Listen more articulate people than me have been screaming about these two since the 1990s, Garak and Bashir are each already two of the most "I want to put them in a jar and study him" characters I have ever seen in his own right, but you put them together and you get a dynamic that puts the twistiest and most compellingly complex canon romances to shame.
The show never lets the relationship be anything but subtext because it was the 90s and Rick Berman was a coward, but the actors who played these characters have been very supportive of fandom and shipping, and Andy Robinson in particular (the actor who plays Garak, the lizard alien man) has made very clear that he interprets the relationship with romantic/sexual undertones and played Garak as attracted to Bashir from the very first scene they shot together.
