBig shared hosting plan ($19.95/mo); Siteground has been great, and I’d hate to leave them, but I’m wanting to have a way to also reliably have some node.js apps up without ballooning my costs (I just lost my regular day job).
I need to be able to run PHP (5.x and 7.x), MySQL, and Node.js at a minimum. Having MongoDB would be great, too, since I’m looking at expanding my experiences while on the job hunt. I need to be able to host multiple sites/apps; Sites are typically just your standard WordPress fare (I don’t overload with plugins, but I do rely heavily on WP-REST API), and the node stuff will be fairly small examples of ability (a resume web app, and a semi-social network type web app with minimal user interaction).
I’d rather be throttled than have to pay overage charges; While I sell artwork, music and merch through my portfolio website, I don’t make a lot through that, and I do it just for fun nowadays.
My biggest headache in the nearly 20 years I’ve been doing this is.. Good hosts come and go. I’ve had some last me a while (Siteground has been reliable for me for years), but I’ve been through a number of them. Some went south (A Small Orange ended up having HORRIFIC uptime after my first 6 months), some were just bad overall (Bluehost), and others were purchased and left to rot with little to no concern for old customers (Steadfast/Fluid Networks).
If possible, I’d like to spend less time admining the server and more time focusing on my dev work. Having someone else manage my LAMP stack upgrades would be great, because I’m not going to have the time to invest once I get a new job. Also, I love CPanel, so being able to run it/having it pre-installed would be great.
Hopefully I’m not asking for too much!
